Frontier-Kemper-Tutor Perini joint venture is seeking a Construction Quality Manager to join our Manhattan Tunnel Project in New York, New York.

Frontier-Kemper-Tutor Perini joint venture was awarded the Manhattan Tunnel Project, part of the Hudson Tunnel Project (HTP). A $1.18 billion design-build contract from the Gateway Development Commission for the HTP which aims to enhance rail resiliency by adding two new tracks between New York and New Jersey and rehabilitating the storm-damaged North River Tunnel. The project includes designing and constructing twin 30-foot diameter, 700-foot-long tunnels under the Hudson River, connecting to existing tunnels beneath Hudson Yards, and an access shaft at 12th Avenue, later serving as a ventilation facility.

DESCRIPTION:

As a Construction Quality Manager (CQM) at Frontier-Kemper-Tutor Perini joint venture, you will have the opportunity to be responsible for implementing and administering the Construction Quality Management Plan (CQMP) during all phases of construction. The CQM serves as the primary field quality representative, ensuring construction activities comply with contract requirements, approved drawings, specifications, approved submittals, applicable codes and standards, and Owner quality requirements. The CQM coordinates with Project Management, Field Engineering, Superintendents, Design Management, Special Inspection Agencies, Testing Laboratories, the Engineer of Record (EOR), subcontractors, and Owner representatives to ensure quality requirements are effectively planned, inspected, documented, and verified throughout construction.

Construction Quality Administration

  • Implement and administer the Construction Quality Management Plan (CQMP) and support the Project Quality Management Plan (QMP).

  • Coordinate project quality activities with field operations and project management.

  • Monitor compliance with contract documents, specifications, approved submittals, RFIs, and design revisions.

  • Support quality audits and continuous improvement initiatives.

Field Quality Oversight

  • Perform field inspections to verify compliance with approved drawings and specifications.

  • Monitor critical work including slurry walls, shafts, support of excavation, deep foundations, structural concrete, reinforcing steel, waterproofing, shotcrete, utility work, and temporary works.

  • Verify hold points, witness points, and Inspection & Test Plans (ITPs) prior to work progression.

  • Participate in preparatory meetings, first-work inspections, and pre-pour meetings.

Technical Review & Compliance

  • Review drawings, specifications, shop drawings, RFIs, engineering bulletins, material submittals, and design revisions.

  • Verify construction uses the latest approved documents.

  • Coordinate technical quality issues with engineering and construction teams.

Inspection & Testing Management

  • Coordinate and oversee Special Inspection Agencies and independent testing laboratories.

  • Review daily inspection reports, laboratory reports, and test results.

  • Verify inspection frequencies and acceptance criteria are satisfied.

  • Maintain complete quality documentation and traceability.

Concrete Quality Management

  • Oversee concrete placement inspections, fresh concrete testing, temperature monitoring, cylinder fabrication, curing, and compressive strength verification.

  • Monitor compliance with applicable ACI, ASTM, and project specifications.

  • Coordinate concrete repair documentation and acceptance.

Material Quality Control

  • Verify incoming materials comply with approved submittals, material certifications, mill test reports, and Certificates of Compliance.

  • Maintain material traceability throughout procurement, installation, and turnover.

Nonconformance & Corrective Actions

  • Identify nonconforming work and prepare NCRs.

  • Coordinate root cause investigations and corrective actions.

  • Track NCRs through verification and closeout.

Documentation & Reporting

  • Prepare and review Daily, Weekly, and Monthly Quality Reports.

  • Maintain inspection logs, testing records, turnover documentation, deficiency logs, and quality metrics.

Stakeholder Coordination

  • Coordinate quality activities with the Project Quality Manager, Project Manager, Superintendents, EOR, Owner representatives, designers, subcontractors, and regulatory agencies.

  • Support owner audits, regulatory inspections, and project turnover.

REQUIREMENTS:

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field preferred.

  • 8+ years of quality management, quality control, field engineering, or construction inspection experience on heavy civil, tunnel, underground, transportation, or infrastructure projects.

  • Strong knowledge of construction quality systems, CQMPs, Inspection & Test Plans (ITPs), and quality documentation requirements.

  • Experience with structural concrete, deep foundations, support of excavation, shafts, tunnels, slurry walls, waterproofing, shotcrete, utility work, and temporary works.

  • Proficient in reviewing drawings, specifications, submittals, RFIs, and design revisions.

  • Knowledge of applicable codes and standards, including ACI, ASTM, and project-specific quality requirements.

  • Experience coordinating inspections, testing agencies, laboratories, subcontractors, engineers, and owner representatives.

  • Strong understanding of concrete quality control, material compliance, testing procedures, and material traceability.

  • Experience preparing NCRs, conducting root cause analysis, implementing corrective actions, and tracking closeout activities.

  • Excellent organizational, communication, problem-solving, and field inspection skills.

  • Proficiency with Microsoft Office and construction document management software.

  • Ability to work safely and effectively in active heavy civil and underground construction environments.

Preferred Qualifications

  • Professional Engineer (PE), ASQ, CQE, or related quality certifications.

  • OSHA 30 certification.

  • Experience with large-scale design-build or infrastructure projects.

  • Familiarity with ISO 9001 quality management principles.
