Job Summary

Reporting to the Manager, ATS Learning, Simulation Modernization, the Manager, Learning Technology Services plays a key leadership role in shaping the future of operational training across NAV CANADA. This position leads the strategy, integration, and continuous evolution of learning technologies, simulation systems, and innovative training solutions that support competency-based learning and operational excellence, while ensuring the continued reliability, availability, and effectiveness of our current technology.

Working collaboratively with operational, technology, and training stakeholders, the Manager ensures learning programs remain aligned with emerging technologies, organizational priorities, and evolving operational requirements. The role leads a team of specialists, drives strategic projects and change initiatives, and champions the use of technology-enabled learning to enhance performance, certification, and training outcomes. In this role you will:

  • Provide national oversight for the planning, implementation, maintenance, evaluation, and continuous improvement of learning technologies, simulation delivery systems, and related training solutions.
  • Develop and implement competency-based learning technology strategies that support operational training streams and focus learning on critical job competencies.
  • Identify learning technology needs, evaluate solutions, and recommend the acquisition and implementation of online, classroom, multi-access, and simulation-based learning technologies.
  • Lead learning technology projects using recognized project management methodologies, tools, and processes to support the successful delivery of technology-enabled learning solutions.
  • Design, develop, implement, maintain, and evaluate policies, procedures, processes, training materials, and resources that support operational training performance and client service excellence.
  • Lead change management initiatives and collaborate with internal and external stakeholders to align learning technologies, operational training programs, and simulation systems with current and future technological change and organizational objectives.
  • Develop policies and training approaches for learning technologies, automated systems, and end-user training associated with new technologies and operational procedures.
  • Prepare and present project, change management, and strategic updates, reports, briefings, and recommendations to management, leadership, and stakeholders.
  • Research, evaluate, and apply industry best practices, emerging trends, and evidence-based approaches, including collaboration with academic and external partners, to advance the use of learning technologies for complex cognitive and safety-critical training environments.
  • Collaborate with stakeholders to align simulation and learning technology requirements with operational systems, licensing, certification, and training effectiveness objectives.
  • Participate in resource planning, budgeting, and financial management to ensure the cost-effective use of human and financial resources and the successful delivery of training programs.
  • Lead and develop a team of professional and technical specialists, fostering an inclusive, respectful, service-oriented culture that promotes engagement, collaboration, and high performance.

What you bring:

Education:

  • Degree in an area related to training, technology, or equivalent combination of education and experience.

Experience:

  • A minimum of 5 years of experience in simulation technology or a related field.
  • Experience designing and delivering engaging, technology-enabled learning experiences, including the use of learning management systems and other learning technologies.
  • Significant operational experience in Service Delivery as a manager, instructor, controller, and/or specialist.
  • Experience leading the implementation of major technology initiatives within an operational environment, including requirements development, performance specifications, procedures, and training.
  • Experience leading, coaching, and developing teams of professional employees.
  • Experience developing and delivering presentations, proposals, and recommendations, and consulting with a broad range of stakeholders.

Knowledge:

  • Knowledge of competency-based learning principles, adult education methodologies, and systems-based approaches to training design, development, delivery, and evaluation in an operational environment.
  • Thorough knowledge of NAV CANADA operations, including IFR, VFR, FSS, Oceanic, DSC, and ATOS, the ANS technical infrastructure, and the organization’s mandate, strategic objectives, and business goals.
  • Extensive knowledge of operational training programs, simulation systems, regulatory requirements, training standards, and the integration of technology into training environments.
  • In-depth knowledge of operational systems requirements, technology design and development, and the infrastructure and processes associated with technology implementation.
  • Knowledge of management principles and practices, including strategic planning, business case development, budgeting, human resource management, and quality assurance.
  • Knowledge of current and emerging learning technologies, industry trends, and services relevant to the national and international air navigation services (ANS) community.

Working Conditions:

  • This position is a hybrid position with a minimum 3 days per week on site. 
  • Occasional travel required
