Position: Public Safety Manager - Armed

Location: Condell Medical Center; Libertyville, IL.

Full Time; 1st Shift

~Monday-Friday, 8am-4:30pm

~Various nights and/or weekends as needed.

Major Responsibilities:

• Serve as the on-site manager for assigned facilities, directly supervising Public Safety leaders and line officers to ensure effective Public Safety operations. Strategically allocate public safety resources in conjunction with facility and Public Safety leadership to maintain a reasonable standard of care and respond effectively to incidents and threats. 
• Designs and directs the work of the Public Safety officers, and at select locations commissioned police officers. Selects, coaches, and develops Public Safety teammates, and trains supervisors to do the same. Sets clear expectations to inspire and motivate the team. Manages performance by recognizing achievement, providing feedback, and administering progressive discipline when necessary. 
• Prepare and manage annual operating and capital budgets, verify payroll records, and ensure financial compliance with organizational standards. 
• Implement and maintain security policies and procedures that align with organizational goals and regulatory standards. Liaise with interdepartmental staff at assigned facilities to understand impact of process and procedural improvements.  
• Conduct regular security audits and risk assessments across assigned properties, reporting findings and recommendations to facility and Public Safety leadership. Ensure facilities meet federal and state compliance standards (e.g., Joint Commission, DNV, CMS, OSHA) through regular inspections and evaluations. 
• Support Public Safety Investigation Teammates by strongly participating in investigations of accidents, thefts, workplace violence, and other security-related incidents. 
• Maintain strong relationships with facility administrators, law enforcement, first responders, and internal departments to foster collaboration and security awareness. Use a variety of communication techniques to maintain relationships, creating an open-door culture.  
• Stay informed on industry best practices and trends, using data-driven insights to enhance public safety operations and adapt to evolving risks. 
• Responsible for understanding and adhering to the organization's Code of Ethical Conduct and for ensuring that people actions, and the actions of employees supervised, comply with the policies, regulations, and laws applicable to the organization's business.

Licensure, Registration, and/or Certification Required:

• None

Education Required:

• Bachelor’s degree in criminal justice or related field, or equivalent related experience. 

Experience Required:

• A Public Safety Operations Manager must have a minimum of five years of supervisory or management experience in a related field, such as security, military, law enforcement, or dispatch.  

Knowledge, Skills & Abilities Required:

• The Public Safety Operations Manager must be willing to carry a department-authorized firearm while on duty, using a Level III holster in accordance with the Public Safety Firearms Policy and approved by departmental range masters. 
• The individual must possess the ability to safely operate, load/unload, break down, and clean a firearm independently and without assistive devices. Hand strength, dexterity, and firearm proficiency are essential. 
• A successful background investigation and psychological screening assessment are required post-offer, pre-employment, and periodically thereafter. 
• Prior training in Non-Violent Crisis Mitigation/De-escalation, defensive tactics, and firearms. 
• Effective oral and written communication skills are essential, including the ability to communicate clearly via phone, face to face and radio. 
• The role requires mature judgment, sound reasoning, and a calm, courteous demeanor in high-stress or emotionally charged situations. 
• Experience in conducting complex investigations, along with strong critical thinking and analytical skills, is expected. 
• The candidate must demonstrate expert knowledge of security and public safety practices, procedures, and compliance standards at the federal, state, and organizational levels. 
• Proficiency in word processing, spreadsheet, and presentation software is necessary, as is a working knowledge of security systems such as video surveillance, access control, and emergency alert systems. 
• The ability to assess and respond to multiple simultaneous situations, prioritize tasks, and maintain efficiency in a fast-paced environment is critical. 
• Professional and empathetic interaction with team members, patients, and visitors—especially under challenging circumstances—is required. 
• Access to protected health information (PHI) must be limited to what is reasonably necessary for job performance and shared only on a need-to-know basis. Access to PHI is controlled via user ID and password in accordance with organizational policy. 
• For states/regions with specific firearm qualification requirements, such as Illinois, candidates must complete applicable state-mandated armed courses and achieve a passing score on annual qualification tests within designated timeframes. 

Physical Requirements and Working Conditions:

• The Public Safety Operations Manager must be physically fit and capable of exerting intense physical effort, including running, restraining individuals, assisting with patient transfers, and lifting or carrying loads ranging from 25 to 60 pounds.
• The role requires frequent walking, standing, bending, squatting, kneeling, reaching, and transitioning quickly between positions, both indoors and outdoors, often in fast-paced or unfavorable weather conditions.
• Candidates must possess strong visual and auditory acuity (correctable to 20/20), color distinction, and the ability to communicate clearly in person, over the phone, and via radio.
• The position involves exposure to high noise levels, emotionally charged situations, potential hazards (mechanical, electrical, chemical, explosive, and radiation), and requires the ability to operate firearms and other equipment safely and independently, while remaining calm and responsive under stress.

Experience Required:

• A minimum of seven years of supervisory or management experience in healthcare public safety/security. 

Knowledge, Skills & Abilities Required:

• Completion of required training from Advocate Health—including Non-Violent Crisis Mitigation/De-escalation, defensive tactics, and firearms. 
• Outstanding oral and written communication skills, including the ability to communicate clearly via phone, face to face and radio. 
• Mastery of word processing, spreadsheet, and presentation software, as well as outstanding knowledge of security systems such as video surveillance, access control, and emergency alert systems.
