The Re-entry Coordinator plays a pivotal role in advancing the Mayor’s Office of Neighborhood Safety and Engagement’s (MONSE) mission to support individuals re-entering the community following involvement with the criminal justice system through the agency’s Office of Returning Citizens. This position is responsible for coordinating resource delivery, managing special projects, and fostering collaborative partnerships that enhance re-entry programming across Baltimore. The Coordinator works closely with returning citizens, community-based providers, and agency partners to assess needs, implement service enhancements, and ensure culturally and geographically responsive support. MONSE seeks to empower returning citizens and community partners to co-create pathways to successful reintegration and lasting public safety.

Essential Functions

Program Coordination & Service Connection

  • Manage low-barrier, reintegrative case management for returning citizens; connect individuals to essential partner agencies and community-based resources post-incarceration.
  • Serve as a central point of contact and subject matter expert on re-entry issues, offering technical assistance to agency and community partners.
  • Facilitate dialogue, data collection, reporting, process improvement, and inter/intra-departmental planning related to re-entry services and policies.

Community Engagement & Needs Assessment

  • Monitor and evaluate the effectiveness of community partners in delivering services to returning citizens.
  • Conduct outreach, community needs assessments, and public education efforts to identify gaps and drive improvements in re-entry support.
  • Identify key partners, develop action-oriented plans, and maintain a statistical framework for data collection and reporting.
  • Stay current on best practices in re-entry and victim services; assist with the implementation of new, evidence-based approaches.
  • Maintain confidentiality of all returning citizen and departmental information.

Collaboration and Coordination

  • Coordinate and implement time-sensitive projects, program alliances, and joint initiatives in the re-entry space.
  • Provide direct staff support and representation to Baltimore City’s Re-entry Action Council (RAC).
  • Effectively coordinate with state and local agencies to optimize support and service to incarcerated individuals and returning citizens.
  • Build and manage cooperative relationships with city agencies, nonprofits, civic groups, and residents to promote a coordinated, citywide re-entry response.

Reporting, Compliance, & Professional Development

  • Deliver timely, thorough reporting of project deliverables to supervisors and stakeholders.
  • Prepare monthly progress reports for internal distribution and public communication.
  • Attend and actively participate in community meetings, professional groups, workshops, and conferences to advance knowledge and represent MONSE.
  • Contribute to the development of public information campaigns and participate in inter-agency committees as assigned.
  • Remain informed of new trends, innovations, and legal requirements related to re-entry.

Minimum Qualifications

Education: Bachelor’s degree in Sociology, Psychology, Human Services, or a related social or behavioral science field; or 3–5 years of relevant experience.

AND

Experience: Experience developing, coordinating, and managing programs, including the use of data to monitor outcomes and inform responses.

Demonstrated ability to assess and prioritize pressing needs while managing multiple tasks and responsibilities.

OR

Knowledge, Skills, and Abilities

  • Strong analytical skills and keen attention to detail.
  • Proven ability to resolve complex, multi-faceted problems and provide practical solutions.
  • Excellent oral and written communication skills, with the ability to engage diverse stakeholders at all levels.
  • Proficiency with Microsoft Office Suite and other relevant office software for reporting and data management.
  • Knowledge of local, state, and federal laws and policies related to returning citizens and re-entry programming.
