JOB SUMMARY

Job Profile Summary

Develops, reviews and evaluates procedures and processes related to Product Quality to ensure efficiency and that internal and external expectations are met.  This includes evaluating monthly and semi-annual evaluations of ONEOK Management System (OMS) and site-specific procedures.  Leads the Logistics, GLO and Operations teams in RVP Blend Down.  Leads the mitigation and remediation of product quality, product compliance, and additive related events.  Provides expertise, data, and guidance for commercial projects that have an associated quality control aspect.  Use experience to analyze various quality control databases to find margin opportunities that would increase company's revenue.  Interpret and uphold ASTM and EPA regulations written within the procedures regarding sampling, testing, blending operations and product specifications. Seeks opportunities to lead the improvement of quality control initiatives based upon education, experience, and interest levels.

 

Regular use and/or application of theories/principles/concepts/techniques as obtained by higher education or equivalent experience.  Compiles, examines and analyzes information and selects best resolutions to issues of moderate complexity/scope and regularly exercises judgement within defined practices/procedures to determine objectives of assignments and appropriate actions. Works under normal supervision with general instruction on routine work, but more detailed instruction on new projects/assignments.  Work is generally reviewed for accuracy and overall adequacy.  Has authority to use latitude or make independent decisions regarding matters related to assignments and objectives. Failure to achieve results or erroneous judgements/recommendations may require the allocation of additional resources to correct or achieve goals.

Essential Functions and Responsibilities

  • Data Analysis, Processes & Procedures:
    • Responsible for the systematic development, review and evaluation of all OMS and site-specific procedures associated with product quality
    • Analyze and reviews monthly and semi-annual evaluation results with field locations, on procedures and processes related to quality control.
    • Utilizes the Quality Control change management process to communicate procedure and process changes to all affected stakeholders.
    • Annually, complete various on-site visits to discuss training, procedures and other items related to quality control and blending procedures and processes.

 

  • Spring Volatility Management (RVP Blend Down):
    • Leads the Logistics, GLO, and Operations teams transition from winter gasoline to summer gasoline throughout the company's system
    • Develops, implements, documents, and communicates daily blend down plans for each location during blend down
    • Analyzes potential daily blend opportunities during the Spring Volatility Management season in collaboration with Gas Liquids Optimization team.

  • Quality Control Incident Management & Mitigation:
    • Leads the mitigation and remediation of product quality, product compliance, and additive related events.
    • Conducts investigations to determine root cause of product quality, product compliance, and additive related events or process breakdown issues.
    • Communicates incident status to management and other stakeholders.
    • Compiles data and completes incident reporting documentation for mitigation and remediation of product quality, product compliance, and additive related events.

 

  • Commercial Projects:
    • Collaborates and attends meetings with internal stakeholders to develop and implement commercial project plans that have quality control aspects to them.
    • Provides analysis and guidance to stakeholders on potential margin capture projects that would increase company revenue.
    • Analyze the Quality Management Database (QMS), Laboratory Information System (LIMS) database, and other product quality test results for available margin that could be utilized to increase revenue for our blending programs.

 

  • Relationship Management & Systems Optimization:
    • Drawing on a solid understanding of the organization’s business operations and industry, analyzing the entire system to determine the impact of product quality downstream.
    • Provides shippers with product quality data, as necessary.
    • Answers quality specification questions received from internal or external stakeholders.
    • Resolves customer issues and develops longer term solutions to prevent recurrence.
    • Seeks opportunities to lead the improvement of quality control initiatives based upon education, experience, and interest levels.
    • Partners with Field Chemists to support Operations with sampling and testing.

 

  • Compliance:
    • Interprets and applies specifications regarding product quality.
    • Interprets and applies federal and state regulations regarding product quality compliance.
    • Analyze and review compliance-related issues brought forth by the Compliance Group with field locations, on procedures and processes related to our blending programs.
    • Routine evaluation of existing quality control procedures to ensure compliance requirements are met.

Education

  • Bachelor's Degree

Work Experience

  • 3-5 years related work experience preferred
