Oklahoma Correctional Industries/Joseph Harp Correctional Center

Basic Purpose:

Positions in this job coordinate and manage the operations of multiple, geographically dispersed, for-profit manufacturing plants for Oklahoma Correctional Industries (OCI).

Positions are responsible for all aspects of plant operations and ensuring each achieves

production, quality, and safety goals.

Typical Functions:

  • Manages multiple plant operations, local engineering, quality control, logistics, administration, and human resources functions for assigned plants.
  • Accountable for product quality, delivery, cost, scheduling, performance, reliability, and variance from operating budget.
  • Leads all aspects of manufacturing, systems integration, inventory, and supply chain management.
  • Manages transportation logistics and deployment of personnel and product to meet customer demands.
  • Develops and submits for approval short- and long-range strategic production plans.
  • Assists in defining and implementing the strategic marketing and operational plan with a focus on operations to ensure continued growth.
  • Seeks, obtains, and distributes additional lead sources for the Sales Representatives.
  • Serves as an integral member of the OCI product development team.
  • Manages the design, implementation and maintenance of new processes, systems, procedures, and tools; leads special projects for OCI as assigned.
  • Supervises the department managers within the facilities.
  • Coordinates between OCI & ODOC facility leadership, regarding working with staff and inmates.

Level Descriptor:

At this level employees are assigned responsibilities related to direct supervisory responsibility over a professional level staff; responsibility for assessing program staffing needs, conducting local on-site staff meetings and training to provide information about program policies and procedures, counseling with local officials about needs and problems at the local level, developing and coordinating community, stakeholder, or partner outreach for the program, and initiating corrective actions concerning program procedures and staff management.

Knowledge, Skills, Abilities, and Competencies:

Knowledge of quality control policies and procedures for the manufacturing industry;

of demand and production planning processes at the plant and multiple plant levels;

of production tool tracking, capacity verification, engineering change and tracking, and

technical information tracking. Skills with Time management; multi-unit budgeting process; supervising, training, and mentoring other supervisors. Ability to mentor/develop managers and other contributors; to carry out manufacturing; to manage multiple plants; to manage an operating budget; and to develop short and long term workforce plans.

Education and Experience:

Minimum Qualifications: Bachelor’s degree in either agriculture or business administration or closely related field and ten (10) years’ experience: 1. in agriculture which involves at least three or more of the following areas: beef production, dairy production, poultry production, swine production, meat processing, food processing, vegetable production, or field crop production; Or 2. manufacturing or industrial plant operations. Four (4) years of the ten must have been in a progressively responsible supervisory or administrative role, within plant/operations management or agricultural management.

Preferred Qualifications: Master’s degree in one of the fields listed above and ten (10) years of progressively responsible experience in operations/plant management.

 

This is an on-site position and is not eligible for remote work.
