Learning Platform Developer

The Opportunity:

As a Learning Platform Developer, you'll support learning technology and digital transformation enterprise workforce modernization initiatives across government clients. In this role, you will design, configure, implement, integrate, and optimize cloud-based Learning Management Systems (LMS), Human Resource Information Systems (HRIS), and Talent Management Systems (TMS) that improve workforce readiness, employee development, and organizational performance.

You will work directly with stakeholders, product owners, system administrators, and end users to transform business requirements into scalable technical solutions. Leveraging low-code/no-code platforms, SaaS technologies, workflow automation tools, and modern cloud architectures, you will lead system implementations from requirements gathering through deployment, testing, user adoption, and operational sustainment.

What You'll Work On:

  • Lead end-to-end implementation and configuration of enterprise LMS, HRIS, and Talent Management platforms.

  • Configure workflows, permissions, user roles, dashboards, reporting capabilities, and business processes.

  • Design and implement low-code/no-code solutions that automate manual processes and improve operational efficiency.

  • Develop integrations between LMS, HRIS, Talent Management, identity management, and enterprise business systems using APIs, web services, middleware, and automation platforms.

  • Lead requirements gathering workshops and translate business needs into technical solutions.

  • Support data migration, validation, testing, deployment, and change management activities.

  • Build staging, testing, and production environments while supporting release management processes.

  • Collaborate within Agile teams to deliver iterative technology enhancements and platform improvements.

  • Analyze system performance, user adoption metrics, and business outcomes to identify opportunities for continuous improvement.

  • Provide technical leadership and mentorship to implementation teams while supporting client modernization initiatives.

You Have:

  • 3+ years of experience implementing and configuring enterprise LMS, HRIS, or talent management systems in a cloud‑based environment

  • Experience leading and performing system implementation activities, including configuration, testing, deployment, data migration, and user training

  • Experience developing applications, workflows, automations, or integrations using low‑code/no‑code and SaaS platforms such as Microsoft Power Platform, ServiceNow, Cornerstone OnDemand (CSOD), or Salesforce

  • Experience conducting requirements gathering, business process analysis, and technical solution design

  • Experience supporting digital transformation, process modernization, or enterprise technology adoption initiatives

  • Experience working within Agile delivery environments

  • Experience collaborating with stakeholders to translate business needs into technical solutions

  • Ability to obtain a Secret clearance

  • Bachelor's degree

  • Experience integrating SaaS platforms using APIs, web services, middleware, or automation tools

  • Ability to translate information, develop insights, and work alongside clients at client sites

  • Possession of excellent verbal and written communication skills

  • Master's degree in Computer Science, Engineering, Education, or Instructional Technology

  • Project Management Certification

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $55,200.00 to $126,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees. This posting will close within 90 days from the Posting Date.
