The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) Office of the Chief Information Officer (OCIO) is seeking a Windows System Administrator to support design, deployment, modernization, and operations of Windows Server–based workloads hosted in Google Cloud Platform (GCP). This role will partner with infrastructure, security, and application teams to deliver stable, secure, automated Windows environments, with strong emphasis on scripting, virtualization, and identity integration.

Job Responsibilities and/or Success Factors

• Cloud-hosted Windows engineering:
  • Build, configure, and operate Windows Server workloads in cloud environments (preferably GCP) including image standards, patching patterns, performance tuning, and availability design.

  • Administer and troubleshoot Windows Server environments.
    
    
• Identity & access integration:

Education and Minimum Qualifications

• 5+ years hands-on experience administering and supporting Windows Server in enterprise environments (mid-level profile).
• Strong experience with PowerShell for administration and automation.
• Practical experience with Active Directory (AD) and Group Policy administration in production environments.
• Experience supporting Backup & Recovery, Disaster Recovery, and Monitoring practices for Windows workloads.
• Ability to operate in mixed environments where Linux is often required alongside Windows (triage, interoperability, handoffs).
• Strong troubleshooting skills, documentation discipline, and ability to collaborate across infra, security, and app teams.

Desired Qualifications

• Experience running Windows workloads on Google Cloud Platform (GCP) (Compute Engine, networking patterns, IAM integration concepts).
• Google Cloud certifications (any relevant certification is a plus).
• Experience applying STIG (Security Technical Implementation Guide) baselines and supporting compliance/hardening validation for Windows systems.
• Experience implementing or contributing to Infrastructure as Code (IaC) and automation pipelines for Windows platforms.

Position Description:
This position is responsible for supporting National Oceanic and Atmospheric Administration’s (NOAA's) Internal Risk Management Program (IRMP) by designing, implementing, and maintaining comprehensive insider threat detection and mitigation capabilities. The Insider Threat Program Analyst will develop and operationalize policies, systems, and practices to detect, deter, and respond to potential insider threats within NOAA's workforce, including government employees, contractors, and uniformed services. Responsibilities and/or Success Factors: Program Support and Internal Risk Operations

• Support development and implementation of a comprehensive Internal Risk Management Program (IRMP) that detects, deters, and responds to insider threats across NOAA’s workforce, including employees, contractors, and uniformed personnel. 
• Assist with crafting and maintaining internal risk/insider threat policies, procedures, and governance artifacts; ensure alignment with federal directives and NOAA policy. Data Integration and Analytics 
• Consolidate and analyze security data from multiple sources (e.g., cybersecurity telemetry/SIEM, User Access Management (UAM), Human Resources (HR), physical access, case management, and lawful external data) into a cohesive risk picture that provides actionable insights to leadership. 
• Develop analytic methods and behavioral indicators; produce dashboards and routine analytical products to inform risk prioritization and mitigation activities. 
• Monitor system integration performance and data quality; recommend improvements to achieve target integration milestones and performance metrics. Case Management and Incident Response 
• Execute insider threat reporting and response procedures; triage, document, and track matters in the IRMP HUB case management tools; coordinate formal referrals and follow-up actions.
• Support insider threat incident investigations, response, and mitigation; document timelines, actions, lessons learned, and protocol adjustments. 
• Meet timeliness standards for incident documentation and reporting (e.g., initial reporting within three business days) and ensure evidence handling aligns with applicable policy. Training, Awareness, and Culture 
• Develop and deliver insider threat and internal risk training and awareness content; assess training effectiveness via post-training surveys and performance metrics. 
• Drive adoption of best practices to embed a proactive, ethical, and privacy-aware internal risk culture across NOAA; tailor content to roles and mission contexts. 
• Maintain training artifacts and schedules; recommend continuous improvement actions based on feedback and outcomes. Research Security and Compliance (NSPM-33) 
• Support development and implementation of research security protocols and compliance measures to protect sensitive research and deter foreign interference.

