职位目标

确保客户租赁的甲级写字楼内所有硬服务（机电 MEP）系统的安全、可靠和高效运行。作为 JLL 设施管理团队与外部维保供应商、大楼物业工程部、客户/JLL EDR（工程、设计与房地产）部门之间的主要技术接口人。在严格遵守客户和仲量联行健康、安全与环境（HS&E）标准及可持续发展倡议的同时，推动服务交付的持续改进，并保持高水平的客户满意度。

职责与任务

1. 硬服务运营与技术管理 (MEP 重点)

• 系统可靠性：监督客户专属楼层内机电系统（暖通空调 HVAC、电气、给排水、消防生命安全系统、楼宇自控系统 BMS）的日常运行与维护，确保设施设备的稳定正常运行及最佳性能。

• 供应商与大楼联络：担任以下各方的关键技术联系人：

  • 维保承包商：根据服务等级协议（SLA）/关键绩效指标（KPI）监控其表现，审查技术报告，并确保工作质量符合合同要求。

  • 大楼物业管理处：就基础建筑问题、公用事业中断及联合检查等事项，与业主的工程团队进行协调。

• 预防性与纠正性维护：协助制定计划性预防维护（如 52 周 PPM）时间表，并对纠正性维护请求做出快速反应。确保所有工单在计算机化维护管理系统（CMMS，如 Delphi+/Maximo）中得到及时记录、跟踪和关闭。

• 技术故障排查：为复杂的机电问题提供初级技术诊断，然后再升级给专家或供应商。验证承包商提出的技术解决方案，以确保其成本效益和可行性。

2. 沟通与合作

• 内部协作 (EDR)：与客户及 JLL 的 EDR 团队紧密合作，参与装修项目、小型改造及技术变更。确保所有工作符合建筑规范及客户标准。

• 用户支持：作为终端用户关于温度、照明或电力投诉的第二级升级处理点。能够将技术术语转化为清晰、易懂的语言，向非技术人员解释技术问题。

• 报告编制：编制周/月技术报告，突出系统状态、能源消耗、关键事件及供应商表现，供设施经理和客户审阅。

3. 健康、安全、环境与可持续发展 (HS&E)

• 合规性：确保所有硬服务活动严格遵守当地法规、JLL 全球 HS&E 标准以及客户的安全要求。

• 风险管理：定期进行现场巡检，识别潜在的安全隐患（电气、机械、消防）。主导或支持事故调查，并实施纠正措施。

• 可持续发展倡议：协助实施节能措施（如 HVAC 优化、照明改造）。监控公用事业数据，以支持客户的可持续发展目标，并报告碳足迹减少计划的进展。

• 作业许可管理：管理和审计所有承包商进行高风险活动（动火作业、高空作业、电气隔离）的作业许可证（PTW）系统。

4. 合同与成本管理

• 合同管理：协助设施经理管理硬服务合同。根据完成的工单和服务等级协议（SLA）的奖惩条款审核发票。

• 预算支持：为年度运营支出（OPEX）预算提供技术输入。通过提高能源效率或流程优化，在不降低服务质量的前提下，识别降低成本的机会。

• 采购支持：协助新技术供应商的招标过程，包括起草工作范围说明书（SOW）和评估技术标书。

5. 持续改进与质量保证

• 流程优化：定期审查运营工作流程以消除低效环节。实施来自其他 JLL 项目或行业标准的最佳实践。

• 审计准备：确保所有技术文档、维护记录和合规证书均为最新状态，并随时准备好接受内部/外部审计。

关键绩效指标 (KPIs)

• 系统正常运行时间：关键机电系统的可用性达到目标值。

• SLA 合规率：在约定的响应/解决时间内关闭的工单百分比。

• 安全绩效：零可记录安全事故；100% 符合作业许可证（PTW）及 HS&E 审计要求。

• 客户满意度：客户和终端用户对技术响应速度及沟通方式的正面反馈。

• 成本效率：项目在预算内交付；确认可核实的成本节约。

能力与要求

教育与认证

• 机械、电气或建筑设备工程专业的大学本科文凭或学位。

• 持有相关专业证书（如电工证、暖通空调认证、NEBOSH/IOSH 安全认证等）者优先。

经验

• 3 年以上设施管理经验，专注于商业高层建筑或企业办公室的硬服务/机电 (MEP) 领域。

• 拥有在综合设施管理（IFM）环境或直接为跨国公司（MNC）工作的经验者优先。

• 具备与大楼业主方沟通及管理技术供应商的经验。

• 对于优秀的机电背景应届毕业生可放开工作经验要求。

技术技能

• 深入了解 HVAC 冷水机组、空气处理机组/风机盘管系统、低压配电、BMS 逻辑及消防系统。

• 熟练使用 MS Office（Excel, PowerPoint）。

软技能

• 沟通能力：能够与不同的利益相关者（从技术员到高层管理人员）进行有效沟通。必须能够向非技术用户清晰地解释技术问题。

• 解决问题：具备强大的分析能力，能够诊断技术故障的根本原因。

• 服务意识：以客户为中心，积极回应用户咨询并更新问题状态直至解决。

• 适应能力：能够在紧急情况下承受压力并管理多项优先任务。

语言

• 流利的普通话；良好的英语读写能力（能够阅读、编制标准操作流程、技术手册并撰写工作报告）。
