Department Overview

The First Line Risk & Control (FLR&C) function sits within the COO Domain and enables effective risk ownership in the First Line. The function supports business and operational units in managing operational and non-financial risks consistently, while keeping risk ownership with the business and independent framework ownership and oversight with the Second Line. FLR&C focuses on coordination, governance, advisory support, control library discipline, issue and remediation oversight, management information, trend analysis, committee reporting and timely escalation of material control weaknesses. The team works closely with business functions, Functional Line Risk Leads, Domain Specialist Owners, ORM and EMEA/ECO, whilst preserving MBE legal entity accountability and decision-making authority.

Your responsibilities:

  • Design and maintain the FLR&C MI and dashboard suite, including KRIs, RCSA status, control testing outcomes, control failures, issue/remediation status, incidents, overdue actions, data quality indicators and escalation metrics;
  • Produce regular reporting packs for the Control Committee and related governance forums, ensuring materials are accurate, traceable, concise and linked to decisions, actions and escalation needs;
  • Analyse trends across RCSA, KCT, KRIs, incidents, issues and remediation data to identify emerging themes, systemic weaknesses, recurring control gaps and areas requiring management attention;
  • Develop and operate data quality controls across FLR&C source information, including completeness, consistency, timeliness, ownership, taxonomy alignment and documentation quality checks;
  • Coordinate with business functions, FLRLs, Domain Specialist Owners, ORM and ECO to obtain data inputs, reconcile interpretations and support consistent reporting standards;
  • Maintain governance action logs, committee forward-looking agendas, escalation trackers and evidence of management follow-up arising from Control Committee and related forums;
  • Support the design of the Control Committee dashboard and governance structure/TOR materials, including interfaces with Operational Committee and RMC;
  • Develop thematic reporting on outsourced controls, resilience topics, cross-domain risks, control effectiveness and remediation progress where source data is available;
  • Support the Head of FLR&C in preparing management briefings, regulatory/audit responses and status updates linked to FLR&C implementation milestones and remediation commitments;
  • Translate complex data into plain-language insights, explaining what is changing, why it matters, where action is required and what decisions are needed;
  • Identify opportunities for automation, standardised templates and improved tooling across risk and control reporting processes;
  • Ensure reports distinguish clearly between operational execution issues, control effectiveness issues, Second Line methodology/oversight matters and legal entity decision points.

Your profile:

  • Experience in risk reporting, controls reporting, data analytics, governance MI, operational risk, audit analytics or management reporting within financial services or another regulated organisation;
  • Experience building dashboards, committee packs, trend analysis and action-oriented management reporting;
  • Experience working with risk, control, incident, issue, remediation or operational data across multiple stakeholders;
  • Experience supporting Control Committee, Risk Committee, Operational Committee, audit or regulatory governance packs;
  • Experience with GRC tools, BI/dashboarding tools, workflow tools or data quality monitoring;
  • Banking, wholesale banking, operational risk or first-line control environment experience;
  • Knowledge of DORA, outsourcing/third-party risk, operational resilience or risk appetite reporting.