Position Description: 

Arlo Solutions is seeking a highly skilled Critical Technology Protection (CTP) Analyst to support the Information Acquisition Protection (IAP) directorate to provide subject matter expertise in the development, coordination, and implementation of Acquisition Security policies and initiatives across the Department of War (DoW). The selected candidate will play a key role in addressing systemic challenges that limit the DoW’s ability to safeguard against loss or compromise of critical information and capabilities. This position requires exceptional policy development, stakeholder coordination, and communication skills to support strategic CTP objectives and senior leadership decision-making.

Position Overview:

The Narcotics and Transnational Crime Support Center (NTC) provide tailored intelligence and operational analytic support to U.S. and interagency partners combating drug trafficking and transnational organized crime (TOC) networks. The CD/TOC Network Analyst’s role is to synthesize law enforcement, intelligence, and open-source data to illuminate, disrupt, and support the dismantling of priority threat networks that endanger U.S. national security and public safety. The CD/TOC Network Analyst will focus on geographic or functional target sets as required (i.e., narcotics trafficking, terrorism, money laundering, cryptocurrency, weapons trafficking, Dark Net/cyber enabled threats, and other transnational organized crime) and will fuse large amounts of all-source intelligence and law enforcement agency (LEA) data into actionable intelligence products that support tactical and operational efforts for LE and IA mission partners.

Responsibilities and/or Success Factors:

• All-Source Network Analysis: Conduct entity-level, all-source, all-domain network analysis of global drug issues to include TOC, CD, and DTO operations, internal security, methods, organizational facilities, personalities involved in drug production, processing, flows and narco-terrorism. Provide operational CD intelligence support to DoD elements, IA, and federal LEAs. Analyze TOC, CD, and DTOs patterns to derive findings that drive operational efforts.
• Targeting Support: Provide entity-level targeting and network analysis for DoD, LE, and the IA partners in multi-national, multi-faceted operations and investigations. Identify network vulnerabilities and undiscovered connections, such as new communications, individuals, business entities, or financial activity, to advance investigations and operations.
• Data Fusion & Advanced Analytics: Execute advanced analytic workflows and layering of multiple data sources across domains to include IC communications analysis, reporting, entity enrichment tools & databases, as well as LE communications analysis, financial transactions (fiat/crypto), pattern of life analysis, corporate registry and supply chain data, CAI/PAI, and dark web activity.  Conduct entity-level analysis to build networks on specific target countries, activities and non-state actors.
• Interagency and Partner Coordination: Participate in working groups, coordination and collaboration meetings. As directed, represent the organization in engagements with the IC, inter-agency partners, and operational staffs of the Unified Commands, military services, and other Government agencies. Present analytic findings and operational recommendations. Facilitate information sharing among GCCs, other DoD agencies, LE, IA, and public/private sector partners; support meetings, briefings, coordination sessions, conferences, and forums regarding CN, CT, CTF and C-TOC issues. Assist in identifying CN, CTF, and C-TOC intelligence requirements.
• Targeting Plans & Analytical Approaches: Develop all-source network targeting plans and analytic workflows for processing reports and bulk data to identify viable tips and leads. Analyze current holdings to identify gaps and develop collection requirements. Create analytical approaches for incomplete, novel, or complex data, for which no precedent exists.
• Production & Dissemination: Develop tailored written, graphical, and verbal intelligence products focused on the tips, leads, and new targets. Distill complex data for non-technical audiences with actionable recommendations for DoD, LEA, and IA partners. Deliverables include target packages, lead cables, and network/communications charts.
• Multi‑Tool Data Integration & Analysis: Use state-of-the-art hardware/software for data enrichment, communications and financial analysis, data mining, large-scale data manipulation, link/nodal analysis, and graphics/multimedia production. Conduct layered entity-level analysis across databases and tools at multiple classification levels to identify previously unknown communications, locations, identities, transactions, activities, and associations within illicit networks. Leverage prior experience extracting and layering data across IC tools and databases, commercial tools and databases, and law enforcement databases.
• Multi‑Source Intelligence Integration: Fuse HUMINT, SIGINT, GEOINT, MASINT, and OSINT to conduct network analysis for military, intelligence, and LE partners. Recommend improvements to targeting workflows and analytic tradecraft.
• Peer & On-the-Job Training: Contribute to and develop peer training, tradecraft discussions and workflow/tool sessions on best-practices in entity-level network analysis and LE regulatory/administrative aspects of C-TOC, CN, and CTF missions.

