Scout Clean Energy is seeking a motivated and collaborative Manager, Government and Regulatory Affairs to help manage regulatory and market risk by protecting and enhancing the value of Scout’s operating assets across the SPP and ERCOT footprints. This role will proactively advocate for Scout’s interests in stakeholder processes and related proceedings, while also supporting targeted state and local government affairs efforts as needed. 

Primary coverage includes active participation in ERCOT and SPP stakeholder processes and related proceedings, with additional engagement across states where Scout operates and develops projects (currently including Texas, South Dakota, Oklahoma, Missouri, and North Dakota; coverage may evolve). Because Scout’s portfolio in this region is weighted toward operating projects, the role will focus on issues that affect day-to-day operations and commercial outcomes and will help craft and advocate for rules that are stable, effective, and aligned with renewable resources’ technical capabilities. 

Key responsibilities include: 

  • Monitor, analyze, and track market and regulatory developments in ERCOT and SPP; identify issues of strategic importance to Scout’s commercial interests and renewable operations and translate implications into clear internal recommendations and action plans. 
  • Build and manage relationships with stakeholders, ISO/RTO staff, regulators, policymakers, trade associations, and other market participants; represent Scout in external forums and discussions. 
  • Participate actively in ERCOT and SPP stakeholder processes to preserve and expand Scout’s opportunities in the market; help develop company positions and support preparation of comments. 
  • Partner with internal teams (legal, engineering, interconnection, development and asset management) to prioritize issues, develop positions, support decision-making, and implement compliance. 
  • Draft internal briefings, position materials, and decision memos. Communicate risks, progress, and recommended actions to senior leadership.  
  • Maintain and improve internal tools (e.g., stakeholder maps, engagement logs, policy calendars, and trackers) to support coordinated execution.  
  • Mentor and support junior team members through knowledge-sharing, feedback, and collaboration. 

This individual will join a small team reporting to the Director, Government and Regulatory Affairs, and will coordinate closely with internal and external subject matter experts to advance Scout’s market and policy strategy and support execution across the operating and development portfolio. 

Requirements

  • A Bachelor’s degree from an accredited college program in public policy, business, economics, engineering, law, communications, or other related discipline. Advanced degree preferred. 
  • 4+ years of relevant work experience in renewable energy, including market and regulatory engagement (e.g., RTO/ISO stakeholder processes, utility commission proceedings) and/or government affairs. 
  • Working knowledge of ERCOT and/or SPP markets and stakeholder processes, including an ability to interpret market rules and requirements and evaluate impacts to operating generation assets. 
  • Solid understanding of markets and transmission policy, including issue areas relevant to project operations and commercial outcomes such as transmission planning, interconnection, congestion/curtailment, market design, and performance requirements. 
  • Ability to understand and clearly articulate the business ramifications of technical modifications, rule changes, and compliance obligations. 
  • Demonstrated research and synthesis skills, including producing concise briefings, memos, and recommended actions. 
  • Proven ability to build consensus and coalitions toward a common goal, including effective relationship-building with stakeholders, industry groups, and contracted lobbyists. 
  • Ability to self-organize, multi-task, and navigate conflicting priorities with clear target setting and follow-through capability in a fast-paced work environment.  
  • Willing and available to travel up to 25% of the time (travel expectations may be higher for remote employees, depending on location and business needs).

Timeline and Location 

This position will begin by October 1, 2026. Our ideal candidate is in Boulder or would be willing to relocate to commute to our Boulder office on a hybrid schedule. Remote arrangements will be considered for the right candidate.

Benefits

Target base salary: $110,000–$150,000 with attractive annual bonus potential (based on experience and negotiable for the right candidate).
