We are seeking an experienced Organizational Change Management (OCM) SME for an opportunity with a large federal customer. The ideal candidate will have a proven track record of experience with leading OCM activities in large federal programs, in a large cabinet-level organization which is essential to the successful performance of the program. The OCM SME will support the Program Manager and the entire program providing leadership and guidance to each of the Team Leads and staff members. The OCM SME should be a self-starter who demonstrates initiative, interfaces well with multiple clients and has experience in taking ownership of work assignments. 

 

This position is fully remote, however, some onsite may occasionally be required in Arlington, VA or Washington, DC.  

 

Primary Responsibilities:

  • Lead organizational change management (OCM) and operational readiness assessments to evaluate organizational preparedness, identify risks, and develop mitigation strategies for successful transformation initiatives. 
  • Partner with government clients and key stakeholders to facilitate virtual and in-person workshops, meetings, and engagement sessions, driving collaboration across multiple business units and functional areas. 
  • Establish and maintain strong relationships with diverse stakeholder groups, serving as a trusted advisor and primary point of contact throughout the change journey. 
  • Analyze stakeholder input, business documentation, and organizational objectives to define future-state operating models, organizational requirements, and change impacts. 
  • Identify, document, and evaluate organizational design challenges, barriers, risks, and decision points; provide strategic recommendations to address resistance and support adoption of change. 
  • Develop and execute comprehensive change management and communication strategies that promote stakeholder awareness, engagement, and commitment. 
  • Design and implement approaches that build long-term organizational resilience and change capability, including the transition of change management ownership to client teams and business units. 
  • Apply behavioral, cultural, and organizational assessment methodologies to evaluate change impacts, organizational effectiveness, readiness, and adoption risks. 
  • Define and coordinate change intervention activities that support business transformation, process changes, technology implementations, and workforce transitions. 
  • Lead the development and delivery of user adoption, enablement, and training programs to ensure successful implementation and sustained utilization of technology solutions. 
  • Work directly with client leadership, managers, and end users to drive behavior change, increase engagement, and achieve desired business outcomes. 
  • Monitor and measure change adoption, stakeholder engagement, and overall transformation effectiveness, adjusting strategies and plans as required. 
  • Provide strategic counsel to internal and external stakeholders on best practices in organizational change management, communications, stakeholder engagement, and operational readiness. 
  • Collaborate with cross-functional teams, project leaders, and business executives to align change activities with program objectives, timelines, and organizational priorities. 
  • Champion a people-centered approach to transformation that fosters employee engagement, capability development, and sustainable organizational success. 
  • Minimum Requirements:

  • Master’s degree in Information Systems, Computer Science, Accounting, or similar.  
  • 10 years' experience supporting Momentum or other Financial Management software Implementation technical or functional activities at a large federal agency or commercial entity.  
  • At least 5 years of working with senior federal or commercial clients to make enterprise-level configuration and implementation decisions for a Momentum implementation.  
  • Prosci certification or equivalent 
  • Strong written and oral communication skills.  
  • Ability to obtain a Public Trust clearance.  
  • Occasional travel to Washington, DC may be required.  
  • Preferred Qualifications:

  • Experience with Department of Veterans Affairs and/or Veterans Health Administration is a plus. 
  • Experience supporting a Momentum implementation is preferable. 
  • Experience leading meetings and teams. 
  • Experience working with communications, and user provisioning teams.
