Job Title:   Supervisor – Gas & Chemical

Department: Facility

Reports To: Facility Manager

Location: Jeffersonville, Indiana

 

Job Description:

The Gas & Chemical Supervisor is responsible for leading and overseeing the safe, reliable, and continuous operation of PVJC’s bulk gas, specialty gas, and chemical supply and distribution systems supporting PV cell manufacturing.

This position leads the Gas & Chemical Engineers and Technicians and is responsible for daily operations, manpower planning, system availability, preventive and corrective maintenance, gas and chemical supply continuity, contractor management, emergency response, system improvements, and operational readiness.

The Supervisor works closely with Production, Equipment Engineering, EHS, Quality, Procurement, Warehouse, Project/Construction teams, and external gas and chemical suppliers to ensure Gas & Chemical systems consistently support production requirements.

 

Primary Responsibilities:

 

Facility Management

·         Oversee the operation and maintenance of bulk gas, specialty gas, and chemical storage and distribution systems supporting PV cell manufacturing.

·         Systems include bulk N2, O2, Ar and H2; specialty gases including SiH4, NF3, N2O, PH3/H2, B2H6/H2 and Ar/H2; gas cabinets, BSGS, VMB/VMP, chemical storage and distribution systems, gas detection, exhaust monitoring, TGMS/FMCS, and associated safety systems.

·         Lead Gas & Chemical Engineers and Technicians and establish priorities for daily operation, inspection, maintenance, troubleshooting, delivery, changeover, and system recovery activities.

·         Ensure adequate gas and chemical inventory, backup supply, system capacity, and contingency arrangements to support continuous production.

·         Ensure proper shift coverage and effective shift handover of equipment status, alarms, maintenance activities, inventory levels, bypass conditions, and outstanding issues.

·         Monitor Gas & Chemical system availability, consumption, alarms, equipment condition, and production impact.

·         Lead response and escalation for Gas & Chemical abnormalities, supply interruptions, equipment failures, and emergencies.

·         Ensure Gas & Chemical systems consistently operate at optimum and safe operating conditions.

 

Project Management

·         Plan, coordinate, and manage Gas & Chemical system improvement, expansion, modification, and reliability projects.

·         Represent Facility Gas & Chemical during design reviews, construction, commissioning, system turnover, and production shutdown planning.

·         Review P&IDs, equipment layouts, system capacity, control philosophy, alarm/interlock requirements, equipment specifications, and contractor/vendor proposals.

·         Ensure Gas & Chemical operational and maintenance requirements are incorporated into new projects and Phase 2 expansion.

·         Coordinate with contractors, vendors, Project teams, Production, EHS, and other stakeholders to ensure projects are completed safely and according to schedule.

·         Ensure new or modified systems are properly tested, commissioned, documented, and operationally ready prior to acceptance and production use.

 

Preventive and Corrective Maintenance

·         Develop and oversee preventive and corrective maintenance programs for Gas & Chemical systems and equipment.

·         Ensure preventive maintenance activities are completed according to schedule and overdue PM activities are properly managed.

·         Monitor equipment failures, recurring alarms, downtime, and maintenance history to identify reliability improvements.

·         Lead troubleshooting and recovery activities for major Gas & Chemical system failures.

·         Review Root Cause Analysis (RCA) and Corrective and Preventive Actions (CAPA) for significant or recurring equipment failures and production interruptions.

·         Ensure calibration, functional testing, leak testing, gas detection testing, alarm/interlock verification, and other critical maintenance activities are properly performed and documented.

·         Maintain adequate critical spare parts and coordinate repair or replacement of unreliable equipment.

 

Safety and Compliance

·         Ensure all Gas & Chemical operations comply with applicable local, state, and federal safety requirements, PVJC EHS requirements, and applicable industry standards.

·         Support compliance with applicable OSHA, NFPA, IFC, CGA, SEMI, and other requirements relevant to hazardous gases and chemicals.

·         Ensure employees and contractors follow LOTO, line-breaking, permit-to-work, PPE, gas testing, chemical handling, and other applicable safe work practices.

·         Ensure hazardous gas cylinder/Y-tonner changeovers and chemical handling activities are performed only by trained and authorized personnel.

·         Ensure gas detection, emergency shutdown, exhaust monitoring, alarms, and safety interlocks remain functional and are periodically tested.

·         Lead Gas & Chemical operational response to gas detection alarms, leaks, supply failures, exhaust abnormalities, and other emergency conditions.

·         Participate in risk assessments, MOC, incident investigations, emergency drills, and corrective action follow-up.

·         Exercise stop-work authority when unsafe Gas & Chemical conditions or work practices are identified.

