The role in a nutshell

As an HR Services Manager, you'll be responsible for managing the full employee lifecycle and ensuring seamless coordination across all HR functions. From employee relations and compliance to HR operations and complex people matters, you’ll ensure a seamless, legally compliant, and high-quality HR experience.

How you will make a difference:

• Act as the primary HR partner for clients, employees, and in-country partners across the full employee lifecycle.

• Provide expert guidance on employment law, employee relations, performance management, compensation, benefits, and HR policies.

• Manage key HR processes including onboarding, contracts, promotions, probation, employee changes, work permits, and offboarding.

• Partner with Payroll, Benefits, Legal, Finance, Operations, and Sales to deliver a seamless employee and client experience.

• Proactively identify HR, legal, compliance, and operational risks and recommend solutions before they become issues.

• Support complex employee relations cases, grievances, organisational changes, and other HR initiatives.

• Ensure accurate and timely coordination of payroll, benefits, tax, and statutory requirements with local providers.

• Lead or contribute to HR projects, process improvements, audits, and continuous improvement initiatives.

What will give you an advantage:

• Proven experience in HR management or HR business partnering, preferably in an international or Employer of Record (EOR) context.

• Strong knowledge of Ukrainian & Moldova employment law, HR practices, and employee benefits.

• Proven experience handling employee relations and complex HR matters with a solutions-focused approach.

• High attention to data accuracy and process discipline, particularly in handoffs between HR, Payroll, and Benefits teams.

• Excellent communication skills with the ability to simplify complex HR topics.

• A proactive, curious, and can-do mindset — someone who anticipates needs, asks the right questions, and turns challenges into practical solutions.

We are hiring this position across multiple countries; compensation varies by hiring location. For target markets located within the European Union (EU), base salaries start from: 

Romania : 145,000 RON
