PROGRAM OVERVIEW:

The Trust Youth Initiative (TYI) pilot is a “Cash Plus” model that combines unconditional direct cash transfers (DCTs) with optional supportive programming and services for 24 months to support young adults ages 16 to 21 to secure safe and stable housing. The “Cash Plus” approach recognizes that young people often face both financial and non-financial constraints to long-term housing stability and thriving. 

The Prevention Demonstration Pilot also functions as a “Cash Plus” model that combines direct cash transfers (DCTs) with optional supportive programming and services for 12 months that support young adults and youth aged 16-21 in an effort to prevent the experience of homelessness. The PDP will lead a systems navigation of three major youth serving systems: Education, Juvenile Justice, and the Foster Care system. 

Both the cash amounts and supportive programming will be delivered in coordination with Up Together, a national nonprofit that will deliver the cash payments to participants, and Larkin Street will help coordinate recruitment and deliver supportive programming and services to DCT participants. The supportive programming will include key components such as goal-based planning and budgeting, housing navigation, financial coaching, peer support, coaching, and provision of or connections to other services and opportunities (e.g., mental health counseling, education or career development opportunities). 

Program implementation will follow a model co-designed by national and local partners, including young people with lived expertise of homelessness, and will involve an implementation manual and training to support implementation quality and fidelity.

WHAT YOU'LL DO:

The Program Manager’s primary responsibility will be to coordinate, support, and ensure high quality implementation of the program, especially the optional supportive programming and services. The Program Manager will also serve as an additional representative in collaboration and learning with key stakeholders and departments to the Senior Director of Impact and other programmatic support roles in the agency. The Program Manager will also adapt services to and inform changes to the implementation model and manual over time in response to client feedback, evaluation findings and practice-based lessons about how best to respond to participants’ needs.

The Program Manager will work on a day-to-day basis and provide supervision to a Program Coordinator of the Prevention Demonstration Pilot and a Program Coordinator to the future iterations to the Trust Youth Initiative. Both Program Coordinators will provide direct support to participants in their receipt of cash and deliver optional supportive programming to clients as they navigate housing, health and wellness, education and employment outcomes. The Program Manager will play an essential role in ensuring strategies support client outcomes to the greatest extent and will receive support in strategy, partnership, and implementation from the Senior Director of Impact and Director of Research & Evaluation.

Your responsibilities:

PROGRAM OVERSIGHT AND IMPLEMENTATION:

• Manage all phases of the PDP program, ensuring that 25 youth are enrolled by August 2026 and supported through September 2027.
• Manage all phases of future DCT programming with anticipated launch of 1 additional program in early 2026
• Direct the adaptation and development of all program policies, procedures and continuously fine-tune the DCT pilot programs with the inclusion of key stakeholders.
• Oversee recruitment and referral coordination with external partners and LSYS staff.
• Monitor progress toward and lead learning of outcome goals

SUPERVISON AND TEAM LEADERSHIP:

• Directly supervise Program Coordinators and contribute to cross-functional supervision of Prevention Services Coordinators.
• Provide coaching, support, and professional development aligned with LSYS’s trauma-informed and equity-based values.
• Support team and supervisor with leadership and presence at all quarterly learning sessions, grant specific, and leadership level meetings in review of key outcomes, metrics, and strategies.

SERVICE COORDINATION AND CLIENT SUPPORT:

• Ensure consistent and high-quality service delivery including intake, engagement, onboarding, goal setting, case management, referrals and crisis response.
• Refine and adapt supportive programming and services to meet participants where they are at.
• Support team in connecting participants to housing-focused services such as benefits advocacy, education/employment supports, and Access Points.

PARTNERSHIP MANAGEMENT:

• Facilitate quarterly case coordination meetings with nonprofit and system partners.
• Foster collaborative relationships with referring agencies and city stakeholders. Contribute to LSYS’s referral network and leverage existing knowledge of service providers.
• Ensure warm handoffs, accurate data sharing, and strong cross-agency alignment.

DATA AND EVALUATION:

• Track program progress and client milestones in data systems per grant requirements.
• Ensure accuracy of DCT fund distribution and documentation in partnership with UpTogether.
• Collaborate with research/evaluation partners to uphold data integrity and support continuous improvement.

OTHER DUTIES AND RESPONSIBILITIES:

• Represent LSYS at funder meetings, community events, and system-level planning efforts.
• Support development and submission of progress reports, success stories, and compliance documentation.
• Assist with marketing and outreach materials related to program engagement.
• Attend training, internal meetings, and supervision as required.