Minimum Qualifications Including Certificates:

• Possess and maintain an active TS/SCI Security Clearance for the duration of this effort.
• Bachelor's degree relevant to the subject area (e.g., Intelligence, Criminal Justice, Homeland Security, International Relations, or a related discipline) from a college or university accredited by a body recognized by the U.S. Department of Education. 
• At least 12 years of specialized experience in the required area of expertise with at least a portion of the experience within the last 2 years. 
• Experience in lieu of Education. Individuals with prior military experience in a related field with an additional 5 years of related experience for a total of 17 years. • Experience using open-source intelligence software tools. 
• Analytical experience dealing with identifying / detecting, targeting, and interdicting terrorist and/or criminal finance activities, and networks. Experience shall include entity level network analysis, and may include human intelligence and signals reporting, criminal and regulatory investigations, cases for designation, and experience with Bank Secrecy Act reporting mechanisms such as Suspicious Activity Reports (SAR).
• Experience providing support to law enforcement agencies in an investigative or analytical capacity, and working knowledge of preserving law enforcement evidence, chain of custody, and identifying relevant financial data. 
• Experience conducting meta-data analysis exploitation, typically found in analysts who have experience supporting operational units. 
• Competent in utilizing Specialized Intelligence Analysis tools (i.e., JWICS level geospatial and communications tools and datasets); Intelligence Report Aggregators/Automated Message Handling System search tools (i.e., TAC, RMT, and NGT, Horizon); Intelligence Data Visualization Tools (i.e., Google Earth, and, Analyst Notebook, Target Cop).

Position Description:

The Executive Facilities Program Advisor serves as a senior technical and strategic leader directly supporting the National Geospatial-Intelligence Agency (NGA) Security and Installations (SIO) Directorate. In this executive-level position, the Advisor acts as the principal source of expert guidance to the Director of SIO and other senior NGA leaders on the full spectrum of enterprise facilities operations, planning, and management initiatives. This role is dedicated to delivering forward-looking counsel and cross-functional program leadership for facilities operations, including operational optimization, space management, construction management, strategic planning, and risk mitigation for complex projects. The Executive Facilities Program Advisor evaluates program performance, identifies and helps resolve execution and operational risks, and develops comprehensive recommendations to enhance mission assurance and operational effectiveness. The Advisor leads and contributes to enterprise-wide strategies, supports the development and improvement of operational plans, and ensures cradle-to-grave management of facilities operations while facilitating coordination across organizational boundaries and with interagency partners. Position Description:

The Staff Officer SME IV serves as a senior subject matter expert providing high-level policy, operations, and analytic support to the Operational Support and International Partnerships (OSIP) Office within the Office of the Under Secretary of War for Intelligence and Security (OUSW(I&S)). This key personnel position requires extensive expertise in intelligence operations, policy development, international partnerships, and strategic planning.  The incumbent will support OSIP's core functions: developing and managing resources to address intelligence mission requirements, conducting outreach to appropriate Department of War (DoW) and Intelligence Community (IC) elements, and providing oversight of sensitive activities and special programs.

This key personnel position executes and advances NOAA’s IRMP objectives in compliance with federal security regulations, most notably Executive Order 13587, National Insider Threat Policy, NIST, FISMA, NSPM-33, and agency-specific guidance.
