Introduction

The OSAT Supplier and Operations Manager is a hybrid role combining hands-on outsourced assembly and test operations with strategic supplier management. The individual will work closely with OSAT partners and cross-functional stakeholders to ensure reliable execution while improving cost, quality, delivery, capacity, service, and supply-chain resilience.

The role reports into OSAT Operations in Singapore and has a dotted-line relationship to the Senior Manager of OSAT Sourcing in Taiwan. Success requires strong operational discipline, commercial acumen, data-driven problem solving, and the ability to align suppliers and internal teams across regions.

OSAT operations and execution

• Act as a primary operating interface with assigned OSAT partners and coordinate day-to-day execution across planning, production, test, quality, logistics, engineering, and customer requirements.
• Monitor operational performance, capacity, cycle time, output, delivery commitments, inventory, and constraint recovery; drive timely escalation and closure of gaps.
• Coordinate demand, supply, and capacity alignment with OSAT partners and internal stakeholders, including readiness for new products, ramps, qualifications, and business transitions.
• Lead structured problem solving and corrective-action follow-through for material shortages, quality excursions, delivery misses, capacity constraints, and other operational disruptions.
• Support business continuity planning, risk mitigation, recovery plans, and continuous improvement across the outsourced manufacturing network.

Supplier management and sourcing partnership

• Build collaborative, performance-oriented relationships with OSAT partners and establish clear accountability at working, management, and executive levels.
• Partner with OSAT Sourcing to develop and execute supplier strategies, negotiation plans, commercial initiatives, and annual cost-reduction roadmaps.
• Drive supplier performance through regular MORs, QBRs, and EBRs, using fact-based scorecards covering cost, quality, delivery, capacity, service, technology, and risk.
• Support commercial negotiations, contract implementation, pricing and cost analysis, productivity commitments, and resolution of operational or commercial claims.
• Identify opportunities to optimize total cost, operating model, capacity utilization, logistics flows, inventory, and supplier engagement.

Cross-functional leadership and governance

• Work closely with Supply Chain, Sourcing, Quality, Engineering, Business Units, Finance, Legal, and site operations to meet customer and business requirements.
• Provide concise, data-driven updates and recommendations to management and executives; lead complex, strategic, or business-critical projects as assigned.
• Ensure compliance with GlobalFoundries policies, sourcing procedures, contractual requirements, and standard operating procedures.
• Support purchase-order and commercial-governance activities for completeness, accuracy, and compliance within delegated authority.
• Streamline operating and supplier-management processes, standardize best practices, and improve transparency through effective metrics and reporting.

Required Qualifications

• Bachelor’s degree or higher in Supply Chain, Business, Engineering, Operations, or a related field.
• Minimum 5 years of relevant experience in semiconductor operations, outsourced manufacturing, OSAT management, sourcing or commodity management, supplier relationship management, contract negotiation, or continuous improvement.
• Working knowledge of semiconductor assembly and test operations, supply planning, manufacturing performance, quality systems, and supplier management.
• Demonstrated ability to manage operational priorities while supporting commercial strategy and supplier negotiations.
• Strong analytical and mathematical skills, with proficiency in Excel and PowerPoint and the ability to translate complex data into clear actions and executive messages.
• Experience working effectively within global, cross-functional, and matrixed teams.
• Strong communication, influence, negotiation, and stakeholder-management skills.
• Highly independent, resourceful, positive, and comfortable operating in a fast-moving environment.
• Flexibility to attend calls across time zones and travel when business needs require.

Preferred Qualifications

• Prior experience in an OSAT, semiconductor foundry, integrated device manufacturer, or related outsourced manufacturing environment.
• Experience managing supplier performance through scorecards, MORs, QBRs, EBRs, corrective actions, and continuous-improvement programs.
• Knowledge of business contracts, cost models, capacity agreements, consignment arrangements, and supply-continuity planning.
• Experience supporting new-product introduction, production ramps, technology transfers, or supplier qualifications.
