Jasara plays a key role in supporting the realization of Saudi Vision 2030, particularly in delivering giga-projects and large-scale infrastructure developments.

We are seeking a Director for Contracts and Commercial (DCP/Gas Farms) to join JASARA PMC. The Director – Contracts and Commercial is responsible for leading the commercial, contractual, procurement, and financial oversight functions for District Cooling Plants (DCP) and Gas Farm assets and services. The role ensures commercial optimization, contract governance, lifecycle value realization, and risk management across the planning, development, transition, operation, and maintenance phases of critical utility infrastructure.

The Director serves as the commercial Subject Matter Expert (SME), providing strategic guidance on contracting strategies, supplier performance, commercial negotiations, cost management, and contract assurance to support safe, reliable, and cost-effective utility operations.

Key Responsibilities

Strategic Commercial Leadership

  • Develop and implement commercial and contracting strategies for DCP and Gas Farm infrastructure and services.
  • Support long-term business planning, investment decisions, and value optimization initiatives.
  • Provide commercial leadership for major utility projects, operational contracts, and strategic partnerships.
  • Advise executive management on commercial risks, opportunities, and market trends.
  • Ensure alignment of commercial activities with organizational objectives and budget requirements.

Contract Management and Governance

  • Lead the development, negotiation, award, administration, and close-out of contracts.
  • Establish contract governance frameworks, policies, and procedures.
  • Ensure compliance with organizational procurement and contracting requirements.
  • Manage contract variations, claims, disputes, and settlement negotiations.
  • Oversee contractor performance management and contractual compliance.
  • Ensure robust contract assurance and audit processes are implemented.

Commercial Management

  • Lead commercial evaluation of projects, services, and operational contracts.
  • Develop commercial models and business cases supporting investment decisions.
  • Monitor contract costs, commercial performance, and value realization.
  • Ensure effective cost control and budget management across assigned utility assets.
  • Identify opportunities for cost optimization and operational efficiencies.
  • Support tariff, pricing, and service cost analysis where applicable.

Procurement and Supply Chain Oversight

  • Direct procurement strategies for utility-related projects, services, equipment, and operational contracts.
  • Oversee tendering, bid evaluation, contract award, and supplier selection processes.
  • Ensure procurement activities achieve best value while maintaining quality and compliance.
  • Build strategic relationships with key suppliers and service providers.
  • Promote supplier performance improvement and contract efficiency initiatives.

Risk Management and Claims Management

  • Identify commercial, contractual, financial, and supply chain risks.
  • Develop mitigation plans to minimize commercial exposure.
  • Lead contract risk assessments and commercial due diligence activities.
  • Manage claims, disputes, and conflict resolution processes.
  • Support legal teams on contractual matters and dispute proceedings.
  • Ensure contractual obligations are clearly documented and enforced.

Asset Lifecycle Commercial Support

  • Support commercial activities throughout the asset lifecycle, including:
    • Planning and feasibility
    • Design and construction
    • Testing and commissioning
    • Operational readiness
    • Operations and maintenance
    • Asset renewal and replacement
  • Ensure commercial decisions support whole-life value optimization.
  • Participate in Stage Gate reviews and investment approval processes.

Financial and Performance Management

  • Develop commercial KPIs and performance monitoring frameworks.
  • Monitor financial performance, contractual obligations, and value delivery.
  • Support annual budgeting, forecasting, and long-term financial planning.
  • Provide executive reports and commercial insights to senior management.
  • Ensure achievement of financial and operational targets.

Stakeholder Management

  • Build effective relationships with internal and external stakeholders.
  • Engage with contractors, consultants, operators, suppliers, legal advisors, and government entities.
  • Represent the organization in commercial negotiations and strategic discussions.
  • Provide commercial advice to executive committees and project leadership teams.

Requirements

Education

  • Bachelor's Degree in Quantity Surveying, Commercial Management, Engineering, Business Administration, Finance, Law, or related discipline.
  • Master's Degree in Business Administration (MBA), Commercial Management, Finance, Engineering Management, or related field preferred.

Experience

  • 20+ years of experience in contracts, commercial management, procurement, or project controls.
  • Minimum 8 years in a senior management or leadership role.
  • Proven experience in utilities, energy, district cooling, gas infrastructure, industrial facilities, or large infrastructure projects.
  • Experience managing high-value service, construction, operations, and maintenance contracts.
  • Demonstrated success in commercial negotiations, claims management, and supplier relationship management.
  • Experience supporting major capital projects and operational utility assets.

Professional Certifications (Preferred)

  • MRICS (Member of the Royal Institution of Chartered Surveyors).
  • Certified Commercial Contracts Manager (CCCM).
  • Chartered Institute of Procurement & Supply (CIPS).
  • PMP or PRINCE2.
  • Certified Asset Management qualification (IAM/CAMA).
  • Relevant Commercial or Contract Law certifications.
