Since 2011, Trócaire has responded to the protracted humanitarian crisis in the South Kordofan, Sudan through the national/local organisations. This has been achieved through a hybrid arrangement of remote support from Nairobi, Kenya and on the ground presence. Trocaire works with five national partners. Our programme focuses on the provision of humanitarian assistance in the current context of the displacement crisis, delivering integrated health and nutrition services to remote communities and in strengthening food security, livelihoods and resilience. The programme is also responding to a rising health need in neighbouring Blue Nile State.
The Partner Finance Officer is responsible for supporting the financial management capacity and compliance of Trócaire's Sudan partner organizations. The role provides hands-on financial monitoring, review, and capacity-strengthening support to partners, and ensures that partner financial reporting, systems, and controls meet Trócaire and donor requirements.
You will report to the Programme Accountant. The job opportunity will be offered on a fixed term contract for one year with the possibility of extension and is based in Kurchi.
Key responsibilities:
Partner Financial Monitoring and Compliance
- Undertake and partake in partner risk pre-assessments, PCAS and grant start-up meetings.
- Conduct regular financial monitoring visits and reviews (including MTRs / mid-term reviews) of partner organizations, assessing compliance with Trócaire and donor financial requirements.
- Review the monthly partner financial reports, liquidations, and support documentation for accuracy, completeness, and eligibility of expenditure.
- Support the expenditure verification process for partner-managed funds.
- Ensure that all partner financial documentation is properly and securely filed in the systems and can be easily referenced and audited.
- Support partners to meet their reporting schedules, ensuring that financial reports are in line with approved budgets and grant requirements.
- Identify unmet financial management standards and work with partners to develop and track action plans, including derogations where applicable.
- Liaise with the partner Finance Manager and the Procurement officer to maintain and regularly update on the fixed assets register and the stock records.
- Maintain up-to-date financial risk assessments for each partner and escalate significant risks or red flags to the Program Accountant / Finance and Administration Manager.
Partner Capacity Strengthening
- Deliver on-the-job coaching and formal training to partner finance staff on financial management, donor compliance, and internal controls.
- Support partners to develop or strengthen financial policies, procedures, and systems appropriate to their scale and funding portfolio.
- Track partner capacity strengthening plans and report on progress against agreed milestones.
- Contribute to strengthening partner staff capacity through review visits and communications.
Financial Management and Reporting
- Support preparation and review of partner budgets, including alignment with donor requirements and Trócaire's cost recovery policies.
- Support in the transfer, tracking, and reconciliation of funds to partners, including third party transfers where applicable.
- Contribute partner financial data and analysis to Country Programme donor reports, budget reviews.
- Maintain organized partner finance files, in line with Trócaire's record-keeping and audit requirements.
- Contribute to the development and revision of Trócaire Sudan's partner finance procedures, tools, and templates.
- Support internal and external audits, including partner-related audit queries and follow-up on findings.
- Undertake other duties as reasonably required by the Programme Accountant or other staff from Sudan programme.
- Participate in regular Sudan meetings, providing technical financial inputs and advice.
- Regularly update the Sudan team on partner reporting and expenditure status.
Requirements
Experience:
- At least 3 years of relevant experience within a development or humanitarian organisation.
- Hands on experience with using finance and accounting system
- Prior experience working on Sudan or similar complex/insecure operating contexts.
- Experience delivering financial capacity-strengthening or training to partner organizations
Qualifications:
- An undergraduate degree in accounting, finance-related field.
- Post-graduate qualification in relevant field a plus.
- Full professional accountancy qualification (CPA or ACCA) is required.
Technical/Professional skills:
- Strong accounting and administrative skills, including budget v. actual management and preparing financial reports.
- Skills and knowledge in financial management of institutional donor funds.
- Managing internal and external audits at organisation and project level.
- Proficiency in financial systems /ERP platform and advanced Excel skills.
- Practical skills in preparing the multi-currency donor budgets, consolidation of financial reports in donor currency from expenditure of different currencies, calculation of FX gains and losses, and budget revision.
- Strong computer skills; must be competent in use of accounting software and MS office programs (Word, Excel, Outlook); skills with Agresso Business World would be an asset.
- Ability to work independently while also being a strong team player.
- Strong organisational skills, initiative, and ability to prioritise work.
- Ability to perform several tasks with attention to detail.
- Strong ability to multi-task and respond to unanticipated requests quickly.
- Ability to perform essential functions under stressful and changing conditions and represent the department in a professional manner.
