This position is to provide the Knowledge and Data Management Branch (KDM) of DEVCOM Chemical Biological Center located at Rock Island Arsenal, IL. KDM develops and maintains information systems for several government customers. The majority of the KDM mission supports the Joint Executive Program Office for Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND). This mission directly supports the acquisition programs for CBRN Equipment (CBRNE) for the Warfighter. KDM requires contractor support using non-personal services contracts to execute their mission of developing accredited information systems.
Western Door Federal is seeking a Software Developer – Intermediate at the Rock Island Arsenal, in Rock Island, IL. The objective of this work is to provide on-site support and be responsible for the day-to-day performance of the work/contract.
Responsibilities include, but are not limited to:
- Responsible for full-stack software development to include back-end database script artifacts (tables, indexes, functions, stored procedures, etc.), middle tier software code that moves data from databases, applies any business rules and responds to client requests, and client software that covers a wide range of user / data consumer interactions.
- Work under general technical direction, to develop, modify moderately to highly complex web-based applications.
- Design, code, test, debug, document, and maintain full stack web-applications.
- Work in a software development life cycle, apply security and vulnerability best practices, and require little or no instruction and guidance in performing routine tasks.
- Collaborate with other members of the DEVCOM CBC software development team, understand and implement change requests, have superb interpersonal and communication skills.
- Participate in team meetings with the government to improve understanding of the mission, tools, concepts, frameworks, and increase effectiveness in delivering software code.
- Develop and deliver C# and Microsoft .NET Software Code for DEVCOM CBC KDM. Includes proficiency with old and new Microsoft .NET Frameworks (.NET Framework, .NET Core, etc) There is legacy code that needs to be maintained. Some of the legacy code may need to be refactored, which may include re-writing to use newer framework versions.
- Work proficiently in the latest in library code for Microsoft .NET and demonstrate the ability to effectively apply Microsoft and other 3rd party library code written for .NET to delivered software code solutions.
- Develop and deliver Web Based Client Software Code for DEVCOM CBC KDM using HTML, JavaScript, CSS, and associated frameworks such as Bootstrap, jQuery, etc.
- Develop and deliver SQL Database Scripts for DEVCOM CBC KDM; includes developing SQL database scripts to create, remove, update database objects such as tables, indexes, stored procedures, user functions, etc. Scripts not only must account for changing the schema, but also transforming any data because of a schema change. Scripts must be written with database version control in mind. The IS solutions exist in several environments such as developer, test, staging and production on one or more devices. Therefore, the database in these environments may exist in various versions or states. Any developer or build machine should be able to run scripts from a given database version / state up to the latest.
- Review code based on the code review standards below "PRIOR" to request a code review. Regular, recurring, and continuous re-work within the AQL levels are cause for concern. Includes writing any applicable unit testing software code. Code review consists of software code that:
- Contains no errors or warnings using code analysis tools in use by the government.
- Passes builds and executes as intended.
- No style analysis errors or warnings.
- Passes all unit tests.
- Adheres to refactoring best practices. The government shall provide instruction, documentation, or publications. The standards are industry best practices for refactoring code and using published design patterns.
- Create, update, and deliver application documentation for DEVCOM CBC KDM. Application documentation includes any artifacts such as narratives, diagrams, flow charts, UML diagrams, etc that further describe design patterns, refactoring, of software code beyond comments, and inline documentation markup in the software code. All documentation will be evaluated for adherence to proper formatting, completeness, accuracy and ease of understanding.

- Application configuration guide
- User guide/documentation
- IA documentation
- Develop application documentation using GFP and government furnished software, stored and worked on government resources.
Basic Qualifications:
- Active Secret Clearance
- DoD 8570.01-M IAT Level I Certification
- Apply skills at a complexity level and velocity equivalent to three (3) years of paid experience in developing full stack web-based applications.
- Have effective technical, communication, skills, and experience to recommend design solutions and improvements that enhance the software cost, schedule, performance.

Western Door Federal is seeking a Systems Administrator in Rock Island Arsenal, Rock Island, IL. The objective of this work is to provide on-site support and be responsible for the day-to-day performance of the work/contract. Work under general technical direction, install, configure, and maintain operating systems, servers, and resources either in the government owned cloud, or servers.
Responsibilities include, but are not limited to:
- Perform software installation, upgrades to operating systems. Schedules and coordinates these activities with the KDM software development team ahead of time.
- Follow system accreditation and risk management controls and not compromise the system or cloud environment security accreditation.
- Monitor and tune the system / cloud environment to maintain optimal performance.
- Maintain the regular system backups and restores the system to pre-failure state or restoring data from backup media. This includes the entire system: Operating System(s), data, databases, software, any virtual machines, etc...
- Work in a software development life cycle, apply security and vulnerability best practices, and require little or no instruction and guidance in performing routine tasks and updating change management systems to document system changes.
- Provide recommendations, as needed, regarding hardware and system software planning and cost estimates.
- Collaborate with other members of the DEVCOM CBC KDM, understand and implement change requests, have superb interpersonal and communication skills.
- Participate in team meetings with the government to improve understanding of the mission, tools, concepts, frameworks, and increase effectiveness in maintaining government computer systems.

