Position Summary:

The Public Access Program Coordinator provides technical, administrative, and stakeholder engagement support to Joint Region Marianas (JRM) for the implementation and management of the Public Access Plan (PAP) for culturally significant locations located on Department of Defense installations throughout Guam and the Commonwealth of the Northern Mariana Islands (CNMI). The position supports compliance with commitments established under applicable Programmatic Agreements (PAs), including the 2011 Programmatic Agreement for Military Relocation to Guam and the CNMI and other related cultural resources agreements.

This position serves as the primary coordinator or directly supports the designated Access Plan Coordinator (APC), for public access requests to historic properties, traditional cultural properties, and culturally significant locations located on military lands. Responsibilities include coordinating access requests with installation security personnel, facilitating site visits and escorts, supporting communication with the public and preservation agencies, assisting with outreach and public information efforts, and maintaining records associated with PAP implementation. The position also supports annual reviews and updates to the Public Access Plan, incorporating stakeholder feedback, site conditions, public safety considerations, installation security requirements, and resource protection needs.

The coordinator will possess strong organizational, communication, coordination, and problem-solving skills and demonstrate the ability to work effectively with military personnel, government agencies, cultural practitioners, preservation professionals, community members, and other stakeholders. The position requires professionalism, diplomacy, and the ability to balance cultural resources stewardship, public access, and military mission requirements.

Essential Job Duties:

  • Coordinate and process public access requests for culturally significant locations on JRM installations and support implementation of the Public Access Plan (PAP) and associated Programmatic Agreement commitments.
  • Coordinate with installation security personnel to facilitate access approvals, visitor requirements, security procedures, site escorts, transportation logistics, and safe public visitation to historic properties and traditional cultural sites.
  • Maintain PAP records, schedules, tracking systems, databases, and documentation associated with access requests, site visits, and program implementation.
  • Coordinate communication and stakeholder engagement among JRM, Guam SHPO, CNMI HPO, military personnel, cultural practitioners, applicants, consulting parties, and other stakeholders; prepare correspondence, reports, meeting notes, and briefing materials.
  • Support meetings, consultations, workshops, and coordination efforts, and facilitate timely responses to public access requests, inquiries, and stakeholder concerns.
  • Assist with public outreach, education, and awareness initiatives by coordinating notifications through public affairs offices, websites, libraries, media outlets, and other communication platforms, and by developing and distributing informational materials.
  • Support annual reviews and updates of the Public Access Plan by collecting and evaluating information related to site use, public interest, public safety, installation security, stakeholder feedback, emergency protocols, and resource protection needs, and by assisting with the development of tiered access procedures.
  • Assist with procurement and management of PAP materials and supplies, conduct occasional site visits and cultural resource condition monitoring, and coordinate with military personnel and project leadership to ensure compliance with security, public safety, and cultural resource protection requirements.

Decision Making:

  • Exercise independent judgment in prioritizing, coordinating, and implementing Public Access Plan (PAP) activities, access requests, stakeholder communications, and project tasks while ensuring compliance with applicable Programmatic Agreements, cultural resources requirements, and military installation procedures.
  • Evaluate public access requests and make recommendations regarding scheduling, logistics, visitor access, site suitability, public safety, installation security, and resource protection needs in coordination with JRM personnel, installation security staff, and project leadership.
  • Maintain accountability for the timely, accurate, and professional execution of program responsibilities, records management activities, reports, outreach efforts, and stakeholder coordination, while effectively communicating with military personnel, government agencies, cultural practitioners, applicants, and the public and resolving administrative, logistical, and access-related issues through sound judgment and problem-solving.

Conditions of Employment:

  • CSU pre-employment criminal background check.
  • Valid driver's license.
  • Must be able to obtain and maintain Department of Defense installation access credentials, including DBIDS or CAC.
  • Legally authorized to work in the United States by the proposed start date; visa sponsorship is not available for this position.
  • Must be willing and able to travel within Guam and the CNMI in support of project activities.
  • Must be able to conduct occasional field visits to culturally significant sites under varying environmental conditions.
  • Must comply with all CSU, Department of Defense, installation, and project-specific training and safety requirements.

Minimum Qualifications:

  • Bachelor's degree in Anthropology, Archaeology, History, Public History, Historic Preservation, Cultural Resources Management, Public Administration, Communications, Environmental Studies, or a closely related field.
  • Minimum three (3) years of professional experience supporting cultural resources, public outreach, stakeholder coordination, project administration, environmental compliance, or related programs.
  • Experience coordinating projects, meetings, stakeholder communications, or public engagement activities.
  • Demonstrated ability to communicate effectively, both verbally and in writing, with diverse audiences and stakeholders.
  • Experience preparing reports, correspondence, meeting summaries, and administrative documentation.
  • Strong organizational skills and ability to manage multiple priorities and deadlines.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, PowerPoint, and Teams.

Salary Range

$67,000 to $77,000