• You have a working knowledge of trauma-informed and harm reduction service models and philosophies including Housing First Mental Health First Aid, Motivational Interviewing, Positive Youth Development, Harm Reduction, and Crisis Prevention.
• You are familiar with the City of San Francisco’s coordinated entry assessments and placement practices and procedures.
• You have advanced computer skills including word-processing, presentation making, database operations, spreadsheet management and other software systems; experience working in HMIS a plus. Ability to maintain and execute confidential information.

Under the guidance of the Program Manager, the Employment Specialist supports the Employment and Education needs of the Larkin Street clients. The Employment Specialist supports the approved curriculum of resume building, cover letter creation, self-esteem improvement training, and proper interviewing skills through one-on-one meetings.

• Participate in Monthly Larkin Street Academy Graduations, collaborating with the other workforce development, education, and Youth Force programs.

• Track clients progress in the workplace through regular communication with employment supervisors Housing Case managers, and maintain up-to-date records of job retention.
• Implement relationship-building strategies with employers including presentations, special events, employer acknowledgement, and networking.
• Assist in the design of promotional materials (monthly calendar, fliers, brochures, etc.) targeting potential employers, homeless youth, and social service agencies.

Under the guidance of the Operations Manager, the Safety Advocate provides a safe environment for clients, staff, volunteers, and guests of Larkin Street Youth Services. This role responds to on-the-ground crisis and emergencies to increase safety in and around Larkin Street’s housing programs, drop-in center, and offices. You will be joining a team that takes a trauma-informed perspective to their work. Safety Advocates de-escalate behaviors and risks with compassion and care.

• Monitor and anticipate potential safety and security problems, and attempts, through de-escalation techniques to prevent or defuse them before they become critical.

WHAT YOU'LL DO:

Under the direction and guidance of the Program Manager, you will be responsible for providing comprehensive, strength-based case management services to homeless and/or marginally housed transitional aged youth (ages 18-24). You will conduct a comprehensive evaluation of bio-psychosocial, emotional, educational, vocational and functional needs of young people; develop an individualized service plan in coordination with Larkin Street Youth Services continuum of care as well as leverages relevant community resources as needed.  The Case Manager II leads collaborative service planning and must have a thorough understanding of the stages of change and development. The Case Manager II must be comfortable providing services to clients outside of normal office settings, including but not limited to emergency shelter environments, congregate living housing placements, scattered site housing, and single room occupancy (SRO) placements throughout the city of San Francisco.

Under the guidance of the the Senior Director of Public Funding, the Contracts Analyst is responsible for ensuring that the contractual agreements for our programs are met and align with internal agency policies and procedures. This role provides strategic oversight for programs across the agency, serving as a key member of the public funding team. The Contracts Analyst collaborates closely with colleagues in programs, data, and finance to ensure that we consistently meet or exceed expectations.

• Lead quarterly contract monitoring meetings with colleagues from the programs, finance, and data teams to ensure that contract goals are met on time and within budget. Manage and facilitate brainstorming sessions and implement continuous quality improvement as necessary.
• Partner with the Senior Director of Public Funding to assess contract terms and conditions, addressing any compliance or reporting issues as they arise.
• Participate in regular meetings with program staff to gain insights into agency needs and emerging trends.

• Assist clients in understanding and overcoming social and emotional challenges.
• Conduct regular rounds of the facility (including bed checks and locker checks) and interact with clients to share information, provide supplies, and facilitate interventions.
• Ensure the safety of clients by controlling access to facilities and helping to ensure adequate health and safety standards are maintained throughout the facility.
• Perform minor janitorial and maintenance duties while reporting major facility issues.
• Respond to emergencies appropriately, including contacting appropriate staff, and interacting and cooperating with police, fire, and medical personnel as needed.
• Collaborate with other staff members to ensure the continuum of services for the clients.
• Maintain community resources including foodstuffs (communal dinners), laundry, etc.
• Stepping in to support staff with other tasks related to client wellness and safety as needed.

WHAT YOU'LL DO:

Under the guidance of the Program Manager, the Receptionist is responsible for is responsible for screening visitors, maintaining the space and image of as well as coordinating coverage of the entry and client service reception area, along with other minor activities at the reception area of the building.

This is a full-time position, eligible for full benefits.

Your responsibilities:

• Maintaining the safety of the site as well as providing ongoing administrative support and communication to the assistant manager, program manager, and building manager.
• Monitors the entrance of clients and staff, answers the facility telephone, maintains administration/reception desk and files, and performs data entry.
• Screens all visitors to confirm that they are eligible clients or authorized guests of building employees.
• Ensures visitors are escorted by staff at all times.
• Greet clients and visitors and direct them to the appropriate person(s).
• Assist in the maintenance of facility supplies.
• Act as vendor liaison.
• Responds to emergencies as needed.
• Fills out incident reports as needed.
• Reports violations of House Rules or Program Guidelines.
• Oversees and assists in coordinating coverage at front entry and lobby to ensure absolute security and cleanliness.

