What You Will Do:

Guidehouse is seeking a Managing Consultant with federal financial management experience to support federal health clients with budget planning and execution, fiscal stewardship, resource management, financial analysis, and organizational performance improvement. This individual will help clients improve visibility into funding, conduct budget lifecycle activities, strengthen financial management practices, and provide data-driven decision support and resource management insights to senior leaders. The ideal candidate understands the full federal budget lifecycle and how resources are planned, allocated, executed, monitored, and managed across programs, contracts, grants, workforce, and operations.

As a Managing Consultant, you will lead workstreams and small teams supporting financial management transformation efforts across federal agencies, with a strong preference for experience supporting HHS, CDC, or other HHS Operating Divisions (OpDivs). You will work directly with client stakeholders to assess current-state operations, identify opportunities for improvement, develop sustainable recommendations, and implement practical solutions that strengthen fiscal stewardship, resource management, and organizational effectiveness. This role includes helping clients modernize financial management capabilities through the development of dashboards, reporting solutions, decision-support tools, automated processes, governance frameworks, and other technology-enabled solutions that improve transparency, accountability, and operational efficiency.

Job Description / Responsibilities

  • Lead financial management, budget execution, fiscal stewardship, and resource management engagements for federal health clients from project initiation through implementation and closeout.

  • Advise senior federal leaders on budget execution strategies, resource allocation decisions, funding priorities, risks, and opportunities to improve mission outcomes.

  • Support budget planning and execution activities, including spend plan development, operating plan management, forecasting, variance analysis, funds control, status of funds reporting, and executive decision support.

  • Apply knowledge of the federal budget lifecycle to help clients manage resources across programs, contracts, grants, workforce, travel, and operational activities.

  • Analyze financial, operational, workforce, acquisition, grants, and program data to identify risks, opportunities, and actionable recommendations for leadership.

  • Assess financial management, governance, and resource management processes and develop solutions that improve efficiency, accountability, transparency, and organizational performance.

  • Design and implement modernized financial management capabilities, including dashboards, executive reporting, decision-support tools, process automation, governance frameworks, and performance management solutions.

  • Facilitate executive meetings, workshops, and stakeholder discussions to gather requirements, build consensus, and support informed decision-making.

  • Support fiscal stewardship, governance, risk management, internal controls, and compliance activities aligned with federal financial management requirements and agency policies.

  • Develop process maps, standard operating procedures, governance documentation, implementation plans, and other artifacts that support sustainable operations and continuous improvement.

  • Translate complex financial and operational information into executive briefings, presentations, findings, and recommendations for technical and non-technical audiences.

  • Lead project delivery by managing workstreams, deliverables, risks, schedules, and engagement financials while ensuring high-quality client service.

  • Lead and mentor project team members, provide quality review and coaching, and foster a collaborative, high-performing team environment.

  • Build and maintain trusted relationships with client stakeholders and cross-functional teams across financial management, acquisition, grants, workforce, and program operations.

  • Contribute to business development, including proposal support, capture activities, client relationship development, and thought leadership related to federal financial management and organizational transformation.

What You Will Need:

  • Bachelor's degree in business, finance, accounting, economics, public administration, public policy, management, or a related field

  • 6+ years of professional experience in federal financial management, budget execution, resource management, fiscal stewardship, management consulting, strategic planning, business operations, or related functions.

  • 3+ years of experience supporting federal government clients or public sector organizations.

  • Experience supporting federal budget formulation, budget execution, spend plan management, resource allocation, funding analysis, forecasting, funds control, status of funds reporting, or related financial management activities.

  • Experience supporting a federal CFO organization, Budget Office, Resource Management Office, Program Management Office, or similar financial management function.

  • Working knowledge of the federal budget lifecycle, appropriations, OMB guidance, and agency budget governance processes.

  • Experience advising leaders on budget execution, resource allocation, organizational performance, funding priorities, or financial management decisions.

  • Experience leading process improvement, transformation, modernization, automation, reporting enhancement, or technology implementation initiatives.

  • Experience developing dashboards, executive briefings, decision-support products, reporting solutions, or other financial management tools.

  • Experience analyzing complex financial and operational information and translating findings into actionable recommendations for decision-makers.

  • Experience leading workstreams, managing stakeholders, and delivering projects in a client-service environment.

  • Experience facilitating meetings, gathering requirements, building consensus, and driving implementation efforts.

  • Experience managing, mentoring, or reviewing the work of junior team members.

  • Strong written and verbal communication skills, including the ability to communicate complex concepts to executive and non-technical audiences.

  • Advanced proficiency with Microsoft Excel, PowerPoint, Word, and Outlook.

  • Ability to obtain and maintain a Public Trust clearance (i.e. US citizenship required).

What Would Be Nice To Have:

  • Master's degree or other advanced degree in business, finance, accounting, economics, public administration, public policy, healthcare administration, public health, or a related field.

  • Direct experience supporting CDC, including familiarity with CDC budget execution, fiscal stewardship, resource management, grants, contracts, or financial operations.

  • Experience with federal financial management, budget, and reporting systems such as Oracle, Momentum, SAP, UFMS, RMS, ICE, PRISM, Power BI, Tableau, SharePoint, Power Apps, or similar technologies.

  • Experience developing or modernizing dashboards, executive reporting solutions, automated reporting capabilities, data visualizations, or decision-support tools.

  • Experience supporting resource management activities across contracts, grants, workforce, travel, facilities, and program operations.

  • Experience supporting organizational transformation, business process improvement, governance, change management, stakeholder engagement, or implementation planning initiatives.

  • Experience with Lean Six Sigma, Agile, Human-Centered Design, business process redesign, or continuous improvement methodologies.

  • PMP, Lean Six Sigma, CGFM, CDFM, CPA, and/or other relevant professional certifications.
