Job Description:

The Field Operations Manager (FOM) of the West Field Office (WFO) will provide leadership and oversight to WVI Nepal’s West Field Office operations, ensuring continued delivery of overall programme portfolio with quality results. These include programmes, sponsorship commitments, partner management, financial stewardship, compliance, risk management, and stakeholder engagement. The role will ensure operational continuity and achievement of annual targets aligned with WVI Nepal strategy FY26-30 and field office priorities. Continue to provide overall leadership in managing projects and programmes, implementing organizational processes, and strengthening partnerships to improve and sustain the well-being of the most vulnerable children, their families, and communities.

 

Oversee field office operations, team leadership, stakeholder engagement, and risk management to quality deliver results. The incumbent role models to demonstrate agile, strategic and empathetic leadership empowering team members. The role demands to maintain cohesive and collaborative relationship among the Partner NGOs and stakeholders to yield lasting change and sustained development in the lives of children and their communities.

 

This position requires ensuring production of quality periodic reports and communication resources to profile at different platforms. The acquired field learnings are captured and are recommended to shape organizational practices and planning. The West Field Office is based in Dhangari and oversees WVI partners and programs in Suduparshim, Karnali and Lumbini Provinces.

 

MAJOR RESPONSIBILITIES

 

Program Management

  • Ensure delivery of annual programme, sponsorship, Private Non-Sponsorship (PNS) and Grants.
  • Oversee daily operations of the WVI Nepal’s Field Office programs; Sponsorship Operations Program (SOP), Integrated Program Framework (IPF), PNS and Grant priorities to ensure that the Field Office is running efficiently to enable optimal performance of staff and partner NGOs
  • Lead the planning and budgeting, monitoring, reporting and evaluation of WVI Nepal’s projects and programmes
  • Lead the management of partner NGOs’ performance to ensure that the scope and direction of each project is on schedule as per the approved project agreement
  • Lead the management of business processes performed by internal and external stakeholders who contribute directly or indirectly to the results of the WVI Nepal’s Field Office to ensure quality results and efficient operations
  • Ensure that information and evidence on results are used for accountability and reporting, as well as timely and appropriate strategic and operational decision-making
  • Lead monthly and quarterly performance or periodic reviews of both staff and partners.
  • Work closely with sponsorship team and partners to ensure sponsorship standards and compliances are well maintained and donors, sponsorship and organizational commitment towards children and families are met. 
  • Support and facilitate data accuracy, ensure dashboards are intact, and evidence-based decision making through regular review and analysis.
  • Monitor ongoing programme quality, Detail Implementation Plan (DIP) & budget utilization, and key results achieved.
  • Promote value for money approaches, based on both program and financial responsibilities of both partners and FO team

 

Leadership and team management:

  • Lead recruitment of positions required by WVIN’s Field Office
  • Coordinate the development of key performance goals of Field Office Team and ensure performance management processes are implemented. 
  • Manage Field Office Team performance and operational issues immediately of and provide timely, ongoing feedback on performance.
  • Provide ongoing support and direction to Field Office Team
  • Facilitate organization development and talent development of Field Office Team
  • Ensure that people management practices and processes of the Field Office are aligned with WVI Nepal’s policies.
  • Facilitate staff wellbeing and team engagement along with providing coaching and mentoring.

 

External Engagement:

  • Maintain conducive working environment and relationship with local and provincial government.
  • Lead the management of partnership with partner NGOs. Ensure that regular and timely meetings with partner NGOs take place as per expected requirement and that action plans are followed up. Facilitate appropriate strengthening of partner NGOs’ capacity to support optimum performance.
  • Lead the management of relationship with governmental stakeholders. Ensure that meetings with governmental stakeholders represent WVI Nepal’s organizational priorities well. Ensure that relevant information and reports are submitted timely to governmental stakeholders as per the regulations. Ensure that planning processes facilitate ownership of governmental stakeholders for sustainability.
  • Lead the management of partnership and relationship with target communities. Ensure that accountability systems function effectively to enable information sharing, feedback and complaint. Ensure that planning processes facilitate ownership of target communities for sustainability and Social Audits are conducted
  • Facilitate the mapping, prioritization and management of all other partnerships and relationships that are appropriate and relevant to the success of WVI Nepal’s Field Office operations.
  • Facilitate partnership performance reviews, based on the terms of reference of established MOAs
  • Strengthen community feedback and accountability mechanism together with MEAL team.
  • Provide strategic insights to the partners on use of assets and resources remaining as per organizational policy and procedures.

 

Risk, compliance and security

  • Lead the identification of operational, safeguarding, security and reputational risks, assessment, prioritization and mitigation of all risks associated with the presence and operations of WVI Nepal’s Field Office.
  • Be responsible for the safety and security of WVI Nepal’s Field Office Team and assets
  • Ensure that all business processes and operational activities that are associated with the WVI Nepal’s West Field Office are in compliance with WVI Nepal’s policies and standards, as well as relevant external regulations and standards, including governments and donors.
  • Lead overall risk reviews and escalate timely the critical issues to the senior leadership.

 

Strategic Leadership

  • Lead Field Office Team’s engagement in organizational strategy planning and reporting processes
  • Create and maintain a working environment that encourages critical thinking, learning and feedback, and strives to improve efficiency, effectiveness and quality of performance Conduct child consultation and community consultation during field visits and ensure findings are recorded in complaint feedback system
  • Provide input during project design and implementation to ensure all projects / programme target the most vulnerable, empower communities and mainstream crosscutting theme – inclusion, disabilities, environment, gender and protection.
  • Perform other organizational and business processes that are required to contribute to WVI Nepal’s strategic objectives and to maintain a healthy organizational life.

 

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE


Required Professional Experience

  • Minimum of 5–7 years of experience in a leadership or management position within the development and/or humanitarian field
  • Understanding of poverty issues, development theories and sustainable development practices
  • Strong leadership skills including the ability to communicate vision, provide direction, motivate results, inspire commitment to organizational objectives and priorities, as well as encourage feedback, learning and continuous improvement
  • Strong alignment with World Vision International’s vision, mission and values and demonstrated experience in similar programing.
  • Strong people management skills including recruitment, performance management and talent development skills
  • Strong project management skills including the ability to plan and budget; manage performance of partners and contractors; monitor, evaluate and communicate results; think strategically and analytically, as well as solve problems
  • Effective written and oral communications skills including presentation and reporting skills
  • Good interpersonal skills and cross-cultural sensitivity. Strong collaboration skills to mobilize engagement and influence.

 

Required Education, training, license, registration and certification

  • Bachelors Degree in Social Sciences/ Development Studies/ International Relation or any relevant field

 

Preferred Knowledge and Qualifications

  • Master’s Degree in Social Science/ Development Studies/ Sociology/ International Relation or any relevant field
  • Knowledge of World Vision’s Technical Programmes and organizational policies and standards, including Sponsorship standards
  • Computer literacy; Strong computer skills including Word, Excel, PowerPoint
  • Prior experience with World Vision.

 

 

Duration: 12 months

 

Travel and/or Work Environment

  • Willingness and physical ability to travel to field for up to 60% of working time.

 

Language Requirements

  • Excellent written and spoken English and Nepali.
