JOB SUMMARY

The Code Enforcement Officer II is a journey level position on the CSG Code Enforcement career ladder that allows the incumbent to further learn and develop a more advanced level of knowledge in code enforcement and abilities as a Code Enforcement Officer. Under general supervision, incumbents perform a variety of office and field tasks to ensure compliance with State and local codes and regulations in support of a jurisdiction’s local code enforcement program. Officers will learn, reference, monitor and enforce a variety of applicable ordinances, codes, and regulations related to property maintenance, zoning and land use, nuisances, housing conditions, building and fire codes, health and public welfare, safety concerns, inoperable vehicles, business compliance, blight, graffiti, water waste, environmental or other neighborhood-related improvement issues, and other matters of public concern. They will serve as a resource and provide information on regulations to interested parties including property owners, tenants, businesses, the general public, other departments and divisions, and perform related work as assigned. Incumbents will conduct inspections, apply jurisdictional policies and specific methods, hone techniques of inspection and code compliance work, all in alignment with industry standards. Employees at this level are expected to perform with the same independence of discretion and judgment on matters allocated to the journey level. 

This position requires the ability to work independently and address a larger range of code enforcement duties, and successfully manage assigned code enforcement tasks. They will seek guidance from a Code Enforcement Supervisor on more difficult cases or matters requiring support. They will also prepare all necessary documentation, skillfully apply all relevant codes, increase proficiency with database materials and basic computer literacy, maintain an appropriate and professional temperament for the workplace environment, and the ability to assist, collaborate as needed, and work effectively with all co-workers and the public.

Positions in this class are flexibly staffed and are often filled by advancement from the Code Enforcement Officer I level if incumbents have met the minimum qualifications after gaining experience, obtained required certificates and training, demonstrate a level of proficiency that meets the qualifications of the higher-level class, and have displayed the ability to perform the responsibilities required at the higher performance level.

RESPONSIBILITIES

• Work respectfully and collaboratively with the public, jurisdictional staff, and CSG employees.
• Communicate effectively and in a timely manner with all parties.
• Maintain and provide accurate and timely file and record keeping with appropriately confidential or sensitive information for assigned code enforcement matters and CSG related duties.
• Enforce and abide by all laws, and may need to testify regarding code enforcement cases that have progressed to legal proceedings.
• Become proficient in the use of existing databases and resources utilized.
• Maintain and provide safekeeping for all assigned company and jurisdictional property.
• Adhere to all company and jurisdictional standard operating procedures and directives.
• Require driving to assigned locations and other assigned sites.
• Perform other related duties as required.

QUALIFICATIONS 

Required

• A high school diploma or GED equivalent. 
• Possession and maintenance of a valid Class “C” California driver’s license with a satisfactory driving record is required.
• Experience as a Code Enforcement Officer for a minimum of one (1) year or more, and / or with supplemental experience working with the public in planning, law enforcement, building, or other related fields with transferable skillsets. 
• Pass and obtain a PC 832 Certification from an accredited college or law enforcement agency within six (6) months of placement into this position. 
• Must acquire a Certified Code Enforcement Officer Certification (Module 1, 2, and 3), as represented by the California Association of Code Enforcement Officers (CACEO) or the International Code Council (ICC) or American Association of Code Enforcement (AACE), or other certifying agency within two (2) years. 
• Must be able to carry out the job requirements as a Code Enforcement Officer II.

HIGHLY PREFERRED

• Possess a Certified Code Enforcement Officer Certification, as represented by CACEO, AACE or ICC.
• Additional education with completion of an accredited technical school or college level program in code enforcement, building inspection, plan review, police sciences or a closely related field.
• An Associate of Arts (AA) in Code Enforcement from an accredited educational institution.
• Experience as a Code Enforcement Officer I for a minimum of two (2) years, with supplemental experience in the building trades, planning, or other law enforcement professions considered.
• Background and competency of the Microsoft Office Suite, including Word, Excel, and PowerPoint.
• Strong critical thinking skills and ability to make creative and solutions-oriented decisions.
• Strong interpersonal skills and effective communications skills.

JOB SUMMARY

The Regional Plan Check Manager is responsible for overseeing the plan review process within a designated region. This role involves managing a group of plan checkers, ensuring that building designs, construction plans, and development projects comply with local, state, and federal regulations. The Regional Plan Check Manager coordinates assigned activities with clients, regulatory bodies, and internal teams to ensure timely and accurate plan reviews, while also improving efficiency and maintaining high standards of quality and compliance.

