Immigration Program Manager (Snr Specialist II, People Services

The Immigration Program Manager will serve as the strategic owner of ASM’s U.S. immigration program, with primary accountability for program design, risk management, vendor governance, and long‑term scalability. The position exists to ensure that ASM can reliably attract, retain, and support critical talent in a complex and evolving regulatory environment, while reducing organizational risk, leader escalation, and operational dependency on individual judgment. The successful candidate will operate as the single program owner for U.S. immigration, partnering closely with Legal, Talent Acquisition, People Partners, Global Mobility and external counsel. 

Essential Duties & Responsibilities 

Strategic Immigration Program Leadership 

• Act as the end‑to‑end owner of ASM’s U.S. immigration program, including strategy, governance, procedure, prioritization, and decision authority. 

• Design, maintain, and evolve immigration policies and operating standards aligned to business needs, workforce planning, and regulatory realities. 

• Serve as final decision authority on complex or high‑risk immigration matters, including visa strategy, exceptions, and escalation paths. 

• Establish clear decision frameworks to balance business urgency, employee experience, compliance, and long‑term risk. 

• Monitor U.S. immigration trends, enforcement posture, policy changes, and industry benchmarks; proactively translate impact for leaders. 
  
  
• Provide timely, accurate and empathetic guidance to employees, managers, and stakeholders on international transfers, relocations and immigration impacts on employment decisions.
   
• Support employees through immigration milestones, documentation needs and compliance touchpoints. 

Vendor Governance & Performance 

• Own the relationship with external immigration counsel and related vendors. 

• Define, implement, and enforce service‑level expectations, success metrics, escalation thresholds, and reporting cadence. 

• Lead quarterly and monthly governance reviews focused on quality, timeliness, risk indicators, and employee experience. 

• Drive continuous improvement in vendor processes, intake discipline, communication standards, and technology integration. 

• Partner with Legal and Procurement on contract structure, renewals, and performance remediation as needed. 

Immigration Strategy & Workforce Enablement 

• Partner with Talent Acquisition & Global Mobility to define sponsorship eligibility guardrails, early risk assessment, and candidate disposition standards. 

• Provide immigration strategy guidance to leaders during hiring, internal transfers, promotions, and workforce planning. 

• Support People Partners and managers with clear guidance on timelines, constraints, and trade‑offs to reduce ad‑hoc escalation. 

• Act as a trusted advisor to employees navigating complex immigration journeys, ensuring consistency and transparency. 

Executive Partnership & Change Management 

• Prepare and deliver immigration program updates, risk assessments, and roadmap proposals to senior leadership. 

• Influence leaders through data, structured options, and clear articulation of risk and impact. 

• Lead expectation‑setting through education, communication, and upfront transparency to reduce escalation culture over time. 

• Drive program maturity through documentation, role clarity, and scalable operating models 

• Advise on complex cases or escalations requiring legal interpretation or executive decision-making. 

Compliance, Risk and Audit Readiness 

• Own the strategic direction of ASM’s I‑9 program, including vendor oversight, audit readiness, raid readiness, remediation standards, and process improvement. 

• Partner with Legal and People Compliance teams to ensure defensible documentation, data integrity, and regulatory alignment. 

• Anticipate and mitigate compliance risks proactively. 

• Establish repeatable controls that reduce dependence on manual intervention or tribal knowledge 

• Monitor federal and state regulatory changes affecting immigration, mobility and employment compliance, recommending timely updates to practices and documentation. 

Required Qualifications 

• Bachelor’s degree in Human Resources, Business Administration, Law or related field.
   
• 7+ years of immigration experience, including demonstrated program ownership responsibility.  Strong knowledge of US immigration regulations, employment eligibility verification and audit / compliance principles. 

• Proven ability to operate as a senior decision authority in complex, high‑volume immigration environments. 

• Strong experience managing and holding external legal counsel accountable through metrics and governance. 

• Demonstrated success partnering with executives, Legal, Talent Acquisition, and People leaders. 

• Exceptional judgment, communication, and stakeholder management skills. 

• Ability to manage multiple priorities and successfully work cross-functionally. 

Preferred Qualifications 

• Prior experience leading immigration programs through periods of rapid growth or regulatory disruption. 

• I‑9, E‑Verify, or audit leadership experience. 

