About this Interim Director – Adult Services role at Liquid Personnel
Liquid Personnel is recruiting an experienced Interim Director – Adult Services for its client's Adult Services team based in Shropshire. This is a high-profile interim assignment offering £900 - £975 per day, providing an excellent opportunity for a senior leader to drive transformation, innovation, and service improvement across Adult Social Care while ensuring the delivery of high-quality, person-centred services and positive outcomes for adults and carers.
The successful candidate will provide strategic leadership across Adult Social Care, working closely with senior leaders, elected members, NHS partners, care providers, and regional stakeholders. You will play a pivotal role in shaping service delivery, ensuring statutory compliance, strengthening safeguarding arrangements, promoting integrated working across health and social care systems, and delivering sustainable transformation programmes.

Responsibilities
- Provide strategic leadership and direction across Adult Social Care services, ensuring high-quality, person-centred support and positive outcomes for residents.
- Lead and deliver the Adult Social Care strategy, transformation programme, and continuous improvement agenda.
- Provide executive oversight of Adult Safeguarding, DoLS, Occupational Therapy, Mental Health Social Work, Hospital Interface Services, Reablement, Day Services, Internal Provider Services, and Quality Assurance functions.
- Ensure compliance with the Care Act 2014 and all relevant statutory, regulatory, and governance requirements.
- Drive innovation, transformation, and preventative approaches that improve outcomes while ensuring sustainable service delivery.
- Lead safeguarding arrangements and promote a strong culture of safeguarding practice across Adult Services.
- Develop and maintain effective relationships with NHS organisations, Integrated Care Systems, elected members, care providers, and regional stakeholders.
- Oversee commissioning and market-shaping activities to support a sustainable and high-quality local care market.
- Promote integrated working across health and social care systems to improve coordination and outcomes.
- Provide strategic oversight of service performance, governance, quality assurance, risk management, and regulatory compliance.
- Manage significant budgets and resources, ensuring financial sustainability and value for money.
- Lead performance improvement programmes through effective use of data, audits, quality assurance activity, and service reviews.
- Provide leadership and support to senior management teams, promoting workforce development and succession planning.
- Prepare and present reports, briefings, and strategic recommendations to boards, committees, senior leaders, and elected members.
- Lead organisational change initiatives and ensure services remain responsive to legislative and policy developments.
Qualifications and Experience Required
- Relevant qualification in Social Work, Health, Public Sector Leadership, Management, or a related discipline.
- Significant senior leadership experience within Adult Social Care or Health and Social Care services.
- Proven experience operating at Director, Assistant Director, or equivalent senior leadership level.
- Extensive knowledge of Adult Social Care legislation, including the Care Act 2014, Mental Capacity Act 2005, safeguarding legislation, and associated statutory guidance.
- Strong experience leading transformation, service redesign, and organisational change programmes.
- Demonstrable track record of improving performance and delivering strategic objectives.
- Experience overseeing safeguarding services, commissioning functions, quality assurance, and partnership working.
- Significant experience managing large budgets, financial governance, and resource allocation.
- Strong understanding of health and social care integration and system-wide leadership.
- Experience working with elected members, NHS partners, regulators, providers, and regional stakeholders.
- Excellent communication, influencing, negotiation, and stakeholder management skills.
- Strong leadership, strategic planning, decision-making, and problem-solving abilities.
