The Radio Frequency Network Engineer resides in the Pima County Wireless Integrated Network Department providing design, maintenance and ongoing support for the County public safety radio system. This includes ensuring that dispatch centers from first responder agencies maintain constant connectivity to the system and their critical staff in the field, keeping tower sites running at their peak capability via regular inspections and preventative maintenance visits. Engineers are responsible for troubleshooting system components and signal levels to determine root cause analysis of errors on the system as well as the replacement and programming of hardware when necessary. Use of drones to inspect tower hardware and various testing is required in the execution of these duties.

• Troubleshoots, reloads images, and repairs/replaces advanced network equipment including routers, switches and firewalls;
• Troubleshoots and repairs issues on a MPLS Microwave Network connecting the PCWIN radio sites and Dispatch Centers across Pima County;
• Troubleshoots and identifies power issues using test equipment to include battery plants, rectifiers, commercial and backup power;
• Troubleshoots radio site and dispatch site specific environmental alarms and repairs as needed;
• Troubleshoots server issues using Windows Server and Linux Operating Systems;
• Troubleshoots and tests site grounding systems and understands R56 grounding standards;
• Troubleshoots Tower Safety and manages the crews as they identify issues and recommend remediation on antenna network equipment and Microwave Dishes;
• Troubleshoots AES encryption and tools to load and use encryption;
• Manages equipment, upgrades projects and communicates progress to management and customers;
• Uses monitoring tools to troubleshoot problems and/or repair across the P25 Public Safety Radio Network and performs annual preventative maintenance to Project 25 standard.

Minimum Qualifications:

Bachelor’s degree from an accredited college, university or technical trade school with a major in computer science, computer engineering, management information systems (MIS), or a closely related field as determined by the department head at the time of recruitment AND three years of experience configuring, monitoring, and managing networking equipment such as routers and switches.

(Relevant work experience and/or education from an accredited college or university or technical school may be substituted.)

OR:

Four years of experience with Pima County as a Land Mobile Radio Systems Analyst I or Land Mobile Radio Systems Analyst II.

Preferred Qualifications: (Be specific in describing your experience in your application. Ensure the descriptions provided illustrate your competencies, specifically addressing the required and preferred qualifications.):

• Experience working with enterprise Motorola Radio Communications systems.
• Experience maintaining radios for public safety agencies.
• Experience working with network equipment such as routers and switches.
• Experience working with servers using Linux Red Hat and Windows Server 2016.
• Experience maintaining an enterprise microwave network.
• Experience working with inventory and asset management.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates: Valid driver license is required at time of application. Valid AZ driver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services’ review and approval of the candidate’s driving record.

Physical/Sensory Requirements: Occasionally operates a computer and other office equipment. Constantly observes details at close range. Occasionally remains in a stationary position. Occasionally moves about inside an office. Occasionally must lift heavy items. Frequently requires excellent hand/eye coordination. Frequently operates County-owned vehicles. Any additional physical and sensory abilities will be determined by position.

Working Conditions: The RF Network Engineer works in indoor and outdoor capacities exposed to a variety of extreme conditions. Regular daily attendance is an essential function for this position. Any additional working conditions will be determined by position.
