Key Responsibilities:

The Field Officer is responsible for implementing Disaster Risk Reduction (DRR), Anticipatory Action (AA) and resilience-building activities at the field level to achieve project objectives and strengthen community preparedness for disasters and emergencies. The position ensures quality project implementation, stakeholder engagement, monitoring and reporting, compliance with organizational and donor requirements, and the integration of GEDSI, safeguarding, and accountability principles while fostering sustainable partnerships with communities, schools, local authorities, and other key stakeholders.

KEY RESPONSIBILITES

PROJECT PLANNING AND MANAGEMENT (60%)

• Develop province-level annual, quarterly, and monthly operational plans, integrating logical framework targets, implementation timelines, risk mitigation measures, and approved budget allocations.
• Conduct Community Participatory Disaster Risk Assessments (CPDRA) at target locations and support communities in developing or updating disaster preparedness plans.
• Facilitate the capacity of communities, schools, government counterparts, and local partners through training and technical support on:
  • “Be Ready” Training Module
  • Comprehensive School Safety Framework
  • Junior Rescuer Club
  • Other Disaster Risk Reduction (DRR), resilience, and preparedness initiatives as assigned.
• Coordinate the implementation of Anticipatory Action (AA) interventions upon activation at the fields, ensuring timely, effective, and accountable delivery in accordance with humanitarian principles, national guidelines, international standards, and organizational protocols.
• Lead procurement, logistics coordination, distribution, and utilization of project assets, equipment, supplies, and training materials in compliance with organizational and donor requirements.
• Establish Community Learning and Training Centers, including stakeholder engagement and resource management.
• Ensure full compliance with World Vision policies, safeguarding standards, donor requirements, financial regulations, and project management procedures.

PROJECT MONITORING AND REPORTING (20%)

• Monitor and analyze community conditions, hazard events, disaster risks, and emergency situations, and provide timely updates, alerts, and operational information to the project team and relevant stakeholders.
• Collect, verify, and maintain accurate and timely project performance data across all implementation locations, ensuring alignment with project indicators, targets, and monitoring frameworks.
• Conduct project monitoring, including Post-Distribution Monitoring (PDM), rapid needs assessments, GEDSI analyses, market assessments, outcome monitoring, beneficiary satisfaction surveys, and end-line evaluations, ensuring quality data collection and analysis.
• Establish community-based accountability mechanisms, including feedback, complaints, and response systems in fields, to promote transparency, participation, responsiveness, and adaptive project management.
• Manage regular field monitoring visits to assess implementation progress, service quality, adherence to technical standards, beneficiary and partnership engagement, and achievement of planned outputs and outcomes.
• Record lessons learned, best practices, success stories, case studies, and project achievements in fields to support organizational learning, knowledge management, and program quality improvement.

PARTNERSHIP, ADVOCACY AND SUSTAINABILITY (15%)

• Strengthen strategic collaboration mechanisms among local government authorities, communities, schools, humanitarian actors, and service providers.
• Facilitate and implement community-led Disaster Risk Reduction (DRR) awareness, advocacy actions, and behavior change campaigns.
• Ensure local ownership of DRR, AA, and resilience interventions through engagement with government structures, schools, and community platforms.

GENERAL (5%)

• Contribute to the achievement of World Vision Mongolia's strategic objectives, mission, vision, and organizational priorities.
• Participate in organizational, spiritual, and team development initiatives, including weekly devotions and staff engagement activities.
• Undertake field travel and deployment as required to support project implementation, monitoring, coordination, and emergency response activities.
• Demonstrate the ability to manage multiple priorities, work under pressure, and consistently meet competing deadlines in dynamic operational environments.

KNOWLEDGE, SKILL AND EXPERIENCE

Bachelor's degree in:

•             Disaster Risk Management

•             Climate Change Adaptation

•             Environmental Science/ Natural Resource Management

•             Development Studies

•             Project Management

•             Social Sciences

Bachelor's degree preferred.

-              Minimum 3 years of progressively responsible project management experience.

-              At least 3 years managing humanitarian, DRR, resilience, emergency response or climate adaptation projects.

-              Experience implementing institutional donor-funded grants.

-              Demonstrated experience collaborating with government agencies and humanitarian actors.

-              Experience managing budgets, procurement, and donor reporting.

-              Experience working in fields.

Required Language(s): Intermediate or Upper-Intermediate in English

Required travel and/or work environment accommodations:  At least 30% of the working hours will consist of traveling to project target areas

Position’s physical requirements:

-        Ability to travel frequently (approximately 30–40% of working time) to project locations, including remote and disaster-prone areas of Mongolia.

-        Ability to visit communities during challenging weather conditions, including extreme cold, snowstorms (dzud), floods, and wildfire-affected areas when safety conditions permit.

-        Ability to work extended hours during emergency response activations and rapid response operations.

-        Physically and mentally capable of working in a fast-paced humanitarian environment and under emergency conditions.

-        Ability to keep life balance
