Job Description:

As the Nebraska Department of Transportation (NDOT) Clarity System Administrator, you’ll take the lead on a mission-critical platform that drives planning and delivery for more than 750 active projects. JOB DUTIES

  • Administer and configure NDOT's Clarity PPM system, including security, user accounts, OBS, menus, templates, and system settings.
  • Support project, resource, financial, and investment structures used across all NDOT divisions.
  • Maintain Clarity Studio and MUX components, including objects, attributes, fields, views, portlets, dashboards, and UI elements.
  • Provide technical support and troubleshoot system issues for approximately 900 users.
  • Develop and maintain advanced reports and ensure data quality across the application.
  • Manage workflows, automated jobs, XOG activities, and process scheduling.
  • Support time reporting, resource planning, and other operational functions within Clarity.
  • Create system documentation, user guides, and deliver training.
  • Mentor and support junior developers by sharing technical knowledge, promoting best practices, and fostering professional growth.
  • Assist with additional system or project needs as they arise.
  • Perform other duties as assigned.

Requirements/Qualifications

Minimum Qualifications: A bachelor’s degree or equivalent in computer science, information systems, mathematics, engineering, or other related field and two years of experience, education, or training in coding computer applications; programming experience can be substituted for education on a year-for-year basis.
 

Preferred Qualifications: 

  • Experience administering Clarity PPM or other enterprise project/portfolio management systems.
  • Experience with Clarity PPM components such as Studio, Modern UX, portlets, objects, attributes, views, templates, and system options.
  • Experience with Clarity Studio, Modern UX (MUX), portlets, dashboards, and reporting tools.
  • Familiarity with SQL/NSQL, XOG, or other data extraction and integration tools.
  • Experience supporting project, resource, financial, or time reporting modules.
  • Familiarity with AI-assisted development tools (e.g. GitHub Copilot, or similar) to improve developer productivity.


Other: 

  • Regular and reliable attendance is mandatory.
  • This is an in-office position and is not eligible for remote work.


 

Knowledge Skills and Abilities

  • Demonstrate strong .NET development expertise to support custom integrations, enhancements, and technical solutions within the Clarity environment
  • Knowledge of modern .NET development using C#, ASP.NET Core, REST APIs, and object-oriented design principles.
  • Proficiency with source control and collaborative development using Git and Azure DevOps.
  • Knowledge of CI/CD pipelines, automated deployments, and DevOps best practices.
  • Knowledge of modern development practices including code reviews, unit testing, debugging, and secure coding standards.
  • Knowledge of system administration practices, including configuration management, security rights, and user administration.
  • Knowledge of enterprise project and portfolio management concepts such as project structures, resource planning, financial tracking, and time reporting processes.
  • Strong troubleshooting, analytical, and problem-solving skills with the ability to mentor developers and collaborate effectively across technical teams.
  • Skill in troubleshooting complex application issues and collaborating with technical teams, vendors, or enterprise IT support to resolve problems.
  • Skill in SQL/NSQL, reporting tools, data validation, and developing or supporting advanced reporting solutions.
  • Strong analytical, problem-solving, and communication skills.
  • Skill in managing automated jobs, workflows, XOG operations, and related system processes.
  • Ability to analyze system needs, recommend improvements, and implement configuration changes that support business operations.
  • Ability to communicate technical information clearly to non-technical users and provide effective training and documentation.
  • Ability to manage multiple priorities, maintain accuracy, and ensure data integrity in a complex enterprise system.
  • Ability to work collaboratively with business units, IT teams, and leadership to ensure reliable system performance.