 

Energy and Waste Management

  • Monitor gas and chemical consumption and identify abnormal usage, losses, or opportunities for optimization.
  • Review consumption trends against production demand and establish appropriate minimum inventory and reorder levels.
  • Coordinate with Procurement and suppliers to maintain sufficient inventory and prevent production interruption.
  • Identify opportunities to reduce gas and chemical consumption, operating cost, venting, leakage, and material waste.
  • Ensure empty cylinders, Y-tonners, chemical containers, and related Gas & Chemical waste materials are properly managed in coordination with EHS.
  • Support sustainability and cost-reduction initiatives associated with Gas & Chemical operations.

 

  • Documentation and Reporting
  • Maintain accurate records of Gas & Chemical operations, maintenance activities, inspections, deliveries, inventory, equipment performance, alarms, and incidents.
  • Ensure P&IDs, equipment lists, valve lists, operating procedures, alarm/interlock documentation, equipment manuals, and as-built information are maintained and current.
  • Review and approve Gas & Chemical SOPs, operating procedures, changeover procedures, emergency procedures, and maintenance instructions.
  • Prepare and present reports on system availability, downtime, PM performance, inventory, gas/chemical consumption, incidents, projects, and outstanding actions.
  • Develop and monitor Gas & Chemical KPIs and drive corrective actions where performance does not meet requirements.
  • Ensure technical and operational documentation remains compliant with PVJC and regulatory requirements.

 

Vendor and Contractor Management

·         Coordinate and oversee external Gas & Chemical contractors, equipment vendors, service providers, and gas/chemical suppliers.

·         Review scopes of work, technical proposals, service requirements, and contractor performance.

·         Ensure contractors comply with PVJC safety, QA/QC, engineering, and operational requirements.

·         Coordinate contractor activities, shutdown requirements, permits, system isolation, testing, and return-to-service activities.

·         Evaluate vendor and contractor performance and ensure service quality meets PVJC requirements.

·         Coordinate with suppliers to ensure reliable bulk gas, specialty gas, and chemical supply.

 

Team Collaboration

·         Lead, coach, and develop Gas & Chemical Engineers and Technicians.

·         Assign work priorities and ensure sufficient manpower and shift coverage to support 24/7 manufacturing operations.

·         Ensure team members are properly trained and qualified for their assigned Gas & Chemical responsibilities.

·         Work closely with Production, Equipment Engineering, EHS, Quality, Warehouse, Procurement, Facility Engineering, and Project teams to support operational goals.

·         Provide technical and operational guidance to the Gas & Chemical team.

·         Promote strong safety culture, teamwork, ownership, communication, and continuous improvement within the team.

Qualifications

·         Bachelor's degree in Chemical Engineering, Mechanical Engineering, Electrical Engineering, Controls/Automation Engineering, or related engineering discipline.

·         5+ years of experience in industrial gas, chemical, semiconductor, PV cell, electronics, battery, or high-tech manufacturing facility operations.

·         Supervisory or team leadership experience in a 24/7 manufacturing environment preferred.

·         Strong knowledge of bulk gas, specialty gas, and chemical supply and distribution systems.

·         Experience with hazardous gas systems, gas cabinets, BSGS, VMB/VMP, gas detection, exhaust monitoring, chemical distribution, and control systems is preferred.

·         Ability to read and interpret P&IDs, engineering drawings, equipment specifications, and technical documentation.

·         Strong troubleshooting, root cause analysis, organizational, project management, and leadership skills.

·         Familiarity with applicable safety regulations, local requirements, and industry standards.

·         Strong communication and interpersonal skills.

 

Preferred Skills

·         Semiconductor, PV cell, electronics, or other high-tech manufacturing facility experience.

·         Experience with hazardous gases including SiH4, H2, NF3, PH3/H2 and B2H6/H2.

·         Experience with bulk cryogenic gas and specialty gas delivery systems.

·         Knowledge of TGMS, FMCS, gas detection, emergency shutdown, and safety interlock systems.

·         Familiarity with OSHA, NFPA, IFC, CGA, SEMI, and applicable industry requirements.

·         Experience with MOC, RCA, CAPA, commissioning, QA/QC, and system turnover.

·         Experience supervising contractors and industrial gas/chemical suppliers.

·         Ability to adapt to changing technologies and production requirements.

·         Willingness to continuously learn and develop technical and leadership skills.

 Working Conditions

·         Combination of office, utility, gas yard, chemical storage, cleanroom, and manufacturing environments.

·         Work may involve areas containing hazardous gases and chemicals with appropriate engineering controls and PPE.

·         May require work outside regular hours to address production-impacting issues, shutdowns, commissioning, or emergency conditions.

·         Supports a 24/7 manufacturing operation and may be required to participate in an on-call rotation.
