The Project Procurement Manager is responsible for the overall leadership and execution of the project supply chain function for major infrastructure and industrial projects in the Greater Toronto Area. This is a hands-on leadership role requiring active involvement in procurement execution, supplier and subcontractor negotiations, contract management, expediting, logistics coordination, material management, and issue resolution throughout the project lifecycle.

The successful candidate will lead all aspects of project procurement and supply chain management, from strategy development and sourcing through contract administration, supplier performance management, delivery of equipment and materials, logistics planning, and project closeout. Working closely with engineering, project controls, construction, suppliers, subcontractors, and clients, the Project Procurement Manager will ensure the timely and cost-effective delivery of goods and services while supporting project execution objectives.

Experience supporting projects delivered through EPCM, Alliance, Progressive Design-Build, Integrated Project Delivery (IPD), Construction Management, or other collaborative procurement and delivery models is highly desirable.

Your role

  • Leadership & Team Management:
    • Lead and mentor a multidisciplinary project procurement team including procurement specialists, contracts managers, expeditors, logistics, and material management personnel.
    • Foster a culture of accountability, collaboration, continuous improvement, and execution excellence.
    • Maintain active leadership and direct engagement in critical procurement, contracting, and supply chain activities, providing strategic guidance and hands-on support while empowering the team to execute effectively.
    • Allocate workload and monitor progress to meet project milestones and deliverables.
  • Procurement Strategy & Execution:
    • Develop and implement procurement strategies aligned with project objectives and public sector guidelines.
    • Lead sourcing, tendering, evaluation, negotiation, award, and contract administration activities for major equipment packages, materials, services, and construction subcontracts.
    • Manage supplier and subcontractor performance throughout the lifecycle of the purchase order or contract, including changes, claims, disputes, and closeout activities.
    • Personally lead complex commercial negotiations and participate in key supplier and subcontractor selection decisions.
    • Support collaborative project delivery models by working closely with clients, designers, contractors, and project stakeholders to achieve shared project objectives
  • Expediting, Logistics & Material Management
    • Oversee supplier expediting activities to ensure manufacturing progress and delivery commitments are achieved.
    • Monitor critical equipment and material deliveries and proactively mitigate schedule risks.
    • Coordinate transportation, freight forwarding, customs clearance, warehousing, inventory management, and site material control activities.
    • Ensure effective material tracking from purchase order award through receipt, storage, issuance, and installation.
    • Work closely with construction teams to ensure timely material availability and support successful field execution.
  • Stakeholder Engagement:
    • Collaborate with engineering, project controls, client and construction teams to forecast procurement needs and mitigate risks.
    • Maintain strong relationships with suppliers and subcontractors to ensure timely delivery and quality standards.
  • Governance & Compliance:
    • Ensure adherence to public procurement regulations, ethical standards, and internal policies.
    • Ensure competitive bidding and compliance with applicable procurement laws and client requirements.
    • Maintain accurate documentation and audit‑ready records for all procurement activities.
    • Identify procurement‑related commercial risks and collaborate with commercial/risks team on mitigation strategies.
  • Performance Monitoring & Reporting:
    • Track procurement KPIs, cost savings, and schedule adherence.
    • Prepare regular reports for project leadership and client representatives.

About you

  • Bachelor’s degree in Supply Chain Management, Business Administration, Engineering or related field.

  • Minimum 8–10 years of procurement experience, including leadership roles in major rails or infrastructure projects.

  • Strong knowledge of public sector procurement regulations and best practices.

  • Excellent negotiation, communication, and stakeholder management skills.

  • Proficiency in procurement systems and ERP tools.

  • Ability to work in a fast-paced, multi-disciplinary project environment.

Additional information

Expected compensation for this role is between $125,000 - 170,000 CAD annually. Base salaries are determined according to several parameters like skills, experience, location, and potential impact on the role. Internal and external competitiveness are also taken into account in our offers.
