Location & Schedule

In this position you can expect to work three (3) days in office. For your in-office days, you can expect to work on-site at the Webb Municipal Building (201 W. Colfax Ave., Denver, CO 80202).

While this position typically follows a standard work schedule, flexibility is required as staff may be asked to work alternative shifts and/or additional hours in response to emergency or business needs.

Who We Are & What You’ll Do

The City and County of Denver, Office of Emergency Management (OEM), leads Denver's emergency management efforts to cultivate safe, prepared, and resilient communities. Our work is guided by three core values: empathetic — building trust through honest communication and showing up as present listeners for our team and community; adaptive — embracing change and evolving with Denver's needs, even when the work is unfamiliar; and accountable — owning our work, supporting our teammates, and holding ourselves to a standard of responsibility and integrity.

OEM manages the City's Emergency Operations Center (EOC) and Joint Information Center (JIC) during emergencies or declared disasters. You will participate in EOC activations and training, which may include staffing functional roles and supporting citywide response operations outside standard work hours, including evenings, nights, weekends, or holidays.

OEM is hiring two (2) Emergency Management Specialists through this posting. While one position will primarily support Planning and Mitigation activities, the second position may support Logistics, Exercises, Planning, or other preparedness initiatives based on organizational needs and candidate strengths. The responsibilities below describe the core duties expected of all Emergency Management Specialists, followed by portfolio-specific responsibilities.

In both positions, you will:

  • Serve as a rotating 24/7 Duty Officer, supporting incident monitoring, notifications, initial response coordination, and emergency activations. Must be able to respond to downtown Denver within one hour when on-call.
  • Staff and cross-train in Emergency Operations Center (EOC) functions, supporting citywide emergency response, planned events, trainings, and exercises.
  • Develop, maintain, and implement emergency plans, procedures, checklists, and other preparedness documents to support operational readiness.
  • Lead and support emergency management projects and programs, including planning initiatives, capability development, grant-funded projects, equipment procurement, and preparedness activities.
  • Coordinate and collaborate with city agencies, regional partners, and private-sector stakeholders to strengthen emergency management capabilities and preparedness efforts.
  • Plan and facilitate meetings, trainings, workshops, and exercises; develop after-action reports and support continuous improvement initiatives.
  • Maintain program records, inventories, software platforms, accreditation documentation, and other data systems to support assigned program areas and organizational compliance.

EM Specialist 1 (Planning and Mitigation):

  • Lead the development, maintenance, and implementation of Denver's Emergency Operations Plan (EOP), including supporting annexes, procedures, guides, and checklists.
  • Manage and enhance Denver's hazard mitigation and risk assessment programs, including the Hazard Identification and Risk Assessment (HIRA), Hazard Mitigation Plan (HMP), and related stakeholder working groups.
  • Serve as the lead for Emergency Management Accreditation Program (EMAP) compliance, coordinating documentation, program standards, and accreditation activities across OEM.
  • Coordinate plan development and review efforts with city departments and partner agencies to ensure consistency with local, state, and federal guidance, the Denver Preparedness Framework, and established planning policies.
  • Support critical infrastructure protection and resilience initiatives, including infrastructure data management, Tier II hazardous materials reporting, and risk-reduction projects funded through grants such as UASI and BRIC.

EM Specialist 2 (Logistics, Exercise, and Planning):

  • Lead or support emergency preparedness initiatives in one or more assigned program areas, that may include logistics, exercises, planning, or other emergency management functions based on organizational needs and employee strengths.
  • Coordinate the planning, design, delivery, and evaluation of trainings and exercises, including facilitation, stakeholder engagement, and after-action improvement planning.
  • Support emergency logistics and resource management activities, including procurement, equipment readiness, inventory management, warehouse operations, deployment coordination, and resource tracking during activations.
  • Develop and maintain emergency plans, procedures, and operational documentation that strengthen organizational preparedness and response capabilities.
  • Manage projects, contracts, grants, or technology solutions that support emergency management programs, ensuring timelines, deliverables, and stakeholder expectations are met.

What You’ll Bring

Our ideal candidate is highly adaptable, possess strong interpersonal skills, and is confident in managing projects and spearheading decisions alongside senior leadership teams.

In addition, our ideal candidate has some or all the following experience, skills, and characteristics:

  • Experience in one or more emergency management disciplines, such as planning, operations, training and exercises, hazard mitigation, continuity, logistics, preparedness, or response.
  • Experience supporting emergency incidents, Emergency Operations Center (EOC) activations, crisis management activities, or other time-sensitive operational environments.
  • Ability to manage projects by establishing goals, timelines, milestones, and deliverables while coordinating with multiple stakeholders and balancing competing priorities.
  • Strong written and verbal communication skills, including the ability to develop plans, procedures, reports, presentations, and other documentation for diverse audiences.
  • Demonstrated ability to adapt to changing priorities, emergency situations, and evolving organizational needs while maintaining professionalism and sound judgment.
  • Ability to work both independently and collaboratively to solve problems, build partnerships, and achieve shared objectives.
  • Familiarity with emergency management frameworks including the National Incident Management System (NIMS), Comprehensive Preparedness Guide (CPG) 101/201, and Homeland Security Exercise and Evaluation Program (HSEEP).
  • Proficiency with Microsoft Office applications and other technology tools used for planning, project management, data tracking, and reporting.

Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in Emergency Management, Political Science, Public Administration, Business Administration, or a related field.
  • Experience Requirement: Three (3) years of professional experience in emergency management or a first responder discipline. (All positions will require experience in a specific emergency management area such as planning, operations, community relations, or logistics.)
  • Education/Experience Equivalency: One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education. Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application. Licenses and certifications must be kept current as a condition of employment.

Application Deadline

This position is expected to stay open until Thursday, November 19, 2026. Please submit your application as soon as possible and no later than 11/19/26 at 11:59 p.m. to ensure consideration.
