ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

POSITION SUMMARY:

Amentum is currently seeking qualified candidates to serve as Subject Matter Experts on Export Control. Location: Remote. This position will be responsible for providing deep regulatory knowledge, and mastery over East Asia Pacific export controls. The candidates will be working as ICITAP TCN advisors to strengthen the capacity of East Asia Pacific region and should be capable of performing the required skills and qualifications as stated in the respective job description. The engagement will last approximately (2 years), with an estimated (5-10) foreign assistance events per year.

JOB DUTIES AND RESPONSIBILITIES:  

  • Participate in project kickoff meetings with government stakeholders.
  • Review existing program documentation and policies.
  • Develop a comprehensive project management plan, including schedule and milestones.
  • Collaborate with interagency officials to develop and implement nonproliferation strategies, with emphasis on export controls, cargo security, and customs practices.
  • Prepare strategy documents and related artifacts (e.g., assessments, stakeholder mapping).
  • Plan, organize, and execute 3-5 foreign assistance events per year (workshops, seminars, webinars, conferences, technical consultations).
  • Develop event agendas and coordinate logistics, including international travel as required.
  • Maintain organized records of all project documents, event materials, and communications.
  • Support knowledge sharing and version control in accordance with government IM/KM practices.
  • Prepare project status reports and event after-action reports.
  • Conduct impact assessments to evaluate the effectiveness of events and activities and provide recommendations for continuous improvement.

REQUIRED SKILLS AND QUALIFICATIONS:  

  • Bachelor’s degree in international relations, public policy, security studies, or a related field (Master’s degree preferred)
  • Minimum 7 years of relevant professional experience in nonproliferation, export controls, customs, border security, or related national security fields
  • Demonstrated experience managing complex, multi-stakeholder projects, including planning, execution, monitoring, and reporting
  • Strong knowledge of U.S. nonproliferation policy and international frameworks related to export controls, cargo security, and customs enforcement
  • Experience working with U.S. government agencies, international organizations, or foreign government counterparts
  • Proven ability to develop and implement strategic plans and translate policy objectives into operational programs
  • Excellent written and verbal communication skills, including the ability to produce reports, briefings, and policy documents for senior audiences
  • Strong organizational skills and attention to detail, with the ability to manage multiple priorities under tight deadlines
  • Experience delivering training, workshops, or technical assistance programs
  • Ability to travel internationally, including to countries in the East Asia Pacific region

DESIRED QUALIFICATIONS:  

  •  Master’s degree or higher in a relevant field such as international security, public administration, or law
  •  Regional expertise or prior work experience in East Asia and the Pacific
  • Experience designing and evaluating capacity-building or security assistance programs
  • Prior experience working in or with government agencies responsible for border security, trade compliance, or law enforcement
  • Foreign language proficiency relevant to the East Asia Pacific region
  • Experience coordinating inter-agency or international initiatives
  • Demonstrated ability to work effectively in cross-cultural environments and build strong international partnerships

       

Compensation Details:

$66.35/hour

Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
