Must be on site in DC 2 days per week
High-Level Project Summary/Intro:
Dev Technology Group is looking for a strong Project Manager to support both Operations & Maintenance (O&M) and modernization efforts for our federal government client. The ideal candidate will be adept at problem solving, finding solutions to complex business challenges and will work well in coordination with other team members. This is a great opportunity to work on mission-critical systems that bring clear value to end users and the federal government agency.
What You'll Be Doing:
The Project Manager will act as the primary liaison between Commission staff and the contractor. The PM is responsible for reporting directly to the COR and assigning tasks to the contracting team. They will lead two agile development teams (one for operations & maintenance and one for modernization) to deliver system fixes and enhancements across 10 different CFTC applications. Responsibilities of the Project Manager include but are not limited to:
- scheduling meetings
- staffing, including mentoring more junior members of the team
- Working with developers to estimate and build solutions
- Leading projects through agile development methodologies, including planning, monitoring, and risk management
- Working with the team and other project managers to plan the direction of project initiatives
- Leading team in analysis and governance of expansion to new technologies
- Working administratively to ensure policies/security of project and contract
- Completing project deliverables with high quality on the delivery schedule prescribed in the PWS
- Closely coordinating with CFTC leadership (COR, ACOR, Product Owners) to define scope priorities and release schedules, review status, and resolve blockers
Required Education, Experience, and Skills:
- Bachelor’s degree with five (5) or more years of relevant project management experience in an Enterprise software development environment, including experience in the application of methodologies related to software lifecycle management.
- Ability to work in a demanding and deadline-driven environment
- Excellent communication skills, both verbal and written
- Agile project management experience
- Excellent active listening and verbal communication skills
- Ability to elicit cooperation from a wide variety of stakeholders
- Ability to discuss technical issues with non-technical, executive-level government officials
- Experience leading and mentoring teams
- Requirements management and verification experience
Preferred Certifications and skills:
- Certified Scrum Master (CSM) certification.
- Experience with requirements tools and tracking such as JIRA.
- Experience coordinating activities with multiple stakeholders, both technical and non-technical.
- Experience defining project activities and milestones required to meet objectives and deliverables, properly sequencing tasks and estimating effort with project team members doing the work, determining the critical path, and proposing alternatives to meet project schedules in coordination with other stakeholders.
- Experience monitoring project execution to identify obstacles and deviations from plan and taking corrective action as needed.
- Experience conducting continuous risk assessment and management including developing measures to reduce risk in project execution.
- Experience developing metrics and reports for tracking project execution.
- Proficient in developing plans, assigning tasks, monitoring performance, communicating progress, resolving conflicts, and escalating issues.
"Our estimated salary range for this position is $120,000 - $160,000, this presented salary range is not a guarantee of compensation or salary. Offered salary is based on experience, geographic location, and possibly contractual requirements as appropriate to the role. *Salary could fall outside of this range. "