- Deliver and prepare hardware, software, and system audits. Must be cognizant of the security controls for the accredited system or systems under their control, and work the with government team lead on identifying, recommending, verifying, and reviewing audit log key/value pairs to report on.

- Monitor system performance data and compile a monthly performance report for the government.
- Communicate with the government team lead on the details of what data to collect, and the format of the report.
- Manage and store all system hardware, software license and maintenance agreements whether it for government server or cloud environments. The documentation shall include copies of invoices for purchases and license keys, subscription numbers, and login information to OEM or vendor systems to obtain entitlements. The documentation shall list this information and the location where the supporting documentation is stored. The storage location for the files should be in a government owned system or cloud environment and accessible to the government team lead, COR/ACOR, and any other government personnel determined to have valid need by the government.
- Prepare and deliver system failure after action report document to include root causes, corrective actions taken, and recommendations to prevent or expedite resolution of future failures.
- Maintain a Security Technical Information Guide (STIG) Checklist, for each system with an APMS record.
- Establish a checklist for daily/weekly/monthly systems checks and monitoring activity in accordance with established risk management and information assurance policy.
- Complete the checklist based on the frequency identified for the checklist and document the completion of re-occurring checks via automated or manual processes identified by the government
- Assist in testing the existing Contingency Plans to install and maintain systems and business operations in the event of a terrorist attack, natural disaster, or other significant disruption to continue operations at an alternate location.
- Update Operating Procedures Document to reflect changes in technology or evolving system restoration requirements.
Basic Qualifications:
- Active Secret Clearance.
- Information Assurance Technical level II (IAT II) certification: CCNA Security; CySA+; GICSP; GSEC; Security+ CE; CND; or SSCP.
- Apply skills at a complexity level and velocity equivalent to three (3) years of paid experience in system administration.
- Work under general technical direction, install, configure, and maintain operating systems, servers, and resources either in the government owned cloud, or servers.
- Ability to learn or already know the latest NIST controls, information assurance frameworks, and address them in practice, following the government's risk management plan, and CoOP.

- Deliver and prepare hardware, software, and system audits. Change requests are defined as any software system change. Source of change may include:
- Bug reports
- New customer requirements
- Regulatory mandated changes

- Project artifacts such as UML diagrams, and models, data flow diagrams, mockups, storyboards shall be documented in the government change management system as change requests.
- Change request work items are tracked in the government change management system, kept up to date with the latest requirements, work efforts, and project status reporting.
- Maintain deliverables, which include any planned / scheduled milestone dates such as test and release dates and kept updated to show the actual date of milestone completion.
- Prepare and deliver Software Test Plans for DEVCOM CBC KDM. The government requires test plans for associated software change requests that test whether the software code functions as the customer expects it and does not contain any STIG vulnerabilities.
- The test plans shall assess each change documented in the change request. They should be able to cross-walk to an item in the change request, so the customer is assured what they require is correctly being evaluated for the required functionality.
- Testers and software developers should be able to understand and follow the test plan.
- Prepare and deliver Software Documentation for DEVCOM CBC KDM. The government needs software documentation artifacts such as user guides, quick help guides, training slides, etc.
- The Software Documentation, will help the users of the software on how to use the software, troubleshoot and fix known issues, and train the users in any training sessions.
- The software documentation should be accurate with the latest version of the software and be timely for when any update is released, when the software functions differently than before.
Basic Qualifications:
- Active Secret Clearance.
- Apply skills at a complexity level and velocity equivalent to three (3) years of paid experience in business system analysis of complex applications.
- Work under general technical direction, analyze customer requirements, develop technical information system requirements, test plans, conduct user acceptance testing.
- Must be proficient, and able to work independently on developing information system design artifacts, such as process maps, UI wireframes, etc.
- Must have proven time and work management experience managing multiple customers, and changes for multiple information systems with little to no instruction and technical guidance in performing work.
- Experience in using database tools such as SQL Server Management Studio, or other DB client software to examine data in tables and understand database schemas and design.
- Experience with Business office software such as Microsoft Office
- Experience with diagraming tools and standards such as Balsamiq Mockups, Visio, UML, etc.
- Experience with Systems Development Life Cycle security and DoD Information Assurance controls in the Security and Technical Implementation Guidelines (STIG) applicable to Application Software.
