Vetting Officer
Permanent, Full Time
Location: Houston
As leading maritime safety and environmental experts, RightShip has an ambitious vision to expand its influence in safety, sustainability and crew welfare using the best new innovation, digitalization and data-focused solutions.
Reporting to the Operations Manager, Americas, the Vetting Officer is responsible for providing a full range of administrative support to the vetting team and for dealing with routine enquiries from RightShip customers, including Ship Managers and Charterers.
Major Responsibilities
- Act as the first point of contact for the Vetting team including daily monitoring and responding to e-mails and phone calls.
- Escalate critical issues as appropriate.
- Maintain the vetting database by receiving and inputting Port State Control and Incident data into the RightShip Platform in an accurate and timely manner.
- Review the quality of Root Cause Analysis, Corrective and Preventative Action plans submitted for Port State Control deficiencies, and if required engage with Ship Managers on the requirements for satisfactory close-out.
- Review the quality of investigation reports for incidents, adverse events, and if required engage with Ship Managers, RightShip customers on the requirements for satisfactory close-out.
- To assist, as directed by the regional operations manager, in supporting the Vetting Superintendents in relation to Vetting Operations.
- Manage routine vetting enquiries from external parties.
- Prioritize own workload, ensuring deadlines are achieved and a high quality of service to customers is maintained.
- Ensuring a high level of accuracy and data validation in respect of records maintained and tasks undertaken within the RightShip Platform System.
Qualifications, Skills & Experience
- Mandatory - Chief Mate or Second Engineer (CoC) and have sailed on International Trading vessels for a minimum of 5 years.
- Must be able to demonstrate a strong background in safety - Oil Major/Tanker background preferable.
- Incident Investigation / Root Cause Analysis Training highly desirable.
- Experience in the role of Safety Officer desirable.
- Practical knowledge of ship construction, ship structures, ship machinery, ship repairing, ships’ operations, chartering and Quality Management System.
- A good understanding of ship surveys and certification including PSC, USCG, Flag State Surveys.
- A good understanding of International Legislation relevant to shipping (relevant IMO and ILO regulations) and the Industry Practices and ISM Code, STCW.
- A thorough understanding of vessel operations including current industry standards and recommended best practices (such as put out by OCIMF, ICS, Dry bulk, Chemical and Gas vessels).
- Excellent IT skills including a working knowledge of Microsoft Office.

Position Description
Inspections Superintendent - China
Permanent Full Time
This role can be based in multiple locations in China
The Inspections Superintendent is responsible for maintaining and managing the quality of an effective and efficient vessel inspection system to service the needs of our customers.
We are currently only looking for Engineers, while we appreciate applications from Master Mariners, they will not be considered at this moment of time.
Major Responsibilities
INSPECTIONS
- As a member of the Inspections team, assist in the development and delivery of all inspections products.
- Ensure that inspections of vessels ordered by the owners/managers of vessels are undertaken in a timely manner, reviewed, and finalised in accordance with guidelines.
- Provide feedback on the quality of inspection companies.
- Assist with the investigation of any complaints received.
- Recommend changes to procedures to ensure Inspections integrate with the broader vetting function.
- Assess the quality of inspections and provide feedback about an inspector’s performance.
- Conduct assessment of DOC Holders to determine their conformance with relevant standards and their suitability for use by RightShip customers.
VETTING
- Perform vetting activities of barges and other type of vessels as per agreed RightShip’s and/or individual customer’s criteria
- Conduct assessment of DOC Holders to determine their conformance with relevant standards and their suitability for use by RightShip customers
- Carry out PSC / INC reviews as required
- Provide support to RightShip customers on their marine activities as requested
- Conduct review and assessment of Port State Control Inspection reports, Incident investigation reports and Customer Feedback reports
- Contribute to update RightShip Vetting platform using pro-active reporting from shipowners, RightShip customers and other identified sources
- Provide feedback / advice to the regional manager to identify the changes in rules / regulations in maritime to ensure readiness / compliance and development of RightShip standards and practices
- Provide support to respond to queries about RightShip activities (i.e. vetting, risk rating, GHG rating, Inspections, etc)
- Ensure that all correspondence with external parties and provided documentation is properly maintained and archived as per company procedures
Qualifications, Skills & Experience
- Master Mariner or Chief Engineer and have sailed in a senior capacity (Master/Chief Engineer/Mate) on International Trading Dry Carriers and Tankers for at between least 3-5 years sea time. Marine Engineers highly preferred.
- Shore based employment in a management capacity directly involved with the day to day technical and/or cargo operations of crude oil/petroleum product tankers. This could include service as Petroleum Terminal Superintendent responsible for loading and discharging ships, Tanker Cargo Expeditors and Classification Society Surveyors with demonstrable tanker operations knowledge
- Preferably have sat and passed the OCIMF/SIRE examination for tankers/gas/chemical inspections.
- Practical knowledge of ship construction, ship structures, ship machinery, ship repairing, ships’ operations, Chartering and Quality Management System. Including the ISM Code and safety Management Systems.
- A thorough understanding of ship surveys and certification including PSC, USCG, Flag State Surveys.
