Job Summary

Provide clinical and public health services aimed at preventing perinatal transmission of HIV and eliminating congenital syphilis. Utilize nursing expertise and disease intervention strategies to conduct case investigations, partner services, contact tracing, and care coordination for pregnant and postpartum individuals, exposed infants, and their families. Collaborate with healthcare providers and community partners to facilitate timely diagnosis, treatment, linkage to care, and adherence to evidence-based clinical protocols that improve maternal and infant health outcomes. Engage women of childbearing potential and individuals with HIV or sexually transmitted infection (STI) exposure to support testing, treatment, prevention, and risk-reduction efforts.

Essential Functions

• Conduct comprehensive case investigations for pregnant and postpartum individuals diagnosed with HIV or syphilis, utilizing disease intervention strategies to assess maternal risk factors, infection status, treatment history, and the potential for perinatal transmission.
• Provide partner services, contact tracing, and exposure notification while maintaining strict confidentiality and adherence to public health guidelines.
• Coordinate and monitor timely initiation of antiretroviral therapy (ART) for HIV and appropriate treatment for syphilis, ensuring compliance with prenatal screening recommendations and evidence-based clinical protocols.
• Facilitate linkage to prenatal care, HIV specialty care, and supportive services, while monitoring viral suppression and treatment adherence throughout pregnancy and the postpartum period.
• Ensure timely evaluation, testing, treatment, and follow-up of exposed infants according to established guidelines.
• Educate patients and families on disease transmission, medication adherence, infant feeding recommendations, and prevention strategies.
• Maintain accurate documentation in surveillance systems, identify gaps in care, implement interventions to improve health outcomes, and participate in quality improvement, case review, and outbreak response activities.
• Conduct field, home, and hospital-based visits as needed to support patient engagement, retention in care, and targeted interventions among high-risk populations.

Minimum Qualifications

Education: Active Registered Nurse (RN) license in Maryland. Bachelor of Science in Nursing (BSN).

AND

Experience: Two years of experience as a registered nurse. Experience in maternal-child health, HIV care, STI management, public health, or case management strongly preferred. Training or experience in disease intervention, partner services, or contact tracing. Knowledge of current guidelines for prevention of perinatal HIV transmission and congenital syphilis (e.g., CDC, ACOG).

Equivalency Notes: Have an equivalent combination of education and experience.

Licenses, Registrations, and Certificates: Have a valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.

Knowledge, Skills, and Abilities

• Strong clinical knowledge of HIV management, STI treatment, syphilis staging and perinatal care.
• Ability to interpret lab results (e.g., viral load, CD4 counts, RPR titers) and apply them to care coordination.
• Excellent interviewing, counseling, and motivational interviewing skills.
• Ability to manage complex, high-risk cases with attention to detail.
• Cultural competence and trauma-informed approach when working with vulnerable populations.
• Strong organizational and data management skills.
• Ability to collaborate across multidisciplinary teams and systems of care.

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
