Job Description
Location: Central Office
Salary: up to $75,000.00, based on education and experience
Full Time /Part Time: Full Time
Work Schedule: Monday – Friday
Primary Hours: 8-5
Position Description:
The Application Developer I is responsible for involving the planning and development of applications and systems to support the business needs of an organization. This includes review and analysis of user functions and activities, evaluation of available resources and current systems, and the development of appropriate programs or systems. Works with users, management and others to identify and define long and short-range information services requirements.
Position Responsibilities/Essential Functions:
· Review and analyze business needs; collaborate with users to understand requirements.
· Implement program logic, screens, reports, and basic testing criteria based on provided designs.
· Write, test, debug, and document software components; follow established coding standards.
· Translate functional requirements into working code; prepare technical documentation.
· Perform unit testing and assist with integration testing; resolve basic defects with guidance.
· Participate in code reviews and structured walk‑throughs to learn best practices.
· Maintain existing applications by making enhancements and fixes.
· Identify opportunities for improved development patterns with guidance.
· Assist in evaluating prototypes, tools, and design techniques.
· Contribute to team collaboration, knowledge sharing, and problem‑solving.
· Being present at the office is an essential function of the job.
· Other duties as assigned.

· Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.
· Works effectively in team environment, participating and assisting their peers.
Minimum Qualifications:
Education and Experience requirements at this level consist of a bachelor's degree in computer science, management information systems, or related field; or 2-4 years of experience in applications development; or an equivalent combination of education and experience, substituting one year of experience in applications development for each year of required education.

Valued Knowledge, Skills and Abilities
· Working knowledge of C# and .NET, object-oriented programming principles.
· Ability to develop web applications using Blazor, React, or Angular.
· Understanding of relational database design, T‑SQL, and SQL queries.
· Familiarity with Git, Azure DevOps, CI/CD concepts.
· Basic understanding of RESTful APIs and integration patterns.
· Ability to troubleshoot routine issues with guidance.
· Effective communication for documentation and ITSM ticketing.
· Willingness to learn regulatory systems and compliance requirements.
· Preferred experience with .NET, C#, VB.NET, Blazor, T‑SQL, Git, REST APIs, WCF, JSON/XML, HTML/CSS, JavaScript, HL7, FHIR, GCP.
Physical Demands and Work Environment
OSDH considers in-office work environment to be the primary work arrangement. This position works in a comfortable office setting with a computer and telephone for a large percentage of the workday. This position requires long periods, up to eight hours per day, of sitting and working at a desk. The noise level in the work environment is usually mild. Occasional travel may be required.
