This position oversees the coordination, configuration, testing, monitoring, and long-term management of Advanced Metering Infrastructure (AMI), meter applications, Meter Data Management Systems (MDMS), and supporting technologies. The Manager ensures the accurate and timely delivery of meter reads and billing determinants to downstream customer and billing systems while driving operational excellence, customer focus, regulatory compliance, financial stewardship, and process consistency. This position leads employees, contractors, and cross-functional partners to resolve system and operational issues, implement technology and process changes, and improve the end-to-end meter-to-bill experience.

Essential Functions

  • Lead the daily operation, performance, and long-term management of AMI, MDMS, meter applications, field-area networks, and associated metering technologies, ensuring system batch processes, meter-read delivery, and data interfaces operate successfully.
  • Ensure the accurate, complete, and timely delivery of meter reads and billing determinants to customer and billing systems in alignment with established billing schedules, customer transaction requirements, and operational goals.
  • Oversee system health monitoring, issue identification, troubleshooting, escalation, and remediation, including AMI alerts and alarms, no-read and orphan reports, validation exceptions, network performance, trouble tickets, and meter or equipment failures.
  • Direct the technical review, testing, approval, and implementation of software, firmware, configuration, and equipment changes across AMI, MDMS, metering systems, and related Meter-to-Cash technologies.
  • Lead continuous-improvement initiatives that strengthen operational performance, process standardization, functional consistency, data quality, and the customer experience across advanced metering and Meter-to-Cash processes.
  • Establish, monitor, and report key operational and customer performance measures, identifying trends, risks, failures, backlogs, and improvement opportunities and developing corrective action plans when performance does not meet expectations.
  • Build and maintain effective cross-functional partnerships with Billing, Customer Operations, Field Operations, Information Technology, Regulatory, Finance, Legal, Supply Chain, Data Analytics, and other stakeholders to resolve issues and successfully implement operational changes.
  • Coordinate field remediation and equipment-support activities, including working with field operations leaders to assign on-site work and managing vendor repair, replacement, and return-material-authorization processes.
  • Provide operational expertise and supporting information for regulatory proceedings, audits, compliance activities, and internal controls, including applicable Sarbanes-Oxley requirements and utility rules, standards, policies, and procedures.
  • Lead projects, technology implementations, process changes, and other transformation initiatives, ensuring work is completed within established scope, schedule, budget, quality, and operational-readiness expectations.
  • Develop and lead a skilled, engaged, accountable, and inclusive team through performance management, coaching, workforce planning, training, employee development, and clear assignment of responsibilities.
  • Manage departmental financial performance, budgets, vendors, and contractors, while promoting a culture of safety, inclusion, customer focus, sound decision-making, and operational excellence.

  • 4-6 years experience in utility operations, advanced metering, Meter-to-Cash, customer operations, information technology, or a related operational function.
  • Demonstrated leadership experience managing employees, technical specialists, analysts, engineers, contractors, or cross-functional teams.
  • Experience leading system implementations, operational improvements, projects, or organizational change initiatives.
  • Experience establishing and managing performance measures, operational controls, budgets, vendors, and contractor relationships.
  • Working knowledge of AMI, MDMS, meter-reading technologies, Customer Information Systems, and associated system interfaces.
  • Demonstrated ability to identify, communicate, escalate, and resolve complex operational and technical issues.
  • Knowledge of utility regulations, industry standards, internal controls, and compliance requirements affecting metering and Meter-to-Cash activities.
  • Strong analytical, decision-making, planning, organizational, and problem-solving capabilities.
  • Strong written, verbal, presentation, and stakeholder-management skills.
