Job Description
Purpose of the role
To provide data-led expert oversight and check and challenge on business and compliance matters to evidence that the organisation is operating in a compliance with Barclays legal, regulatory and ethical responsibilities.
Accountabilities
- Identification and assessment of compliance risks through thorough reviews of business activities, changes, processes, testing and systems to.
- Identification and investigation of potential market abuse, including but not limited to, Insider Dealing, Unlawful Disclosure, Market Manipulation or Anti-Competitive Conduct.
- Conduct investigation of compliance risk events or breaches. Oversight and check and challenge of corrective actions and preventative measures to avoid future occurrences.
- Implementation of compliance policies and procedures in line with regulatory requirements and ensuring that the bank’s internal policies are aligned with international standards, including jurisdictional requirements.
- Collaboration with 1LOD, other relevant Compliance teams and legal, and relevant risk management functions to facilitate a comprehensive approach to compliance and risk management.
- Identification, investigation and oversight of potential money laundering, terrorist financing or other financial crime.

Embark on an exciting opportunity with Barclays as a BX COO Business Oversight Compliance, in this role you will provide specialist compliance coverage across APAC for technology, cybersecurity, data, AI, business resilience, and third-party risk management including outsourcing and cloud services. The role requires leadership in managing relationships with COO teams and serving as the primary point of contact for key business activities, initiatives and general compliance advisory matters. It also involves supporting various bank-wide projects and regulatory developments in close collaboration with colleagues across other control functions, including the Chief Control Office, Legal, Operational Risk, Resilience, Information Security and other areas of Compliance.
This role provides timely compliance advice, regulatory guidance, independent oversight and effective risk-based challenge across regulatory, conduct and reputational risks. It supports sound compliance risk management by helping the business identify, assess and manage risks; implement appropriate controls; deliver the Compliance Plan; and demonstrate that activities meet Barclays’ legal, regulatory and conduct obligations. This role may also provide compliance support to the wider Compliance organization.
To be successful as a BX COO Business Oversight Compliance, you should have experience with:
- Providing day-to-day advice on compliance, conduct and reputational risks, including advice on Compliance Policy and Standards and regulations that apply to COO coverage.
- Serve as a regulatory and technical subject matter specialist and key compliance coverage contact for technology, cyber security, data, artificial intelligence, business resilience and third-party risk management (“thematic areas”) across APAC, building a comprehensive understanding of the APAC business landscape to provide effective oversight of these areas.
- Provide clear, practical and timely advice on business activities, strategic change, technology and business transformation, new capabilities and material risk matters, escalating significant concerns where appropriate. This includes providing compliance support in relation to regulatory enquiries, incident reporting and supporting audits and inspections.
- Provide independent, risk-based review and constructive challenge regarding the identification, assessment, acceptance and management of regulatory and compliance risks arising from the thematic areas. This includes reviewing and constructively challenging regulatory change gap analyses, risk assessments and local procedures.
- Support major growth initiatives and business change across APAC (including new and amended product approval and major strategic projects), including identification of relevant legal and regulatory obligations, governance expectations, controls, conditions and post-implementation actions.
