A Housing Development Manager job is available with the City of Fort Worth Neighborhood Services Department / Housing & Neighborhood Development Division. The Housing Development Manager will be responsible for managing, supervising, and coordinating activities and operations related to various housing and community development projects using city incentives and federal funds. And will lead the implementation and administration of the City's $10 million Affordable Housing Bond Program while continuing to support the Housing & Neighborhood Development Division's affordable housing initiatives. This position oversees the planning, underwriting, financing, negotiation, construction monitoring and long-term performance of bond-funded affordable housing developments and coordinates the strategic use of HOME, CDBG, Housing Finance Corporation (HFC), Neighborhood Empowerment Zone (NEZ) and other local, state and federal housing resources to maximize housing production and preservation. The position serves as the City's primary liaison with developers, financial institutions, consultants, elected officials and executive leadership to successfully deliver voter-approved affordable housing investments.

Funding is set to end for the position on August 31, 2030.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major coursework in Public Administration, Business Administration, Business Finance, Real Estate, Economics, Planning or a related field
  • Five (5) years of real estate development, community development, or other related experience, including two (2) years of management and administrative responsibility
  • Valid Texas Driver's License

Preferred Qualifications:

  • Experience administering affordable housing bond programs, Housing Finance Corporation programs or comparable public capital investment programs
  • Demonstrated experience underwriting multifamily and single-family affordable housing developments, including evaluating operating pro formas, assessing project feasibility and financial risk and structuring layered financing utilizing HOME, CDBG, LIHTC, tax-exempt bonds, Housing Finance Corporation financing, state housing programs and private financing
  • Experience presenting affordable housing recommendations to executive leadership, City Councils, Housing Finance Corporation Boards or governing bodies

The Housing Development Manager job responsibilities include:

  • Lead implementation of the City's Affordable Housing Bond Program, including development of policies, funding priorities, project selection criteria and program administration
  • Manage the City's affordable housing bond portfolio, ensuring projects remain on schedule, within budget and achieve program objectives
  • Underwrite multifamily and single-family affordable housing developments utilizing bond proceeds together with HOME, CDBG, Housing Finance Corporation financing and other public and private funding sources
  • Review development proposals, negotiate funding agreements and recommend financial assistance that maximizes affordable housing production while protecting the City's investment
  • Monitor bond expenditures, project milestones, affordability requirements, construction progress and long-term compliance
  • Prepare recommendations and presentations for City Council, executive leadership and other governing bodies
  • Coordinate with developers, lenders, architects, engineers, legal counsel, consultants and internal City departments throughout project planning and implementation
  • Develop policies, procedures, dashboards and performance metrics to monitor the Affordable Housing Bond Program and provide regular reporting to executive leadership and City Council