RESPONSIBILITIES

• Lead and supervise the regional plan check group ensuring a timely review of construction plans for compliance with building codes, local ordinances, and safety regulations.
• Provide training, mentorship, and guidance to the plan check team to maintain high standards of work.
• Stay updated and guide the team on changes to local, state, and federal building codes, and standards.
• Serve as the subject matter expert on regulatory requirements, providing guidance to both internal teams and clients on code-related issues, technical standards, and code interpretations.
• Serve as a point of contact between clients and CSG ensuring that the plan review process is efficient, minimizing delays while maintaining a high standard of quality and compliance.
• Collaborate with City officials, developers, architects, and engineers to facilitate the plan review process, providing clear communication and updates on project status.
• Represent the department at various internal and external meetings, local chapter meetings, and industry events
• Conduct plan checks on commercial, industrial and residential structures, review plan calculations, reports and other documents for compliance with the adopted codes and ordinances.
• Review complex or high-priority projects personally.
• Conducting periodic check-ins with clients either virtually or in-person.
• Conduct pre-submittal meetings with regional clients on high-priority projects.
• Coordinate with the internal team to address client concerns and resolve conflicts.
• Recommend improvements and modifications to plan reviews and operations in the department.
• Recommend quality control measures to the Director to ensure that all reviewed plans adhere to company standards and regulatory requirements.
• Monitor key performance indicators (KPIs) related to plan review timelines, accuracy, and client satisfaction, and report on progress to the Director.
• Conduct periodic audits of completed plan checks to ensure consistency and compliance across the team. Resolve any issues that arise.
• Participate in staff selection and implementation of discipline procedures.
• Supervise (minimum 2) plan check engineers or examiners.
• Maintain client jurisdictional data sheets and ensure the internal team is up to date with the latest client requirements.
• Coordinate with developmental review technicians to resolve conflicts and ensure proper processing of plans and documents to client’s satisfaction.

QUALIFICATIONS

• Bachelor’s degree in Civil Engineering, Structural Engineering, Architecture, or a related field.
• 10 years’ experience in plan review, building code compliance, or engineering design, with 3 years’ experience in a supervisory or leadership role.
• Must possess multiple International Code Council (ICC) Certifications, including Certified Building Plans Examiner. 
• Additional Certifications Desired: ICC Commercial Building, Mechanical, Plumbing and Electrical Inspection, CASp.
• Possession of a current PE California License is required. Possession of a current SE California License is desired.   
• In-depth knowledge of local, state, and federal building codes, and regulations.
• Strong project management skills, with the ability to manage multiple projects and deadlines.
• Excellent oral and written communication skills, with the ability to work effectively with clients, regulatory agencies, and cross-functional teams.
• Principles and practices of supervision, training, and performance evaluations.
• Ability to resolve internal or external conflict and issues with tact.
• Proficiency in electronic plan review software, permitting systems, and Microsoft Office Suite.

JOB SUMMARY

This position is under the direction of the Building Official, supervise, evaluate, train and coordinate the work of building inspectors performing inspection work in all phases of construction, alteration, and repair for compliance to approve plans, specifications, and state and local codes; to perform the more difficult or problem inspections; and to perform related work.

RESPONSIBILITIES

• Perform field inspections of industrial, commercial and residential buildings during various stages of construction and remodeling to assure compliance with applicable codes and regulations. 
• Make field inspections when difficult enforcement or public relations problems arise or as directed by the Building Official.
• May supervise, assign, and lay out the work of construction inspectors engaged in the inspection of residential, commercial, industrial, and other buildings for conformance to Building Code.
• Check methods of construction and quality of materials at building sites.
• Investigate and resolve complaints.
• Make recommendations for corrections and confer with contractors and builders to resolve violations of building and related codes. 
• Train, instruct, and evaluate inspectors in the proper procedures and techniques of inspection and the application and interpretation of Code provisions and departmental policies.
• Provide plan checking services for compliance with applicable codes for minor projects, including, but not limited to, residential additions and accessory structures, and commercial, industrial tenant improvements.
• Detect deviations from plans or specifications and standard construction practices. 
• Handle several tasks simultaneously while maintaining accuracy and attention to details in an environment of frequent interruptions.  
• Perform other related duties as required.

QUALIFICATIONS

• Possess an International Code Council (ICC) Certification as a Combination Building Inspector – Residential and Commercial.
• Possess an International Code Council (ICC) Certification as a Residential Plans Examiner or ICC Commercial Building Examiner is preferred. All licenses and certificates must be maintained as a condition of employment.
• 10+ years of experience in Building Inspection with a private or public agency is preferred.
• 5+ years of experience as a Building Inspector II or equivalent. 
• Possess a high school diploma or GED.
• Excellent verbal and written skills.
• Working knowledge of Microsoft Office Suite (Word, Excel, and Outlook).
• Possession and maintenance of a valid Class “C” California driver’s license with a satisfactory driving record is required.

Review drawings, calculations, soils reports and other documents for conformance with the requirements of the California Building Standards Codes and Reference Standards.  Uses engineering judgment to assess the adequacy of a design to address life-safety review, structural review, or other aspects of the code.  This position has a thorough knowledge of construction inspection and plan review protocols, policies, and procedures.

• Strong understanding of California Building Standards Codes and Referenced Standards. 
• Responsible for the technical review of construction documents related to residential, multi-family, and commercial construction.
