A Housing Development Manager job is available with the City of Fort Worth (Neighborhood Services Department / Housing & Neighborhood Development Division). The Neighborhood Services Department is committed to creating vibrant neighborhoods and expanding housing opportunities throughout Fort Worth. The department administers federal, state, local and Housing Finance Corporation programs that support affordable housing, neighborhood revitalization and community development.

Minimum Qualifications:

  • Bachelor’s degree from an accredited college or university with major course work in Public Administration, Business Administration, Business Finance, Real Estate, Economics, Planning or a related field
  • Five (5) years of real estate development, community development, or other related experience, including two (2) years of management and administrative responsibility
  • Valid Texas Driver's License

Preferred Qualifications:

  • Demonstrated experience underwriting multifamily and single-family affordable housing developments, including evaluating operating pro formas, assessing project feasibility and financial risk and structuring layered financing utilizing HOME, CDBG, Low-Income Housing Tax Credits (LIHTC), tax-exempt bonds, Housing Finance Corporation financing, state housing programs, private financing or other public financing programs
  • Experience negotiating development agreements, loan documents, incentive packages and public-private partnerships while ensuring compliance with federal, state and local regulations
  • Demonstrated knowledge of affordable housing finance, real estate development, project underwriting, Neighborhood Empowerment Zones, Housing and Urban Development regulations and multifamily asset management

The Housing Development Manager job responsibilities include:

  • Manage the City's affordable multifamily rental housing developments and single-family housing portfolio utilizing HOME, CDBG, Housing Finance Corporation (HFC) financing, Neighborhood Empowerment Zones and other local, state and federal housing resources
  • Review, underwrite and negotiate multifamily development proposals, development agreements, loan documents and incentive packages to ensure financial feasibility and compliance with City policies and federal regulations
  • Serve as the primary liaison with developers, lenders, consultants, legal counsel, neighborhood organizations and internal City departments throughout project planning, financing, construction and closeout
  • Prepare recommendations, presentations and agenda materials for the Housing Finance Corporation Board, City Council and executive leadership regarding affordable housing developments and policy initiatives
  • Monitor project performance, construction progress, affordability requirements, federal compliance, expenditure deadlines and long-term asset performance for City-assisted developments
  • Supervise professional staff responsible for housing development activities by establishing priorities, providing coaching, evaluating performance and promoting continuous improvement
  • Coordinate Neighborhood Empowerment Zone initiatives and other strategic redevelopment efforts that increase affordable housing production and neighborhood investment
  • Develop policies, procedures and program improvements that enhance efficiency, strengthen compliance and support the City's affordable housing goals

Sedentary Work – Depending on assignment, positions in this class typically exert up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or or constantly having to lift, carry, push, pull or otherwise move objects. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
