Job Description:

The Critical Infrastructure Protection (CIP) Branch in the Maryland Coordination and Analysis Center, the fusion center for the State of Maryland, manages the state-wide CIP effort and is the primary interface for collaboration with local, state, and federal critical infrastructure (CI) partnering agencies. As an Intelligence Analyst- Critical Infrastructure Protection (IA-CIP), this position develops and maintains a high-level of awareness and understanding of threats and vulnerabilities to CI by locating, gathering, and analyzing data. This position develops written analytic products and communicates information about threats to CI for a wide audience. The IA-CIP will collaborate with the team to maintain accurate information on CI sites in Maryland and interdependencies that impact overall risk posture for the State. The IA-CIP will deliver briefings on suspicious activity reporting and the current threat environment to inform partners and encourage timely communication of suspicious activities in their assigned CI sector(s). This position attends sector-specific meetings, trainings, and exercises as a representative of the MCAC.

Due to the nature of work, the analyst may be required to pass a drug screening test, pass a criminal background check, and possess or be eligible to obtain a government-issued security clearance.

There are two vacancies available for this posting.

Responsibilities:

CI threat and vulnerability analysis and reporting: Research, compile, organize, and analyze intelligence and information. Write intelligence products including situational awareness products and intelligence assessments. Produce assessments, bulletins, charts and specialized reports to assist law enforcement, homeland security, government and private sector customers in securing and protecting CI. Identify and research intelligence needs, trends and patterns related to CI protection. Evaluate information and intelligence products from local, regional, national, and international reporting for dissemination to private sector and public safety partners. Prepare presentations and other illustrative products for visual delivery of data to customers. 

Develop and maintain relationships with law enforcement, homeland security, government and private sector customers: Partner with other government agencies and entities for outreach and training programs supporting the security and protection of CI. Develop outreach and briefing materials supporting the mutual sharing of information and intelligence related to CI protection and security including Suspicious Activity Reporting (SAR), threat trends, relevant emerging technology, and threats reported by other government and intelligence sources. Identify and develop relationships with subject matter experts in the private sector for assigned CI sector(s). Develop and maintain close collaboration with state partners on issues of CI protection in the State of Maryland. Develop and foster close collaboration with relevant trade and security associations for information-sharing and involvement in training and awareness activities. Contribute and participate in MCAC SHIELD and the Fusion Liaison Officer Program by facilitating outreach and information sharing with a focus on sector-specific connection development. 

Continuing Education and Professional Development: Attend continuing education/training opportunities supporting maintenance and advancement of analytical tradecraft or knowledge of current threats to the United States. Participate in and/or lead conference sessions related to CI protection and security. Other duties as assigned.   

Minimum Qualifications:

  • Education: Bachelor's degree in a relevant field of study 

  • Experience: Three years of experience in homeland security, terrorism, intelligence, critical infrastructure or another relevant field, with some experience in analytic writing.   

Preferred Qualifications:

  • Education: Master’s degree or higher in a relevant field. Completion of relevant professional certification courses. 

  • Experience: Five or more years’ experience in analytic writing, research, briefing, or data management that supports CI protection. Work experience in a critical infrastructure sector. Experience working in or with a fusion center. 

Required Knowledge, Skills and Abilities:

Knowledge of the intelligence cycle classified and open-source research, and data analysis. Knowledge of critical infrastructure sectors, critical functions, and sector interdependencies.  

Strong analytic writing and oral presentation skills. Experience working with Microsoft Office products including Word, Excel, PowerPoint, Teams, and Outlook. Skilled application of data management software. Skilled in time management. Familiarity with statistical analysis using Microsoft Excel or a similar industry standard software. 

Ability to collect, assemble, and analyze pertinent information to draw logical conclusions and identify threats to CI. Ability to prepare graphs, charts, tables, and other illustrative devices from collected data for visual presentations. Ability to make oral presentations. Ability to understand and follow verbal and written directives, instructions, and standard operating procedures. Ability to successfully work independently and as a contributing member of a team. Ability to work extended hours as necessary.

IA-CIP may be required to work outside of normal duty hours during significant or special events and during emergencies or high-level investigations related to terrorism or criminal activities.
