Your Role 

Process Safety Manager is the regional subject matter expert responsible for leading process safety management across all chemical operations in the APAC region. This role ensures compliance with corporate standards, local regulatory requirements, and industry best practices while safeguarding employees, customers, assets, and the environment. The incumbent partners closely with Operations, Engineering, Supply Chain, and Commercial teams to embed a strong process safety culture across the organization.

Key Responsibilities

 

1 PSM Strategy & System Development

  • Formulate and drive the regional PSM strategy in alignment with global HSE objectives.
  • Oversee deployment and continuous improvement of all PSM elements, including PHA, LOPA, SIS, MI, MOC, SCE and PSSR.
  • Establish regional PSM KPIs, monitor performance trends, and report to senior leadership.

  • Design, develop and deliver comprehensive PSM training programs to various audience levels, including site leadership, site HSE&PSM and technical staff.
  • Establish, qualify and manage a regional internal PSM auditor and development program, ensuring a sustainable pool of qualified internal PSM auditors across APAC.

 

3 Capital Project PSM Technical Support & Coaching

  • Provide PSM technical support and coaching to capital projects throughout all project phases (detailed design, construction, commissioning, and startup) in APAC region.
  • Mentor and coach project teams and local site personnel on PSM principles, risk assessment techniques, and regulatory compliance strategies.
  • Act as the regional subject matter advisor for site teams requiring specialized process safety guidance on complex technical matters.

  • Lead country HSE staff for investigations of process safety incidents, near-misses, and loss-of-containment events.
  • Ensure robust root cause analysis, develop sustainable corrective and preventive action plans.
  • Track closure of action items and share lessons learned across region.

  • Develop and execute regional PSM audit schedule covering all APAC sites, ensuring adequate scope, frequency, and resource allocation.
  • Prepare and submit comprehensive audit reports with clearly articulating findings, risk rankings.
  • Establish a robust finding tracking and closure verification system to ensure all corrective actions are effectively implemented and sustained.
  • Act as the regional interface with corporate auditors and external regulators.

 

 

6 Global PSM Support & Collaboration

  • Actively support and contribute to the development, rollout, and continuous improvement of global PSM standards, tools, and best practices.
  • Collaborate with global PSM peers to ensure consistency and alignment in program execution across all operations.
  • Serve as a key regional contributor to the global PSM knowledge base, sharing regional insights, lessons learned, and innovative practices with the global network.

 

Qualifications & Experience

  • Bachelor’s degree in chemical engineering, Process Engineering, or related technical discipline.
  • Minimum 8 years of experience in chemical manufacturing, distribution, or bulk liquid terminal operations.
  • Strong knowledge of Process Safety Management systems (e.g., OSHA PSM, CCPS guidelines).
  • Certification such as Certified Safety Professional (CSP) or equivalent is an advantage.
  • Experience in project engineering is preferred.
  • Substantial hands-on experience in PSM audits.
