The Opportunity:

As a CACI Experienced Cloud FinOps Practitioner to establish and operationalize cloud financial management across the HTAP program's Google Cloud Platform (GCP) environment. This role bridges the program's technical teams, finance, and mission stakeholders to drive cost transparency, accountability, and continuous optimization. The individual will implement FinOps best practices, stand up cost allocation and deliver actionable insights that reduce cloud spend while preserving performance, security, and compliance

Responsibilities:

•    Establish and maintain the program's cloud cost management framework, aligning cloud spending with DoD financial policies and federal acquisition regulations (FAR).
•    Design and operate cost allocation, chargeback, and showback models using GCP Billing and BigQuery to drive cost accountability across HTAP technical teams and mission stakeholders.
•    Set budget baselines and forecasts, enforce spending policies and approval guardrails, and deliver monthly variance, trend, and anomaly analysis to program leadership.
•    Conduct cost optimization assessments across compute, storage, networking, and data services on GCP, driving right-sizing, committed use discounts (CUDs), and reserved capacity strategies while quantifying realized savings.
•    Define and monitor cloud efficiency KPIs (e.g., cost per workload, utilization ratios) and track optimization initiatives from recommendation through implementation.
•    Build real-time cost visibility through dashboards and automated alerts using Google Cloud Observability and FinOps tooling (e.g., Cloudability, CloudHealth, or equivalent).
•    Embed cost guardrails and tagging enforcement into Infrastructure as Code (Terraform) to control spend at deployment time and automate billing reconciliation and cost data integration with enterprise financial systems.
•    Advise engineers, architects, and mission owners on cost-effective architecture decisions, and lead FinOps training to foster a culture of cost awareness across Allied, partner, and US operations.
•    Ensure cloud spending meets federal compliance requirements (FedRAMP, NIST, DoD SRG) and prepare cost reporting to support leadership reviews and audit activities.

Qualifications:

Required:

•    US Citizen with an active TS/SCI security clearance.
•    Bachelor's degree in Finance, Accounting, Computer Science, Business Administration, or a related field.
•    FinOps Certified Practitioner (FOCP) certification from the FinOps Foundation.
•    5+ years of experience in cloud financial management, cloud cost optimization, or cloud financial operations.
•    3+ years of hands-on experience managing spend on a major cloud platform (Google Cloud Platform strongly preferred; AWS or Azure acceptable), including native billing/cost tooling and core services (e.g., Compute, object storage, managed Kubernetes, and cloud data warehouse).
•    Strong command of cloud pricing models, cost allocation methodologies, and financial forecasting.
•    Proficiency in SQL and Python for cost data analysis and automation, with working knowledge of Infrastructure as Code (Terraform).
•    Working knowledge of federal compliance frameworks (FAR, NIST, FedRAMP) and DoD financial policies.
•    DoD 8140 / 8570.01-M IAT Level II baseline certification (e.g., CompTIA Security+).
•    Google Cloud Professional Cloud Architect certification (or equivalent AWS/Azure professional certification); GCP preferred. If not currently held, must be obtained within 90–180 days of onboarding. [Moved from Desired to Required]

Desired:

•    Financial credentials such as CPA or CMA.
•    Hands-on experience with enterprise FinOps platforms (Cloudability, CloudHealth, or Apptio).
•    Experience with BigQuery and Looker for cost analytics and visualization.
•    Familiarity with AWS and Azure cost management for multi-cloud comparison and optimization.
•    Understanding of Agile and DevSecOps practices to align FinOps with the software development lifecycle.
•    Prior experience managing cloud costs in DoD, federal, or other highly regulated environments.
•
