JOB SUMMARY

The Technical Studies Manager is a leadership position in the Environmental Planning practice at CSG. The Technical Studies Manager works under the direction of the Director of Environmental Planning and performs professional services involving Air Quality, Greenhouse Gas, Health Risk Assessments, Energy and Noise/Vibration assessments. This role combines high level technical expertise, with project management, business development and staff mentorship, primarily ensuring compliance with the regulatory frameworks set forth by CEQA and NEPA. The Technical Studies Manager will lead the Technical Services team, ensuring excellence, innovation and growth. This newly established position is the first step in creating our in-house Technical Services Team and we are looking for a technical specialist that has great interest in managing and leading the growth of this services group.

RESPONSIBILITIES

• Serve as the Technical Manager for specialized technical studies.
• Working with the Director of Environmental Planning, develop a Technical Studies Business Plan, which emphasizes goals and desired growth benchmarks in both the short- and long-term timeframe.
• Lead and review technical modeling for Air Quality (CalEEMod, EMFAC, AERMOD and HARP), Health Risk Assessments, GHG Emissions, Energy, and Noise/Vibration (TNM, SoundPLAN, RCNM, CadnaA).
• Prepare, review, and finalize technical studies, reports and environmental studies in compliance with CEQA/NEPA and local, state and federal regulations.
• Manage the Technical Studies team budget, financial performance and workload to achieve targets.
• Recruit, mentor, advise and provide feedback to staff, fostering a high performing and collaborative culture.
• Ensure requirements of CEQA are met by completing analysis and documentation within specific guidelines.
• Participate in proposal efforts, including developing scopes, budgets, qualifications and win themes for new project opportunities.
• Act as a key point of contact for key clients, maintaining relationships and ensuring satisfaction.
• Identify market opportunities to grow the technical services practice.
• Thorough knowledge of and demonstrated capabilities with written and verbal business English, spelling, grammar and vocabulary.
• Keen attention to detail.

QUALIFICATIONS

• Bachelor’s degree in environmental sciences, engineering, Geography, Planning or related field (or in process).
• Minimum 4 years of professional experience in air quality and/or noise compliance, including leadership and project management roles.
• Familiarity with federal, state and local air quality and climate change laws, such as the Clean Air Act, California climate change plans and programs such as Cap and Trade and the Scoping Plan, and local air agency permitting requirements.
• Deep understanding of the principles and practices of the environmental consulting industry, including CEQA and applicable processing requirements.
• Expert knowledge of modeling software in Microsoft Office Suite.
• Strong verbal and written communication skills, including experience presenting at public hearings or to clients.
• Possession and maintenance of a valid Class “C” California driver’s license with a satisfactory driving record is required.

WORKING CONDITIONS

• Primarily office-based and hybrid schedule with occasional travel to client sites and project locations.
• Working from an office/home or at a client’s office location may at times be required.

JOB SUMMARY

The Environmental Planner/Analyst is a junior to mid-level position in the Environmental Planning practice at CSG. The Environmental Planner/Analyst works under the direction of senior environmental planning staff and performs professional services involving project reviews in accordance with the California Environmental Quality Act (CEQA) and the National Environmental Policy Act (NEPA). The Environmental Planner/Analyst has responsibilities for project research, analysis coordination of Exemptions, Initial Studies, (Mitigated) Negative Declarations, EIR’s, special study assignments and streamlined environmental reviews. The position also provides opportunities to participate in business development.

RESPONSIBILITIES

• Serve as a lead analyst in support of Project Managers, with ongoing and increasing responsibilities in studies, analysis and working with clients.
• Ensure requirements of CEQA are met by completing analysis and documentation within specific guidelines.
• Gain practical knowledge of the environmental consulting industry.
• Provide assistance to Project Managers in the preparation, organization and production of CEQA documents.
• Incorporate sub-consultant reports and personal research and knowledge into appropriate sections of environmental documents.
• Communicate with various jurisdictions, agencies and sub-consultants to collect and verify information.
• Conduct field studies and land use surveys.
• Thorough knowledge of and demonstrated capabilities with written and verbal business English, spelling, grammar and vocabulary.
• Keen attention to detail.
• Ability to multi-task on assignments and to be flexible with the range of assignments.
• Desires to grow as an environmental planning professional and to learn all aspects of processes and analysis pursuant to the CEQA guidelines.
• Learn by example by becoming familiar with the types of environmental review and study examples on sites such as CEQAnet.
• Perform a wide range of duties to help fulfill the environmental services group’s growth and development. This may require contributions and roles on proposals, administrative and production assignments.
• Perform other related duties as required.

