• Leads or coordinates project planning, resourcing, staffing, supply and subcontract management, progress reporting, troubleshooting and people management
• Ensures project results meet requirements regarding technical quality, reliability, schedule and cost
• Monitors performance and recommends schedule changes, cost adjustments or resource additions
• Investigates facts and develops solutions to problems during the design and planning phases
• Provides timely and accurate information and status updates to functional leaders
• May participate in preparing RFPs and SLAs.
• Helps manage client expectations, satisfaction, and adherence to contract agreement.
• Performs all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements and programs
• Works and collaborates other projects and/or assignments as needed

Summary of Role: 

The Technical Program Manager (TPM) will drive execution of strategic quantum technology development programs across multiple quantum computing modalities and associated manufacturing platforms. Working closely with modality leaders, product development teams, manufacturing organizations, customers, and executive leadership, the TPM will be responsible for planning, coordinating, and tracking complex development programs from concept through manufacturing readiness.

This role serves as the central coordination point for cross-functional activities spanning quantum device development, process integration, advanced packaging, cryogenic technologies, test and characterization, and foundry enablement. The TPM will ensure technical milestones, schedules, deliverables, risks, dependencies, and customer commitments are effectively managed.

The ideal candidate combines strong semiconductor technology experience with exceptional program management skills and the ability to influence highly technical cross-functional teams without direct authority.

Essential Responsibilities:

Program Leadership & Execution

  • Lead execution of quantum technology development programs across one or more quantum modalities.
  • Develop and maintain integrated program plans, schedules, milestones, dependency maps, and resource forecasts.
  • Coordinate activities across engineering, manufacturing, operations, supply chain, quality, and business teams.
  • Ensure alignment between technical objectives, development priorities, customer deliverables, and business goals.
  • Drive closure of action items and critical path issues impacting program execution.

Customer & Partner Engagement

  • Support technical interactions with external customers, ecosystem partners, government agencies, universities, and research organizations.
  • Coordinate customer project plans, development commitments, and milestone reviews.
  • Track contractual deliverables and statement-of-work commitments.
  • Facilitate preparation for customer reviews, executive briefings, and program status meetings.

Technology Development Coordination

  • Partner with Quantum Integration, Device Engineering, Process Engineering, AME, Yield Engineering, Test, and Manufacturing teams.
  • Drive readiness activities for development lots, experiments, characterization campaigns, and manufacturing demonstrations.
  • Track technology maturity through defined development phases and readiness criteria.
  • Coordinate technical decision reviews and escalation processes.

Risk & Resource Management

  • Identify program risks, schedule challenges, and resource constraints.
  • Develop mitigation plans and recommend corrective actions.
  • Track budget assumptions, capital requirements, and external dependencies where applicable.
  • Provide leadership visibility into program health, schedule performance, and execution risks.

Executive Communications

  • Generate executive-level program dashboards and status reports.
  • Present program updates to senior leadership, customers, and steering committees.
  • Translate complex technical information into concise business-oriented updates.
  • Support strategic planning and portfolio prioritization activities.

Other Responsibilities: 

  • Perform all activities in a safe and responsible manner and support all Environmental, Health, Safety & Security requirements and programs. 

Required Qualifications:

  • Associates degree in Electrical Engineering, Physics, Materials Science, Chemical Engineering, Mechanical Engineering, Computer Engineering, or related technical field.
  • 5+ years of semiconductor manufacturing, technology development, product development, or engineering experience.
  • 3+ years of technical program or project management experience.
  • Experience leading complex cross-functional technical programs.
  • Demonstrated success managing schedules, milestones, risks, and stakeholder communication.
  • Strong analytical, organizational, and presentation skills.
  • Ability to influence and align diverse technical teams without direct organizational authority.

Preferred Qualifications:

  • PMP, Agile, or equivalent project management certification.
  • Experience in semiconductor R&D, foundry operations, advanced packaging, cryogenic electronics, or quantum technologies.
  • Familiarity with Technology Readiness Levels (TRLs), NPI methodologies, and manufacturing readiness assessments.
  • Experience coordinating customer-funded development programs or government-sponsored projects.
  • Understanding of quantum computing technologies including superconducting, trapped ion, photonic, silicon spin, or topological qubits.
  • Experience supporting international and multi-site development organizations.

Expected Salary Range

$69,000.00 - $120,000.00
