Description of Work
The Division of Institutions within the North Carolina Department of Adult Correction (DAC) oversees the daily operations, staffing, and workforce needs of state correctional facilities across North Carolina.The Division ensures safe, secure, and well managed institutions through effective leadership, operational standards, and strong HR support for thousands of employees statewide.
We are seeking a skilled Human Resources Consultant who will play a key role in supporting HR operations specifically for Institution assigned positions.
This role provides professional guidance to facility leadership, regional management, and division administrators to help ensure consistent staffing practices, equitable compensation decisions, and effective organizational design across Institutions.
Position Summary
The Human Resources Consultant supports HR functions for the Division of Institutions, focusing on position management, compensation, recruitment, and division wide HR initiatives. The consultant partners closely with facility leadership and regional administration, serving as a resource on HR policy, classification, and workforce strategy for roles assigned to Institutions.
Key Responsibilities
Organizational & Position Management
• Advise Institution leaders on organizational structure, staffing changes, and job design.
• Review job classifications and support development or revision of job descriptions.
• Prepare and submit documentation for position updates, reallocations, and organizational changes within state HR platforms.
Compensation & Salary Administration
• Provide guidance on hiring, promotions, reassignments, and salary actions for Institution assigned positions.
• Conduct internal equity reviews, market analyses, salary studies, and develop compensation recommendations.
• Process HRIS transactions (e.g., BEACON/Workday) and support data driven compensation decisions.
Recruitment Strategy & Support
• Collaborate with regional and facility leaders to identify recruitment needs across Institutions.
• Analyze turnover trends and labor market conditions to advise on recruitment strategies.
• Coordinate routing, approval, and review of hiring materials for Institution assigned roles.
HR Projects & Division Initiatives
• Participate in HR initiatives affecting Institutions, including special pay programs, workforce projects, and policy updates.
• Evaluate the impact of HR programs on recruitment, retention, and workforce satisfaction within correctional facilities.
Required Qualifications
• Knowledge of HR principles, employment laws, and best practices (public or private sector).
• Strong analytical skills related to job evaluation, compensation, and organizational design.
• Ability to communicate clearly, build effective relationships, and collaborate with leaders at multiple facility and regional levels.
• Experience using HR information systems (such as BEACON, Workday, or similar platforms) and proficiency in Excel.
Knowledge Skills and Abilities/Management Preferences
Salary Grade Range: $50,088.00 - $87,654.00

The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:
- Experience with job classification, job design, or organizational analysis—especially in a large, complex organization.
- Experience conducting salary studies, equity reviews, or compensation research.
- Background in recruitment strategy, vacancy analysis, or workforce planning for operational or public‑sector environments.
- Consulting experience delivering evidence‑based HR recommendations to managers or leadership teams.

About The Division of Institutions:
The Division of Institutions manages the daily operations of all state-operated prison facilities across North Carolina. Facilities are categorized by custody levels (minimum, medium, close) and house individuals serving sentences for felony convictions. The division provides safety, security, and rehabilitative services through trained custody staff, program facilitators, and administrative personnel.
