Position Description:
The Senior Division Business Analyst serves as a strategic business advisor and liaison to Division leadership, integrating technical, operational, and business information to support R&D investment and management decisions. The Analyst translates technical objectives into actionable, data-driven business plans and leads analysis of organizational processes, resources, priorities, and workflow.

Office Location: Wright-Patterson Air Force Base
Responsibilities and/or Success Factors:
- Liaise between Division leadership and cross-functional technical and business teams.
- Develop and support business strategies designed to improve operational efficiency and mission execution.
- Translate complex technical visions and R&D priorities into actionable business plans.
- Perform cost-benefit analyses supporting R&D investments, resource allocation, and project prioritization.
- Lead stakeholder requirements-gathering activities involving scientific and engineering organizations.
- Document and analyze business, functional, and technical requirements.
- Assess workflows, products, and processes to identify inefficiencies, risks, and improvement opportunities.
- Develop recommended process improvements and support implementation.
- Coordinate leadership engagements and events supporting R&D investment and prioritization decisions.
- Manage Division workflow processes and oversee receipt, dissemination, tracking, suspense management, and closure of taskers.
- Coordinate with leadership to establish OPR and OCR responsibilities.
- Provide senior-level analytical and organizational support across multiple simultaneous Division priorities.
Minimum Qualifications Including Certificates:
- Active Top Secret Clearance
- 7-10 years' Experience
- Advanced business analysis, strategic planning, operations, or R&D/program-management experience.
- Demonstrated ability to support senior leadership decision-making.
- Strong cost-benefit, requirements, process, and workflow analysis capabilities.
- Excellent facilitation, analytical, written, and oral communication skills.
- Ability to independently lead complex analytical efforts involving technical and non-technical stakeholders.
