We are seeking a District Grant Managers to join our Office of Education Innovation and Improvement at the Oregon Department of Education. This is a permanent position represented by the Service Employees International Union (SEIU).   

This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Employees approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office. 

 

What you will do! 

 

The primary aim of this role is to support grant making, reporting and monitoring processes for the Office of Education Innovation and Improvement, including, but not limited to, the continued implementation of the Student Investment Account (HB 3427), High School Success, Federal School Improvement (ESEA/ESSA), and Early Literacy Success (HB 3198). 
 

Typical duties include: 

 

  • Monitor grantee reporting, budget expenditures, and program data to assess progress towards outcomes and adherence to requirements. 

  • Provide technical assistance to grantees and district personnel on reporting systems (e.g. grant management system, Smartsheet, dashboards) and grant requirements. 

  • Develop and refine operational guidelines, procedures, and internal monitoring systems to ensure consistency across programs. 

  • Review and approve grantee plans, budgets, plan changes to ensure allowable use of funds and alignment with program requirements.

Minimum Qualifications (required) 

A Bachelor's Degree in Business or Public Administration, Behavioural or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and two years experience coordinating or administering a program 
OR 
Any combination of experience or education equivalent to five years of experience that typically supports the knowledge and skill requirements listed for the classification.

  • Funding and grant sources related to the program area of assignment.

This position will be in the Office of Education Innovation and Improvement (EII) and will report directly to the Director of Grants Management and Monitoring. The Office has a primary charge of implementing the Student Investment Account of the Student Success Act, High School Success, Federal School Improvement through ESSA, Early Literacy Success, and various other programs through the Integrated Guidance issued in April 2024. Equity is the driving vision behind the Student Success Act (HB3427). The Act makes significant investments in programs to support historically underserved students. Local and state level transparency and accountability are also embedded in the Act. The Office will be assigned additional duties and will integrate efforts across other ODE Offices and Divisions as they relate to aspects of the Student Success Act and other efforts to innovate and improve education in Oregon. The work of this office will impact local school districts, education service districts, professional associations, and other agencies involved in education programs in kindergarten through post-secondary education. Staff members will work with a variety of state agencies and individuals on educational program planning, curriculum development, professional development for teachers and administrators and compliance with federal and state laws/regulations.

  • The salary listed is the non-PERS qualifying salary range. If the successful candidate is PERS qualifying, the salary range will reflect an additional 6.95%.