• Immigration law, paralegal certification, or equivalent practical expertise. 

• Experience designing scalable operating models rather than solely executing cases.

Position Summary 

The HR Systems Analyst, HRIS & Payroll, is a hybrid role responsible for supporting enterprise HR systems, providing functional payroll expertise, and delivering high-quality HR operational support across the employee lifecycle. This position combines HRIS configuration and reporting responsibilities with hands-on payroll support, data management, troubleshooting, and cross-functional guidance for employees and managers.   

This role partners closely across functions to ensure system accuracy, optimize processes, and maintain compliance with regulatory requirements. The ideal candidate is detail-oriented, technically strong, customer focused, and comfortable balancing recurring operational work with project-based systems enhancements. 

Essential Duties & Responsibilities 

HRIS Functional Support 

• Provide day-to-day support for HR systems, including SAP SuccessFactors, Dayforce, Greenhouse, Enboarder, CultureAmp and related tools.  

• Configure, maintain, test, and troubleshoot system functionality.  

• Support HR processes across the full employee lifecycle (hire, onboarding, transfers, promotions, separations).  

• Serve as a subject matter expert for system workflows, data structures, permissions, and reporting logic.  

• Maintain data accuracy, support corrections, and monitor interface health with IT. 

Payroll Processing & Support 

• Serve as a functional payroll SME supporting accurate and timely payroll processing.  

• Validate payroll inputs such as new hires, terminations, rate changes, bonuses, deductions, and corrections.  

• Partner to reconcile variances, resolve discrepancies, and ensure compliance with federal, state, and local wage/tax regulations.  

• Enter, audit, and maintain payroll-related data in applicable systems  

• Respond to payroll inquiries with accuracy, professionalism, and urgency.  

• Support payroll year-end activities, audits, payroll reporting, and employee file maintenance. 

System Enhancements & Projects 

• Participate in HRIS project work, enhancements, implementations, and quarterly SuccessFactors releases.  

• Translate business requirements into functional specifications; assist IT in review and testing.  

• Review new system features and support demonstrations and training for HR and business users.  

• Identify opportunities for automation, simplification, and improved user experience. 

Reporting, Data & Analytics 

• Build, maintain, and optimize HR and payroll reports.  

• Conduct audits to ensure data quality, compliance, and alignment across systems.  

• Provide insights and data analyses to HR, Finance, and leadership.  

• Support compliance audits, SOx activities, and data-related inquiries. 

Testing, Release Management & Documentation 

• Create functional test scripts, execute UAT, and document results.  

• Support testing cycles tied to enhancements, integrations, and cyclical HR events.  

• Maintain updated system documentation, job aids, and knowledge-base articles. 

User Support & HR Operations Support 

• Provide excellent customer service to employees and managers, ensuring timely and accurate resolution of inquiries.  

• Support onboarding, HR policy interpretation, immigration questions, and People Services operational programs.  

• Promote consistency in HR processes and reinforce compliance standards. 

Security, Compliance & Collaboration 

• Support maintenance of HR system security roles and participate in periodic access audits.  

• Ensure compliance with company policies, data privacy, payroll regulations, and HR governance.  

• Collaborate with People Partners and Centers of Excellence to ensure data integrity and process alignment. 

Continuous Improvement 

• Stay current on SuccessFactors releases, best practices, and payroll regulatory changes.  

• Recommend process improvements to enhance data quality, system efficiency, and user experience.  

• Assist with global HR initiatives, process standardization, and system maturity efforts. 

Required Qualifications 

• Bachelor’s degree in Human Resources, Business Administration or related field. 

• 2+ years supporting enterprise HRIS platforms  

• Hands-on experience in HRIS configuration, reporting, data management, and issue resolution.  

• Strong analytical, troubleshooting, and data validation skills.  

• Excellent communication skills with the ability to collaborate across functions. 

• Ability to manage multiple priorities with strong customer service focus.   

• Proficiency with Excel. 

Preferred Qualifications 

• Basic knowledge of payroll processing, wage/tax compliance, and payroll systems (Dayforce, ADP, Paychex, Insperity, etc.).

This position is a paid internship that is expected to start January/February 2027 and continue through April/May 2027. The duration will be 12 weeks, full time and on-site.