QUALIFICATIONS

• Bachelor’s degree in environmental sciences, Geography, Planning or related field (or in process).
• Minimum 2 years of professional experience or an internship with a government agency or firm in a field related to environmental analysis and reporting.
• General understanding of the principles and practices of the environmental consulting industry, including CEQA and applicable processing requirements.
• Technical competence and understanding of the one or more environmental specialties, such as land use, socioeconomics, earth resources, hydrology, air, noise, etc. This would include a general awareness of Appendix G of the CEQA Guidelines.
• Excellent writing and analytical skills and a great desire to grow and learn with each assignment.
• Background and understanding of the Microsoft Office Suite, including Word, Excel, PowerPoint, as well as Adobe a plus

The Principal Plan Check Engineer position is responsible for the technical review of construction documents related to new residential, multifamily, commercial, industrial, and other structures. Review drawings, calculations, soils reports and other documents for conformance with the requirements of the California Building Standards Codes and Reference Standards.  Uses engineering judgment to assess the adequacy of a design to address life-safety review, structural review, or other aspects of the code.  This position has a thorough knowledge of construction inspection and plan review protocols, policies, and procedures. 

RESPONSIBILITIES

• Strong understanding of California Building Standards Codes and Referenced Standards. 
• Responsible for the technical review of construction documents related to new residential, multifamily, commercial, industrial, and other structures.
• Review drawings, calculations, soils reports and other documents for conformance with the requirements of the California Building Standards Codes and Reference Standards.
• Uses engineering judgment to assess the adequacy of a design to address life-safety review, structural review, or other aspects of the code. 
• Have thorough knowledge of construction inspection and plan review protocols, policies, and procedures.

• Ability to suggest alternate forms of compliance with codes & ordinances. 
• Supervise a minimum of 2 Plan Check Engineers.

• Develop a working understanding of electronic plan check submittals, review, and various software systems and other applicable management tools. 
• Maintain effective working relationships with government agencies, civic organizations, architects, contractors, engineers, and the public. 
• Represent the department at internal and external meetings and exhibit sound judgment while representing CSG and its clients.  
• Stay current on legal and technical developments pertaining to building construction and codes.
• Function independently as an expert in matters of specialized code, rules, and policy. 
• Act as liaison between the plan check team and jurisdictional staff in facilitating smooth plan review process.
• Mentor, train, and support staff.
• May assign and review plan check workloads to other staff.
• Work towards obtaining and maintaining additional ICC Certifications as related to duties of the position.
• Perform other related duties as required. 

QUALIFICATIONS

• 10+ years reviewing plans for conformance to the California Building Standards Codes and Referenced Standards.
• Bachelor’s degree in engineering from an accredited college or university, or other degree, with a focus on Structural Design.
• Possession of a current PE California License is required. 
• Knowledge of principles and practices of engineering as applied to building design and construction. 
• International Code Council (ICC) Building, Electrical, Mechanical, Plumbing Plans Examiner Certification, or additional applicable ICC Certifications, or CASp Certification, as required for this role.
• Competency in, and effective use of computer systems such as: Microsoft Office Suite, Bluebeam & Bluebeam Studios, Microsoft Teams, Zoom, etc. to perform job responsibilities.
• Experience in management
• Ability to assume responsibility, interface and communicate effectively with both internal and external customers regardless of the level of technical expertise.

JOB SUMMARY

This position is under direct supervision of the Building Official or the Building Inspector Supervisor. Building Inspector inspects building and structures in all stages of construction. Building Inspectors shall be knowledgeable in the Building, Plumbing, Electrical, Mechanical and other codes and ordinances related to residential building construction and have the ability to review and understand construction plans.

RESPONSIBILITIES

• Perform field inspections of residential and limited commercial structures during various stages of construction and remodeling to assure compliance with applicable codes and regulations.
• Investigate and make reports on apparent violations of the applicable codes and regulations.
• Provide code interpretation to the client, building professionals & the public.
• Resolve problems and set priorities.
• Read and interpret building plans, specifications and building codes.
• Detect deviations from plans or specifications and standard construction practices.
• Maintain basic record keeping practices on paper or with a computer.
• Handle several tasks simultaneously while maintaining accuracy and attention to details in an environment of frequent interruptions.
• Work effectively with government entities, private interest, contractors and professional clientele.
• Understand and carry out oral and written directions.
• Perform other related duties as required.

QUALIFICATIONS

• Possess an International Code Council (ICC) Certification as a Building Inspector or one (1) International Code Council (ICC) trade specific certifications (i.e. plumbing, electrical, or mechanical). All licenses must be maintained as a condition of employment.
• 1+ years of experience as a building inspector with a private or public agency; OR 3+ years of experience in building construction related.
• Possess a high school diploma or GED.
• Excellent verbal and written skills.
• Working knowledge of Microsoft Office Suite (Word, Excel and Outlook).
• Possession and maintenance of a valid driver’s license with a satisfactory driving record is required.

WORKING CONDITIONS

• Require extensive physical exertion during on-site inspections.
• Require physical flexibility & dexterity, including the ability to continually stand, bend, stoop, reach, crouch and climb.
• Must be able to travel to client sites and/or job sites.
