About this Facility Related Control System (FRCS) Manager role at The Copper River Family of Companies
Coho Technology Solutions is seeking a Facility Related Control System (FRCS) Manager to provide oversight, operational coordination, lifecycle planning, and cybersecurity support for an installation's Facility Related Control Systems (FRCS) in Norfolk, VA.
This position serves as a critical liaison between Public Works engineering, cybersecurity compliance teams, base communications, and installation operations, helping ensure that critical infrastructure remains resilient, secure, reliable, and mission capable.
The FRCS portfolio includes systems supporting utility and energy management, building automation, and critical mission infrastructure, including Utility Monitoring and Control Systems (UMCS), Advanced Metering Infrastructure (AMI), microgrids, electrical distribution systems, HVAC and energy management systems, fueling systems, airfield lighting, pier power, and water treatment systems.
Responsibilities (include but are not limited to):
- Manage and coordinate the day-to-day operations of the installation's FRCS portfolio.
- Establish and maintain a comprehensive inventory of FRCS hardware, software, communication protocols, and associated operational dependencies.
- Map physical control systems to operational and mission dependencies to support effective risk management and resilience planning.
- Coordinate with cybersecurity, Public Works, and emergency management personnel to develop, test, and exercise incident response, system recovery, and contingency plans.
- Facilitate communication and tracking of network monitoring activities to identify and address emerging threats to critical control systems.
- Develop and maintain FRCS project plans, schedules, budgets, milestones, and status documentation.
- Coordinate with engineering, design, and construction teams to ensure new FRCS requirements align with applicable Unified Facilities Criteria (UFC) and Department of Defense (DoD) standards.
- Coordinate modernization, sustainment, lifecycle management, and decommissioning activities for legacy and emerging control systems.
- Serve as the primary operational liaison between Public Works Departments (PWD), base communications, CNIC Region, NAVFAC commands, Information System Security Managers (ISSMs), tenant commands, and other stakeholders.
- Track portfolio risks, equipment lifecycle status, modernization efforts, and other issues requiring leadership attention.
- Develop and maintain stakeholder communication processes, coordination matrices, and portfolio tracking schedules.
- Prepare regular reports and deliverables documenting FRCS portfolio status, risks, milestones, lifecycle activities, and coordination efforts.
Key Deliverables:
- Portfolio Coordination & Support Plan: Comprehensive plan identifying coordination objectives, stakeholders, communication matrices, and portfolio tracking schedules.
- Incident Response & Recovery Coordination Procedures: Documented liaison, communication, and notification procedures for key stakeholders during system outages or cybersecurity incidents.
- Status & Risk Coordination Reports: Recurring reports documenting coordination milestones, equipment lifecycle status, modernization progress, and risks requiring leadership attention.
Essential Job Qualifications and Requirements:
- Security Clearance & Citizenship:
- Must possess an active Secret security clearance
- Education:
- No degree required
- Experience:
- 5–8 years of experience coordinating industrial control systems (ICS), Facility Related Control Systems (FRCS), or Public Works engineering operations
- Preferred Certifications:
- Global Industrial Cyber Security Professional (GICSP)
- Project Management Professional (PMP)
- Knowledge, Skills & Abilities
- Strong project coordination, tracking, organization, and cross-functional communication skills
- In-depth understanding of FRCS hardware and software
- Knowledge of control system architecture and associated technologies
- Understanding of applicable UFC and DoD standards
- Ability to facilitate communication and coordination between technical engineering personnel and cybersecurity professionals
- Ability to coordinate multiple stakeholders, projects, schedules, and priorities within a complex operational environment
- Work Environment:
- Hybrid work environment combining office-based and on-site responsibilities in support of installation FRCS operations
