Programme Finance & Compliance Advisor

Contract: Permanent Full time 36.5hrs

Location: Milton Keynes-hybrid working

Salary: £ 42,750 – 45,563 depending on experience

The Programme Finance & Compliance Advisor is responsible for effective delivery of WVUK’s financial and compliance management processes and procedures with respect to our overseas programmes portfolio, from grant and commercial contract acquisition to management and grant/contract close out.  The role will be responsible for looking after financial, compliance and risk-related issues in a diverse portfolio, from simple to complex multi-country, multi-partner consortium opportunities and programmes.

Responsibility:

Opportunity Assessment, Pricing and Proposal Development

·     Assess the financial viability of funding opportunities and contribute to opportunity reviews, including Go/No-Go decision-making processes.

·    Lead the development and compliance of financial components of grant proposals and commercial contract bids by ensuring:

o   WVUK colleagues, World Vision Country Offices and implementing partners have a clear understanding of donor financial requirements, conditions and templates.

o   Robust pricing, fee rate and cost recovery methodologies are developed and applied.

o   Financial risks are identified, assessed and appropriately costed.

o   A clear balance between profitability, sustainability and competitiveness is maintained.

o   Appropriate planning for inflation, foreign exchange fluctuations and other financial variables.

o   Strong value-for-money approaches are embedded within proposals and high-quality financial narratives are developed. 

Due Diligence and Compliance

·         Lead and coordinate due diligence processes, including:

o  Donor due diligence assessments of World Vision.

o  World Vision due diligence assessments of implementing partners.

·     Ensure compliance with donor regulations, organisational policies and contractual requirements throughout the funding lifecycle

Grant and Contract Financial Management

·     Provide financial and compliance support during grant and contract start-up

·     Identify, assess and manage financial and compliance risks, ensuring appropriate mitigation measures are implemented.

·     Monitor programme financial performance, including budget utilisation, burn rates, forecasts and variances.

·     Ensure timely and accurate financial administration, claims management, fund transfers and financial transactions in accordance with donor and organisational requirements. Manage co-financing and match-funding requirements.

·     Provide financial management training and capacity strengthening support to Country Offices and partners as required

Financial Reporting, Audit and Close-Out

·     Coordinate the preparation and submission of accurate, high-quality financial reports.

·     Contribute financial information for internal reporting, forecasting and quarterly projections. Aggregate financial reporting from consortium members where WVUK acts as consortium lead.

·     Ensure effective grant and contract closure, including completion of all financial and compliance requirements.

·     Coordinate and facilitate internal and external audit processes.

Continuous Improvement, Systems and Stakeholder Engagement

·      Contribute to the review and improvement of financial management processes, systems and ways of working to increase efficiency and effectiveness.

·      Build and maintain effective working relationships with internal stakeholders, Country Offices, implementing partners, consortium members, donors and external auditors.

·      Maintain accurate financial records, grant information, forecasts and compliance documentation within organisational systems and databases.
