Overview

IMCOM PMPS Services support force protection readiness of U.S. Army installations. IMCOM PMPS provides senior SMEs across various disciplines, enabling U.S. Army installations to align with Protection Program instructions and prepare for periodic inspections. This program supports installations’ ability to implement best practices to “Prevent, Protect, Mitigate, Respond to, and Recover” from various threats.

HHA teams, consisting of 6–10 Subject Matter Experts (SMEs), conduct 7–10 installation assessments each year. Before arriving on site, the team reviews installation documents and coordinates with garrison staff to ensure they are prepared to educate, guide, and advocate for installation personnel throughout the process.

During the assessment week, SMEs conduct interviews, inspect facilities, review Protection Program documentation, and observe the implementation of required standards. The primary role of team members is to teach installation teams how to strengthen their programs, clarify protection requirements, and help prioritize achievable improvements.

By capturing trends across multiple installations, SMEs support IMCOM’s mission to drive enterprise-level improvements, informing updates to policies, training, and protection program guidance. Each assessment concludes with an out-brief and a formal HHA report that provides clear risks, strengths, and actionable recommendations—ensuring installations receive not only a comprehensive evaluation but also advocacy and insights that shape protection improvements across IMCOM.

Security Requirement:

Active SECRET clearance required.

Roles and Responsibilities:

  • Conduct comprehensive assessments of installation Protection Programs in accordance with DoD Benchmarks, Department of the Army (DA), Combatant Command (COCOM), Service Component, and IMCOM requirements.
  • Coordinate assessment activities and ensure full evaluation of Antiterrorism (AT), Physical Security (PS), Emergency Management (EM), Chemical/ Biological/ Radiological/ Nuclear/ Explosives (CBRNE), Continuity of Operations (COOP), Cybersecurity, Law Enforcement (LE), Operations Security (OPSEC), and supporting infrastructure.
  • Prepare After‑Action Reports (AARs), trend reports, lesson‑learned products, HHA documentation, and Corrective Action Plan (CAP) analyses.
  • Apply assessment and inspection expertise to evaluate compliance, readiness, and risk within protection programs.
  • Provide coaching and structured feedback to installation staff before, during, and after assessments to strengthen program performance.

Position Requirements:

  • Minimum five (5) years conducting inspections or assessments related to protection programs for the Army, Air Force, Marine Corps, or Navy.
  • Ability to travel to Continental United States (CONUS) and Outside the Continental United States (OCONUS) locations.
  • SME in at least two of the following APP disciplines is required:
    • Anti-Terrorism (AT):
      • Experience: Former installation AT officer, or 5 years’ experience conducting AT assessments.
      • Certifications/Training: Current AT Level II certification.
    • Physical Security (PS):
      • Experience: Former installation‑level Physical Security professional or 5+ years of DoD PS experience. Knowledge of AR 190‑13 and relevant UFC physical security standards.
      • Certifications/Training: Conventional Physical Security Course.
    • Law Enforcement (LE):
      • Experience: Former installation‑level LE professional or 5+ years of
      • Department of Defense law enforcement or investigative experience.
      • Certifications/Training: Completion of a formal LE or investigative training course.
    • Emergency Management (EM):
      • Experience: Former installation Emergency Manager or 5+ years of EM experience supporting DoW installations or enterprise programs. In-depth knowledge of AR 525‑27 (EM).
      • Certifications/Training: (Required) Incident Command System (ICS) 300 and ICS-400. (Preferred) Certified Emergency Manager (CEM).
    • Chemical/Biological/Radiological/Nuclear/Explosives (CBRNE):
      • Experience: 5+ years of experience in CBRNE, Emergency Management (EM), Weapons of Mass Destruction (WMD) response. In-depth understanding of DoDI 3020.52
      • Certifications/Training: Completion of CBRN, CBRNE, WMD, or HAZMAT incident response training from DoD, FEMA, or DHS. ICS-300/400
    • Continuity Of Operations Planning (COOP):
      • Experience: 5+ years of experience developing, reviewing, or implementing COOP programs
      • Certifications/Training: FEMA Independent Study (IS)-100, 200, 545, 700, 800, 1300, 2200.
    • Operational Security (OPSEC):
      • Experience: Prior experience conducting counterintelligence assessments as part of a protection program.
      • Certifications/Training: DoD Counterintelligence certification.

Location:

  • Remote approximately 75% of the time; travel approximately 25% of the time to Continental United States (CONUS) and Outside CONUS (OCONUS) locations.