WHAT YOU'LL DO:

The Director of Client & Clinical Services will oversee and monitor the day-to-day operations of the Wellness Department, provide clinical consultation to Program Directors, Program Managers, and staff across programs, and work with the Division Director of Client & Clinical Services to deepen staff use of best practices across Larkin Street, including utilizing strengths-based approaches, Trauma-Informed Care, Harm Reduction, and Restorative Practices to address mental health and/or substance use challenges when serving unhoused and/or marginally housed Transitional Age Youth (TAY). The Director of Client & Clinical Services will provide clinical and administrative supervision to Wellness clinicians & interns, and will oversee referrals and assignment of clients, coordinate resource linkages, and perform administrative tasks related to program operations for the overall Wellness Department.

This position is full-time and eligible for full-benefits.

Your responsibilities:

• Assess training needs and provide clinical consultation and training to Program Directors, Program Managers, and staff across programs on a range of clinical topics relating to mental health and/or substance use challenges, harm reduction, and best practices for serving Transitional Age Youth (TAY) communities.
• Provide clinical and administrative supervision to Wellness clinicians and interns, including weekly individual and/or group supervision.
• Manage and triage waitlist for Wellness clinical services and match client referrals to Wellness clinicians and interns.
• Facilitate and coordinate Collaborative Case Conferences across Larkin Street to assist in determining next steps for clients presenting with mental health and/or substance use challenges.
• Update and distribute monthly Wellness and Harm Reduction newsletters to staff across Larkin Street regarding best practices, including highlighting of key community and resource updates.
• Co-facilitate virtual Mental Health First Aid trainings to agency staff and community partners throughout San Francisco.
• Work with Division Director of Client & Clinical Services to ensure effective coordinated service delivery, grant and contract compliance, and fiscal responsibility.
• Develop and sustain partnerships, including promoting contacts, working relationships, and cooperative programs between Larkin Street’s Wellness Department and other organizations involved in mental health, substance use, and harm reduction services serving TAY and adults, including with SFDPH, CBOs, and key providers in the TAY and Adult Systems of Care.
• Monitor and approve clinical notes, audit files, and complete general administrative tasks.
• Oversee the creation and ongoing maintenance of harm reduction kits for program sites, and ensure appropriate data collection and tracking adhering to internal agency policies and procedures.
• Promote collaboration and cross-training among teams throughout the agency. 
• Serve on the On-Call Clinical Consultation rotation.   
• Ability to travel independently throughout the community to Larkin Street’s various program and partner agency sites.

WHO YOU ARE:

• You have a Master's degree in Counseling, Psychology, Social Work, Social Welfare, or closely related field.  
• You hold a current California LCSW or LMFT license for a minimum of 2+ years and eligible to provide clinical supervision. 
• You have previous experience providing consultation and support to staff, including leading trainings on a range of mental health, substance use, and harm reduction topics.
• You have previous experience providing individual and group therapy, and psychoeducational groups with TAY, homeless and/or marginally housed individuals living with mental health and/or substance use challenges, and effectively utilizing crisis intervention and de-escalation skills, harm reduction strategies and motivational interviewing, and working collaboratively with multi-disciplinary teams. 
• You have excellent written and verbal skills, including engaging with diverse audiences.
• You bring lived expertise relevant to the BIPOC and/or LGBTQ+ TAY we serve and are passionate about serving marginalized communities, with bilingual in Spanish being a plus.

Under the guidance of the Program Director, the Housing Developer plays a critical role in securing and maintaining housing partnerships for Larkin Street Youth Services as the tenant. This position focuses on cultivating relationships with property owners, landlords, and community partners to ensure access to safe, affordable, and youth-appropriate housing options within the Transitional Living Program (TLP) framework.

This is a full-time position, eligible for full benefits.

Your responsibilities:

Housing Partnership Development

• Build and maintain strong relationships with landlords and property managers to secure units for Larkin Street Youth Services as the primary leaseholder.
• Negotiate lease terms and advocate for program needs, ensuring housing meets safety and suitability standards for youth participants.
• Mediate and resolve conflicts between property owners and Larkin Street, promoting positive and sustainable partnerships.
• Support with unit inspections as needed.

Client Centered Support

• Collaborate with case managers to align housing placements with individual youth needs and program goals.
• Educate youth on tenant rights and responsibilities within a transitional living context, fostering successful tenancies under Larkin Street’s lease.
• Support youth in accessing additional services that enhance housing stability and independence.

  Data and Compliance

•  Maintain accurate records of housing partnerships, lease agreements, and occupancy data using agency systems.

Leadership and Program Support

• Provide crisis management and on-call support to ensure safety and stability within TLP housing sites.
• Assist program managers with resource allocation, budget monitoring, and contract compliance.
